REQUESTED ACTION: Recommend City Council approval of the Daisy Avenue Traffic
Calming Plan
BACKGROUND:
DATA:
In response to resident concerns about vehicle speeding on Daisy Avenue, staff has
been working in collaboration with the residents to develop a traffic management plan
that would address their concerns. Staff invited residents to a neighborhood meeting
on April 20, 2017 to discuss traffic management strategies and to develop a traffic
calming plan for Daisy Avenue. _At the meeting, staff presented traffic calming concept
plans for consideration. A concept plan comprised of two speed cushions on Daisy
Avenue was selected as the preferred concept by the majority of the meeting
attendees. After the neighborhood meeting, surveys were sent to the residents and
property owners on Daisy Avenue to determine if the majority of the residents
supported the preferred traffic calming plan. Based on the results of the resident
survey, staff is recommending that the Daisy Avenue traffic calming plan be approved by
City Council.
Speeding on residential streets in Carlsbad is addressed by the Carlsbad Residential
Traffic Management Program. The program was approved by City Council in 2001 and
was revised in 2011. Per the program, a neighborhood meeting was held at Alga Norte
Park on April 20, 2017 and attended by 28 attendees. Staff heard resident concerns and
presented the strategies and tools that the Carlsbad Residential Traffic Management
Program utilizes to address speeding on residential streets. By the conclusion of the
meeting, a preferred concept plan comprised of two speed cushions was selected and
supported by the majority of the meeting attendees (See Exhibit 1).
Per the requirements found in the Carlsbad Residential Traffic Management Program,
implementation of the proposed plan requires that a majority of the residents on the
street express positive support for the plan as determined by responses to a mailed
resident survey. The survey is considered valid if 50% or more of the residents and non-
resident owners return the completed survey. Positive support for the plan is indicated
by 67% or more of the returned surveys in support of the proposed plan. A total of 90
surveys (74 residents and 16 non-resident owners) were mailed out. 62 signed surveys
were received by staff, which represents a 69% return rate. Of those 62 returned
surveys, 44 (71%) were in support of the proposed plan.
