Background The City Council now requires each commission to submit an annual work plan to include activities that the commission anticipates undertaking in the coming year. The work plan is intended to encourage and increase dialogue between the commissions and City Council. The City Council will review, amend as necessary, and approve this work plan. The TSC work plan is expected to align with City Council priorities. Discussion The following are issues that are expected to guide the development of the TSC work plan: 1. The current duties of the TSC are listed in the Municipal Code (§2.28.050) and include: A. Review staff studies and make recommendations to the city council on matters involving traffic and pedestrian safety; B. Provide a public forum to review citizen complaints and requests regarding traffic and pedestrian safety; C. Provide recommendations for revisions to the city codes and plans on matters involving traffic and pedestrian safety, parking and school safety (e.g., speed limits, STOP signs, traffic signals, parking restrictions). 2. Staff has been directed to amend the duties of the Traffic Safety Commission to include advising the City Council on matters related to implementation of the General Plan Mobility Element. Following are the goals defined in the General Plan Mobility Element (the entire Mobility Element is avaialble on the city website): A. Keep Carlsbad moving with livable streets that provide a safe, balanced, cost- effective, multi-modal transportation system (vehicles, pedestrians, bikes, transit), accommodating the mobility needs of all community members, including children, the elderly and the disabled. B. Improve connectivity for residents, visitors and businesses. C. Provide inviting streetscapes that encourage walking and promote livable streets. D. Manage parking to support all modes of transportation and ensure efficient use of land. E. Implement transportation demand and traffic signal management techniques to improve mobility. F. Protect and enhance the visual, environmental and historical characteristics of Carlsbad through sensitive planning and design of scenic transportation corridors. G. Provide for the safe and efficient movement of goods throughout the city. 3. Staff asked TSC commissioners for their input on potential topics to address as park of the work plan and received the following (in no particular order): • Vision Zero (a program designed to reduce collisions especially fatalities; school area safety review) • Look at Ad Hoc committees to assist neighborhoods reach consensus on Carlsbad Residential Traffic Management Program (CRTMP) projects • Traffic calming on non-residential streets (i.e., not covered in the current CRTMP) • Conduct educational events • Establish protocol for reviewing roundabouts in lieu of traffic signals and STOP signs • Investigate innovative approaches to assist enforcement (DUI, distracted drivers) • Equalize the rights of all roadway users • Review all striping plans to identify ways to further complete streets goals (e.g., pavement management projects) • Review policies regarding shared transportation services (e.g., scooter rentals) • Review current prohibitions of bike use on sidewalks • Evaluate high profile intersections (level of service, signal timing, collision rate) • Study pedestrian crossings along Carlsbad Boulevard • Develop a Coastal Corridor Master Plan • Ensure adequate data is provided when projects are presented to TSC • City Council Report on citizen requests • Rename Traffic Safety Commission to reflect all mobility issues • Protocols for setting agenda and establishing standards for review • Review and establish evaluation methods (LOS, safety) • Develop a plan to monitor system • Review following plans/programs: Travel Demand Management (TDM), Transportation System Management (TSM) and Sustainable Mobility Plan (SPM) 4. The Public Works staff collaborates closely with the Police Department on traffic issues. In general, approaches to issues are grouped into three categories. Staff is proposing to structure the TSC work plan around these following three categories: • Enforcement • Education • Engineering Necessary Council Action None at this time. The City Council is expected to approve the final TSC Work Plan. Next Steps Staff will prepare a draft work plan that attempts to include aspects of these issues as well as any changes that need to be made to the municipal code and TSC Bylaws.
