Chairperson Nygaard called the meeting to order at 9:00 a.m.
Committee Members Present: Julie Baker-Planning Commission Representative, Richard Erhardt-Chairman of the Beach Preservation Committee, Julie Nygaard-retired City
Councilwoman, and Eric Larson-Executive Director of the San Diego County Farm Bureau.
Committee Member Absent: Hope Wrisley-Community Leader, Deborah Ruddock (non-voting member)-Project Manager for the California Coastal Conservancy, Ken Alfrey-Board
Member of the Agua Hedionda Lagoon Foundation and Irv Rosten – Retired Staff Members Present: Elaine Blackburn, Senior Planner and Jim Boylan, Facilitator
Approval of Minutes: By consensus, the Minutes of the Meeting of July 10, 2006 were approved
as submitted. Introductions were made around the room, beginning with the present Committee members.
Facilitator Jim Boylan reviewed the structure of the meeting including the agreed upon ground rules to be
observed and a letter staff distributed to the applicants. Mr. Boylen distributed a 10-point criterion worksheet that would be used by the Committee to evaluate the proposed projects. He requested the members of the Committee disclose any related special interest affiliations.
Eric Larson stated his affiliation with the Buena Vista Lagoon Foundation Association and the Carlsbad Farm
Worker Housing, and he added he has indirect affiliation with Carlsbad Ranch Enterprises. Julie Baker stated she has served on the Board of Directors of the Agua Hedionda Lagoon Foundation and
remains a member of this organization. She added she is currently serving on the Planning Commission.
Richard Erhardt stated he is a member of the Beach Preservation Committee. Julie Nygaard stated she was as founding member of the Agua Hedionda Lagoon Foundation.
Elaine Blackburn stated she had reviewed the applications for consideration with the absent Committee
members and has their input for inclusion into the discussion. Chairperson Nygaard opened the meeting up for Committee discussion and questions of the applicants.
AGP 06-01, The Seashell
The Committee conducted a brief discussion regarding the allocation of the requested funding. The applicant
Robert Wilkenson elaborated on points covered within his application. Chairperson Nygaard stated her recollection of the past discussion with the City Council and Community
regarding interest in this project. Two years ago the idea was formally pitched to the City Council and deficiencies were noted. Chairperson Nygaard stated during the past two years public noticing was posted at the proposed site.

The Committee referred to the worksheet and unanimously found the project lacked sufficient eligibility criteria
for funding recommendation to City Council.
AGP 06-02, Audubon Nature Center The question of maintenance of the proposed project was discussed. The applicant Doug Shannsen stated
the proposed project would be maintained by a part-time, on-site manager with the help of volunteers six days a week.
The Committee referred to the worksheet and unanimously agreed to recommend funding to City Council.
AGP 06-03, Batiguitos Lagoon Foundation Nature Center Improvements
The Committee briefly discussed the proposed funding allocation and project management with the applicant. There was discussion among Committee members relative to the issue regarding the necessity of brochures
and its relationship to the eligibility category the proposed project had applied under. Additionally, attention was given to the land and permitting issues.
The Committee discussed the issue of recommending funding for software and hardware replacement under category “D” with the main focus on the evolutionary nature of technological developments. No consensus was
met by the Committee and it was determined that further evaluation and possible re-submittal was necessary. It was suggested that a recommendation for partial funding might be possible.
The Committee referred to the worksheet and unanimously found the project lacked sufficient information to recommend funding to City Council. The group placed this application in a holding position for further
discussion and evaluation at a future Committee meeting.
AGP 06-04, Buena Vista Lagoon Boardwalk The Committee questioned the applicant about the certainty of secure funding for implementation of the
design if the City Council financed the design stage. The applicant indicated communication had been established with Cal Trans who acknowledged their interest in funding the development, but gave no firm
commitment. Additional discussion was conducted with regard to the Buena Vista Lagoon 10 percent cross-over into the
City of Oceanside and their participation in the proposed project. The applicant stated the City of Oceanside was not involved in this proposal.
The Committee members discussed a current proposed road development at the same location and questioned if the Boardwalk was contingent on concurrent development of the road. The applicant confirmed
that it would need to be simultaneous and the project would require an Environmental Impact Report, which would be conducted by the developer of the roadway.
The Committee referred to the worksheet and unanimously agreed to recommend funding to City Council.
AGP 06-05, Cymbidium Project
The Committee questioned the field production portion of the application and its association to customary cost of business expense. Unanimous agreement was met with regard to the appropriateness of the inclusion of

