CALL TO ORDER;
Phil Carter called the Meeting to order at 6:10 p.m.
ROLL CALL;
Present - Commissioners Baker, Cutler, Gilk, L'Esperance,
Mead, Nygaard, and Schwei
Absent - None
Staff Members Present:
Phil Carter, Assistant to the City Manager
Jim Hagaman, Research Manager
Joni Wiltgen, Management Analyst
PUBLIC COMMENTS;
There were no comments from the audience.
Commissioner Schwei arrived at 6:17 p.m.
INTRODUCTION OF COMMISSIONERS AND STAFF;
Each Commissioner and staff member introduced themselves and
presented a synopsis of their background and interests
regarding child care issues.
DISTRIBUTION OF INFORMATION;
Jim Hagaman, Research Manager, gave a background sketch on
the creation of the Child Care Commission and then reviewed
the items contained in each Commissioner's packet:
Board, Commissions, and Committees Directory
Child Care Task Force Report to the City Council
Child Care Survey"of Providers
Child Care Student Survey tabulated by SANDAG
Industrial Survey
Child Care Packet for Parents and/or Providers
Phil Carter, Assistant to the City Manager, briefly explained
the Child Care Coordinator/Consultant position which will be
going out to bid and stated that it would be discussed in
more detail at the next meeting.
At the request of Commissioner Nygaard, Jim Hagaman gave some
background on the City of Carlsbad General Plan.
Phil Carter briefly reviewed the Brown Act and its effect on
the Commission. This is discussed in J^t?i.T IP tb" Boards,
Commissions, Committees handbook which was given to each
Commissioner and will also be an agenda item at the next
meeting.
SCHEDULE OF FUTURE MEETINGS;
After discussion, it was decided to hold the Child Care
Commission meetings on the fourth Thursday of each month in
the City Council Chambers. The next meeting will be held on
Thursday, September 28, 1989.
Commissioner Schwei asked to be excused at 6:50 p.m.

Phil Carter outlined several of the items which will be on
the agenda for the next meeting, as follows:
Elections of Chair and Vice Chair
Brown Act
Specific Role of the Child Care Commission
Child Care Ordinance
Work Program
Rescheduling of the November and December meetings (due
to holidays)
ADJOURNMENT;
By proper motion, the meeting of August 17, 1989 was
adjourned at 7:17 p.m.
