CALL TO ORDER: ACTION: Chairperson Larson called the meeting to order at 12:04 p.m. Committee Members Present: Chairperson Eric Larson; Committee members Craig Elliott, Richard Erhardt, Michael Schumacher and Hope Wrisley. Committee Members Absent: Committee members Ken Alfrey and Jackie Stone Staff Members Present: Associate Planner, Kevin Pointer 2. ANNOUNCEMENT OF COMMITTEE MEMBER APPOINTMENTS AND ELECTION OF A VICE CHAIRPERSON: Chairperson Larson announced that the Planning Commission appointed Planning Commissioner Schumacher to the Committee to replace former Planning Commissioner Julie Baker. ACTION: Chairperson Larson was re-elected as the Committee Chairperson and Wrisley was appointed as Committee Vice Chairperson. The motion was approved via consensus. 3. APPROVAL OF NOV. 22, 2010 MINUTES: ACTION: Vice Chairperson Wrisley moved to approve the minutes of the November 22, 2010 Committee meeting. The motion was seconded by Richard Erhardt and carried with the following vote: AYES: Chairperson Larson, Vice Chairperson Wrisley and Committee member Erhardt NOES: None ABSTAIN: Committee members Schumacher and Elliott Page 2 4. STATUS OF PROJECTS AWARDED WITH AGRICULTURAL CONVERSION MITIGATION FEE FUNDING: The Committee received a report from Mr. Pointer on the status of the twenty grant projects awarded between 2007 and 2010. Eight projects have received full funding and have been fully implemented. There are two projects that have received full funding and are still in the process of being implemented. Eight projects have received partial funding and two projects that have not yet received any funding from the city. The Committee directed specific project-related questions to grantees in attendance and received supplemental information from those grantees. 5. AVAILABLE FUND BALANCE: The Committee received a report from Mr. Pointer on the disposition of funding in the account. He noted that a total of $7.4 million in funding has been awarded to grantees. Of that amount, the city has disbursed $2.3 million. The remaining $5.1 million is encumbered and has been appropriated to fund the awarded grants that have not yet received funding. As a result, the available fund balance to fund new projects is $329,000. 6. AWARDED GRANT PROJECT (AGP) 06-10—CARLSBAD BEACH NOURISHMENT: The Committee received a report from Mr. Pointer on the status of AGP 06-10—Carlsbad Beach Nourishment. The City Council approved $1.5 million for this grant. However, since the city has partnered with SANDAG to accomplish the project, the project will likely only require approximately $730,000 in funding. As a result, once the project is completed, there may be approximately $740,000 in funding that may be reprogrammed and made available to fund other projects. The Committee directed questions to staff liaison Steve Jantz, Associate Engineer who clarified the project schedule. 7. PUBLIC COMMENT: The Committee received public comment from Michael McSweeney, a representative of the Building Industry Association of San Diego County. Mr. McSweeney asked the Committee how and why the Agricultural Conversion Mitigation Fee had been set at $10,000 per acre. He asked whether there had been a fee study done when that fee was set. Mr. Larson requested that Mr. Pointer respond to Mr. McSweeney and coordinate with him after the meeting to provide him with responses to his questions. 8.
