Call to Order ACTION: Chairperson Larson called the meeting to order at 09:00 a.m. Committee Members Present: Chairperson Eric Larson; Committee members, Ken Alfrey, Scott Greenfield, and Kerry Siekmann. Committee Members Absent: Vice Chairperson Hope Wrisley, Craig Elliott, and Jackie Stone. Staff Members Present: Daisy Hernandez and Pam Drew. 2. Approval of November 19, 2015 Minutes ACTION: Chairperson Larson moved to approve the minutes of the November 29, 2015 Committee meeting. The motion was seconded by Committee Member Siekmann and carried with the following vote: AYES: Chairperson Eric Larson; Committee Members Ken Alfrey, Scott Greenfield and Kerry Siekmann. NOES: None ABSTAIN: None ABSENT: Vice Chairperson Hope Wrisley, Craig Elliott, and Jackie Stone. AGRICULTURAL CONVERSION MITIGATION FEE (ACMF) AD HOC CITIZENS ADVISORY COMMITTEE PUBLIC COMMENT: A representative from the Buena Vista Lagoon Foundation advised the committee to be fiscally conservative when deciding to recommend $100,000 appropriation to the Batiquitos Lagoon Foundation for their proposed Resiliency Plan and to think carefully if the federal, county, or state government should be paying for the management and monitoring of the lagoon instead. PRESENTATION: 3. Mike Grim, Senior Program Manager for the City of Carlsbad, gave a presentation on a proposed Resiliency Plan for the Lagoon. 4. Fred Sandquist with the Batiquitos Lagoon Foundation – Requested that the committee recommend to the City Council the appropriation of $100,00 from Grant AGP 06-12 as part of the management and monitoring of the Lagoon. The committee voted and approved the recommendation for the City Council to appropriate $100,000 to the foundation. REPORTS: 5. The Committee received a report on status of remaining projects awarded with ACMF funding. 6. The Committee received a report on the available fund balance. (a) Mitigation fee payments: (i) Daybreak Community Church- 1/23/15 = $22,600 (2.26) 7. The Committee received a report on remaining parcels and potential mitigation fee in the future. (a) Seascape subdivision – approved 1/9/09 - $50,000 (5.05 acres) 8. Commissioner Siekmann stated the committee should request grant applications to appropriate the remaining funds in the account. Chairperson Larson requested that staff should schedule another Agricultural Committee meeting in February to discuss going out for new grant applications for a maximum grant of $25,000 each. 9.
