Recommended Action
Recommend that City Council establish an ALL-WAY STOP at the intersection of La Costa
Avenue and Camino De Los Coches.
Executive Summary
Based on the criteria found in the California Manual on Uniform Traffic Control Devices and to
help facilitate pedestrian access across La Costa Avenue between the La Costa Town Square
shopping area and residential neighborhoods, staff recommends that City Council establish an
ALL-WAY STOP at the intersection of La Costa Avenue and Camino De Los Coches.
Discussion
La Costa Avenue and Camino De Los Coches are classified as Neighborhood Connector Streets in
the Mobility Element of the General Plan. Both streets feature curb and gutter, sidewalk and
street lights on both sides of the street. Both streets have a single vehicle lane and bicycle lane
in each direction separated by a painted centerline. The subject intersection serves as a
connection between the residential neighborhood and adjacent retail shopping center in the
southeast quadrant of the city (see Exhibit 1).
La Costa Avenue is uncontrolled at the intersection of Camino De Los Coch es and at the adjacent
intersections to the west (Calle Timiteo) and to the east (Calle Pera). The closest controlled
pedestrian crossing across La Costa Avenue is approximately 1,100 feet to the east at Circulo
Sequoia. The posted speed limit is 45 miles per hour on this portion of La Costa Avenue and 40
mph on Camino De Los Coches.
Staff has received multiple requests to help facilitate pedestrian access across La Costa Avenue
at Camino De Los Coch es. As part of this request, staff conducted an analysis to establish an ALL-
WAY STOP at the subject intersection. The analysis is based on Section 2B.07 of the California
Manual on Uniform Traffic Control Devices (CA MUTCD) which specifies the use of vehicular and
pedestrian volumes as well as other criteria to determine if an ALL-WAY STOP is justified at a
particular location. A 24-hour approach count was conducted on February 16, 2016, the results
of which are shown on Table 1.

The average major street vehicular volume (for any eight one hour periods) was found to be 355
vehicles per hour. The average minor street vehicular volume was found to be 183 vehicles per
hour. Minor street delay was measured and was found to be 30 seconds per vehicle during the
peak hour. The minimum traffic volume and delay thresholds were satisfied.
The CA MUTCD also allows consideration of an ALL-WAY STOP as an interim measure prior to the
installation of a traffic signal. There are funds already allocated in the Capital Improvement
Program for an intersection control project at La Costa Avenue and Camino De Los Caches and
staff is monitoring traffic conditions to determine if and when a traffic signal or roundabout
would be appropriate at the subject intersection.
Staff conducted an analysis of the collision history at the subject intersection and found that
there have been two reported collisions in the past five years. The minimum criteria for collisions
were not satisfied.
Staff conducted turning movement counts on April 12, 2016 for the one-hour periods starting at
7:30 a.m., 2:30 p.m., and 5:00 p.m. During the 7:30-8:30 a.m. period, a total of 4 pedestrians
were observed crossing La Costa Avenue at Camino De Los Caches. During the 2:30-3:30 p.m.
period, 12 pedestrians were observed. During the 5:00-6:00 p.m. period, 10 pedestrians were
observed. Section 28.07 of the California MUTCD allows consideration of an ALL-WAY STOP when
there is a "need to control vehicle/pedestrian conflicts near locations that generate high
pedestrian volumes." The La Costa Town Square shopping area, in close proximity to the
residential land uses to the south, can be considered as a high pedestrian generator. It is also
appropriate to note that the primary purpose of the Neighborhood Connector Street is to
"connect people to different neighborhoods and land uses of the city."
Based on these findings, staff recommends that an ALL-WAY STOP be established at the
intersection of La Costa Avenue and Camino De Los Caches to assign the right-of-way between
vehicles and pedestrians. To accommodate disabled access, a minimum of one curb ramp would
need to be installed on the north side of La Costa Avenue prior to the delineation of a marked
crosswalk. There is a project programmed into the Capital Improvement Program for intersection
improvements at the subject intersection. These funds can be used for a future traffic signal or
roundabout project.
Necessary Council Action
City Council must adopt an ordinance to establish all-way stop control as recommended.
