Subject: Status Report on Requests Made by TSC
Recommended Action Information only.
Background
At the July TSC meeting staff was asked to provide a status report on past requests for
information. Staff is expected to respond to these requests consistent with the work plan that is
currently under development. Staff expects to address these requests using different methods
depending on the type of information requested. For example, some responses may be direct
phone calls to a commissioner to clarify an issue, while others may be a formal agenda item or
attachments to the agenda.
Following are the items recorded by staff as remaining unresolved:
1. Recommended guidelines for lane striping in roundabouts; increased outreach to train
public on how to navigate a roundabout by bike/auto.
2. Review of Carlsbad Municipal Code (CMC) that currently prohibits bikes on sidewalks.
3. Review project scope of work for the Tamarack/Carlsbad Boulevard CIP project.
4. Follow-up analysis of re-striping through the intersection of Melrose Drive at Palomar
Airport Road; request to remove trap lane north of PAR and add a bike lane.
5. A report on traffic volumes (e.g., trend analysis).
6. A citywide report on collisions to identify sites with high collision rates.
7. A presentation on the Grand Promenade concept included in the Village Master Plan.
8. Review speed limit on Alga Road.
9. Update on traffic calming concepts on Tamarack near Highland; follow up report on Tamarack
Avenue including collisions and vehicle speed survey.
10. Review traffic issues near Carlsbad Highschool.
11. General request to get updates on effectiveness of past projects (e.g., Harbor Drive traffic
calming; restriping on Avenida Encinas between PAR and Cannon Road). Request to review
speed limit on Avenida Encinas to reflect potential reduction in speed resulting from recent road
diet.
12. Follow up on traffic calming on Rancho Santa Fe Rd. near Camino Junipero.
13. Presentation on alternatives to the proposed all-way stop La Costa/Camino de Los Coches
(e.g., alternative design concepts for intersection improvements)
14. Presentation on roundabout and mid-block crosswalk recently constructed in the Quarry
Creek development.
15. Presentation on multimodal level of service (MMLOS) Tool.
16. Review traffic report for Marja Acres development application (e.g., intersection LOS for El Camino
Real and Kelly Dr.)
17. Presentation on License Plate Readers.
18. Presentation on Safe Routes to School programs.
19. Several requests related to proposed Work Plan (e.g., review of pedestrian safety and
identify potential projects along Carlsbad Boulevard).

Next Steps
Staff will use different methods to provide information to TSC members as needed.
