MINUTES

1. CALL TO ORDER:
ACTION: Chairperson Larson called the meeting to order at 12:31 p.m.
Committee Members Present:

Chairperson Eric Larson
Committee Members Absent:
Irv Roston
Staff Members Present:
Minutes Clerk, Sabrina Michelson; Associate Planner, Kevin Pointer
2. COMMITTEE REVIEW AND DISCUSSION OF GRANT APPLICATIONS SUBMITTED FOR
FUNDING CONSIDERATION.
The Committee received information from applicants on the potential reduction/phasing of
grant applications originally submitted. The Committee received this information from Chris
Calkins representing CB Ranch Enterprises, Fred Sandquist representing Batiquitos Lagoon
Foundation, Nikki Weaver representing Agua Hedionda Lagoon Foundation, Brian Ketterer
representing California State Parks, Shannon Phaneuf representing Buena Vista Audubon
Society, and Kasey Cinciarelli representing Rudvalis Orchids. Following discussion, the
Committee utilized a multi-voting method to rank grant applications.
ACTION: Chairperson Larson moved to recommend City Council award of grants for the
following projects in the amounts listed below.

The motion included a recommendation that the remaining/undisbursed fundings ( totaling
$90,00075,000) from awarded grant AGP 06-09 (Flower Fields Soil Amendment Project),
which was also awarded to CB Ranch Enterprises, be reprogrammed and awarded for use on
AGP 09-01 (Carlsbad Flower Fields Enhanced Access).
The motion was seconded by Committee member Stone and carried with the following vote:
(6-0-1, Roston absent).
3. COMMITTEE SCHEDULE FOR GRANT EVALUATION AND FUTURE MEETING DATES
By consensus, the Committee will discuss and determine potential recommendation to City
Council for extension or termination of the Committee’s term, as well as receive an update
from representatives for awarded grant AGP 06-16 (La Posada de Guadalupe Farm Worker
Housing). By consensus the Committee scheduled the next meeting for July 6, 2009 from
12:30 p.m. to 3:30 p.m. in Room 173A at the City’s Faraday Center (1635 Faraday Avenue,
Carlsbad, CA).
4. PUBLIC COMMENT
The Committee received the following public comments:
Chris Calkins, Flower Fields representative, expressed his gratitude for the Committee’s
time and consideration.
Anne Spacie, Batiquitos Lagoon representative, thanked the Committee for their careful
consideration of the applications.
Fred Sandquist, Batiquitos Lagoon Foundation representative, thanked the Committee
for their commitment to the City.
5. ADJOURN
Chairperson Larson adjourned the meeting at 1:45 PM.