the crop development portion of funding and the determination was made that a recommendation for partial funding could be made.
Further discussion was dedicated to the economic feasibility of Cymbidium crops at this location and the history of this type of crop in California. A balance between farming and providing visitor services was
discussed. The Committee referred to the worksheet and unanimously agreed to recommend partial funding to City
Council.
AGP 06-06, Multi-Use Barn Project The Committed discussed seasonal exhibits and using the barn as a consistent forum for their display. It was
revealed that the Carlsbad Historical Society would provide historical video.
The Committee referred to the worksheet and unanimously agreed to recommend funding to City Council. AGP 06-07, Permeable Paving
Committee discussion initially focused on the dust control the proposed project would supply as opposed to
the current methods employed at the location. The applicant informed the Committee that current measures include using water as a means to control dust travel. When the sun is high, the water dries quickly and the area requires re-application, rendering this method inconsistent. The proposed project provides consistent
results assisting in absorption and run-off control.
The Committee referred to the worksheet and unanimously agreed to recommend funding to City Council. AGP 06-08, Drainage Project
Committee discussion ensued regarding linking AGP 06-07, Permeable Paving to this proposed Drainage
Project. The applicant stated submitting them together would have been preferred, but they separated the two for funding purposes. The proposed drainage system is designed to work in conjunction with the Permeable Paving to more effectively direct water into underground basins.
The Committee referred to the worksheet and unanimously agreed to recommend funding to City Council.
AGP 06-09, Soil Amendment
The Committee conducted a brief discussion regarding the specific amount of soil the applicant is requesting. The applicant stated the proposal includes organic compost composed of municipal green waste and added a
specific amount could not be determined at this time, but it would be between 50 and 60 cubic yards. He stated the labor costs would be absorbed by the farming efforts.
The Committee referred to the worksheet and unanimously agreed to recommend funding to City Council.
AGP 06-10, Carlsbad Beach Nourishment The Committee engaged in a brief discussion regarding the achievement of the project after the planning
phase is complete. Question arose regarding the availability of City funds to assist in this endeavor and it was concluded that no Capital Improvement designation has been given to this effort.

AGP 06-11, Aloe Power
The Committee engaged the applicant in discussion about California Department of Fish and Game consultation regarding the project and it was stated they had not been contacted. The question of the persistent nature of the aloe plant arose with respect to its introduction into the lagoon environment. It was
stated that it is an invasive species that has the propensity to spread.
The Committee referred to the worksheet and unanimously found the project lacked sufficient eligibility criteria for funding recommendation to City Council.
AGP 06-12, Bataquitos Lagoon Monitoring/Management Plan
The Committee engaged in a lengthy discussion regarding the proposal’s details and concurred that several areas of concern remain. No consensus was met by the Committee and it was determined that further evaluation and possible re-submittal was necessary. It was suggested that a recommendation for partial
funding might be possible.
The Committee referred to the worksheet and unanimously found the project lacked sufficient information to recommend funding to City Council. The group placed this application in a holding position for further discussion and evaluation at a future Committee meeting.
AGP 06-13, Agua Hedionda Lagoon Trails
The Committee engaged in a lengthy discussion regarding the proposal’s details and concurred that several areas of concern remain. No consensus was met by the Committee and it was determined that further
evaluation and possible re-submittal was necessary. It was suggested that a recommendation for partial funding might be possible.
The Committee referred to the worksheet and unanimously found the project lacked sufficient information to recommend funding to City Council. The group placed this application in a holding position for further
discussion and evaluation at a future Committee meeting.
AGP 06-14, CLAW Traveling Exhibit The Committee discussed the travel aspect of the proposal and unanimously determined that it lacked the
eligibility elements necessary to make a determination to recommend funding to City Council.
AGP 06-15, Discovery Center Improvements The Committee briefly discussed the details of the proposed project.
The Committee discussed the issue of recommending funding for software and hardware upgrades under
category “D” with the main focus on the evolutionary nature of technological developments. No consensus was met by the Committee and it was determined that partial funding was possible.
The Committee referred to the worksheet and unanimously found the project worthy of a recommendation of partial funding to City Council.

The Committee briefly discussed the proposed housing element and alternative funding with the applicant.
There was discussion among Committee members relative to the issue regarding the portion of proposed housing designated as “other homeless shelter” and its relationship to the eligibility category the proposed
project had applied under. Additionally, attention was given to the decline of farming in the area and future need for farm-worker housing.
The Committee discussed the issue of funding for maintenance of the development and the idea of recommending reduced funding for the portion of housing specifically designated as farm-worker housing. No
consensus was met by the Committee and it was determined that further evaluation and possible re-submittal was necessary. It was suggested that a recommendation for partial funding might be possible.
The Committee referred to the worksheet and unanimously found the project lacked sufficient information to recommend funding to City Council. The group placed this application in a holding position for further
discussion and evaluation at a future Committee meeting.
STAFF COMMENT:
Senior Planner Elaine Blackburn provided a brief overview of the available funding pool, proposal consideration process, and the Committee Operating Procedures and Agreements. She added every effort is made by the Committee to reach all decisions by consensus. In the event no consensus can be met, a vote
will take place.
Facilitator Jim Moylan explained the matrix used in the evaluation of the proposals submitted and added it provides a tool for orderly discussion.
The next Committee meeting was not scheduled pending processing of the proposals submitted.
