Executive Summary
At the October Traffic Safety Commission meeting commissioner Johnson raised questions
regarding right turning movements across a bike lane. The specific issue related to the existing
eastbound right turn lane on Palomar Airport Road at the intersection of Armada Drive. Staff
reviewed the California Vehicle Code (CVC) and found the following guidance on how drivers
should enter a right turn lane that is adjacent to a bike lane:
• A driver can legally travel in a bike lane to make a right turn when the auto is within 200
feet of the intersection (CVC §21209)
• A driver can legally cross a bike lane adjacent to the lane they are traveling in to make a
right turn (CVC §21717)
Discussion
The California Manual on Uniform Traffic Control Devices (CA MUTCD) includes a bike lane in a
classification called “preferential lane.” The term “preferential lane” is also used in several CVC
sections that are applicable to bike lanes.
Following is the section in the CA MUTCD related to bike lane markings adjacent to right turn
lanes (see Exhibits for related CA MUTCD figures refenced below):
Standard:
03 Longitudinal pavement markings for preferential lanes shall be as follows (these same
requirements are presented in tabular form in Table 3D-1):
…D. Buffer-separated (right-hand side) preferential lane—the longitudinal pavement markings
for a fulltime or part-time preferential lane on the right-hand side of and separated from the
other travel lanes by a neutral buffer space shall consist of a normal solid single white line at the
right-hand edge of the preferential travel lane(s) if warranted (see Section 3B.07) and one of the
following at the left-hand edge of the preferential travel lane(s) (see Drawing D in Figure 3D-2):
1. Two sets of wide solid double white lines where crossing the buffer space is
prohibited and the buffer width is 4 feet or greater (see Detail 45 in Figure 3A-113(CA)).
2. A set of wide solid double white lines where crossing the buffer space is prohibited
and the buffer width is 2 feet (see Detail 44 in Figure 3A-113(CA)).

3. A wide broken single white line along both edges of the buffer space, or a A wide
broken single white line within the allocated buffer space (resulting in wider lanes),
where crossing the buffer space is permitted (see Detail 42 in Figure 3A-113(CA)).
4. A wide dotted single white lane line within the allocated buffer space (resulting in
wider lanes) where crossing the buffer space is permitted for any vehicle to perform a
right-turn maneuver (see Detail 37 in Figure 3A-111(CA)).
…F. Contiguous (right-hand side) preferential lane—the longitudinal pavement markings for a
full-time or part-time preferential lane on the right-hand side of and contiguous to the other
travel lanes shall consist of a normal solid single white line at the right-hand edge of the
preferential travel lane(s) if warranted (see Section 3B.07) and one of the following at the left-
hand edge of the preferential travel lane(s) (see Drawing D in Figure 3D-3):
1. A wide solid double white lane line where crossing is prohibited (see Detail 44 in
Figure 3A-113(CA)).
2. A wide solid single white lane line where crossing is discouraged (see Detail 43 in Figure
3A-113(CA)).
3. A wide broken single white lane line where crossing is permitted (see Detail 42 in
Figure 3A-113(CA)).
4. A wide dotted single white lane line where crossing is permitted for any vehicle to
perform a right turn maneuver (see Detail 37 in Figure 3A-111(CA)).
5. A normal broken white line where crossing is permitted on preferential lanes that
operate for only certain periods of the day. In these cases, markings shall conform to the
purpose the lane serves a majority of the time.
Guidance:
04 Where preferential lanes and other travel lanes are separated by a buffer space wider than 4
feet and crossing the buffer space is prohibited, chevron markings (see Section 3B.24) should be
placed in the buffer area (see Drawing A in Figure 3D-2). The chevron spacing should be 100 feet
or greater.
04a Buffer widths between 4 feet and 12 feet (see Figure 3A-113(CA), Detail 45) should be
avoided, except when transitioning between narrow and wide buffer areas.
The following Table 3D-1 from the CA MUTCD outlines the intended purpose of edge line and lane line
markings for preferential lanes:
Following are the relevant sections of the CVC that pertain to right turn movements at intersections
with bike lanes:
CVC §21209
a) No person shall drive a motor vehicle in a bicycle lane established on a roadway pursuant to
Section 21207 except as follows:
• To park where parking is permitted.
• To enter or leave the roadway.
• To prepare for a turn within a distance of 200 feet from the intersection.
b) This section does not prohibit the use of a motorized bicycle in a bicycle lane, pursuant to
Section 21207.5, at a speed no greater than is reasonable or prudent, having due regard for
visibility, traffic conditions, and the condition of the roadway surface of the bicycle lane, and
in a manner which does not endanger the safety of bicyclists.

CVC §21717
a) Whenever it is necessary for the driver of a motor vehicle to cross a bicycle lane that is
adjacent to his lane of travel to make a turn, the driver shall drive the motor vehicle into the
bicycle lane prior to making the turn and shall make the turn pursuant to Section 22100.
CVC §22100
Except as provided in Section 22100.5 or 22101, the driver of any vehicle intending to turn upon a
highway shall do so as follows:
a) Right Turns. Both the approach for a right-hand turn and a right-hand turn shall be made as
close as practicable to the right-hand curb or edge of the roadway except:
• Upon a highway having three marked lanes for traffic moving in one direction that
terminates at an intersecting highway accommodating traffic in both directions, the
driver of a vehicle in the middle lane may turn right into any lane lawfully available to
traffic moving in that direction upon the roadway being entered.
• If a right-hand turn is made from a one-way highway at an intersection, a driver shall
approach the turn as provided in this subdivision and shall complete the turn in any
lane lawfully available to traffic moving in that direction upon the roadway being
entered.
• Upon a highway having an additional lane or lanes marked for a right turn by
appropriate signs or markings, the driver of a vehicle may turn right from any lane
designated and marked for that turning movement.
b) Left Turns. The approach for a left turn shall be made as close as practicable to the left-hand
edge of the extreme left-hand lane or portion of the roadway lawfully available to traffic
moving in the direction of travel of the vehicle and, when turning at an intersection, the left
turn shall not be made before entering the intersection. After entering the intersection, the
left turn shall be made so as to leave the intersection in a lane lawfully available to traffic
moving in that direction upon the roadway being entered, except that upon a highway having
three marked lanes for traffic moving in one direction that terminates at an intersecting
highway accommodating traffic in both directions, the driver of a vehicle in the middle lane
may turn left into any lane lawfully available to traffic moving in that direction upon the
roadway being entered.

a right turn when the auto is within 200 feet of the
