CALL TO ORDER;
Chairman Baker called the Meeting to order at 6:11 p.m.
ROLL CALL;
Present - Commissioners Baker, Cutler, Gilk, L'Esperance,
Mead, Nygaard, and Schwei
Staff Members Present:
Phil Carter, Assistant to the City Manager
Jim Hagaman, Research Manager
Joni Wiltgen, Management Analyst
MINUTES;
The Child Care Commission approved the minutes of
September 28, 1989 as presented.
PUBLIC COMMENT PERIOD;
There were no comments from the audience.
OLD BUSINESS;
There was no old business to come before the Commission for
discussion.
NEW BUSINESS;
1) Child Care Task Force;
Anna Knox, Chairperson of the Child Care Task Force, gave a
report on the activities of the task force, described the
methods of data collection, and gave some statistics of child
care in the City of Carlsbad. She stressed the fact that
because current census figures were unavailable that data
collection was difficult and may contain inaccuracies.
2) Consultant Selection Committee;
Phil Carter, Assistant to the City Manager, discussed the
manner in which the Child Care Consultant will be selected.
He recommended that Chairperson Baker appoint two members of
the Child Care Committee to serve on the screening committee.
Commissioners Gilk and Mead volunteered to serve and were
therefore appointed by Chairperson Baker. Chairperson Baker
indicated that she would also like to participate on the
Committee.
Mark Schwei arrived at 6:45 p.m.
3) Request for Proposal (R.F.P.) Time Frame;
Jim Hagaman, Research Manager, reviewed the R.F.P. process
and the proposed timeline. He stated that R.F.P. packets
were sent out to a significant mailing list throughout
California and Arizona and will also be advertised in the San
Diego Union and the Los Angeles Times. The application
period for bids ends on November 22, 1989. Mr. Hagaman will
report on the number of applications received at the
November 30, 1989 meeting.

The target for the consultant to be on board is February 22,
1990.
4) Child Care Commission Background;
Profile information on Child Care Commissioners was included
in the packets for the meeting.
ITEMS FOR NEXT AGENDA:
There were no agenda items suggested.
COMMISSIONERS' REPORTS;
Commissioner Gilk passed out a summary report of the Carlsbad
Town Meeting held on October 21, 1989, a copy of which is
included with these minutes. Commissioners Gilk and Mead
attended the meeting on behalf of the Child Care Commission.
Commissioner Nygaard attended on behalf of the Carlsbad
School Board.
Commissioner Nygaard stated that she was disappointed with
the turnout but was impressed that the persons who did attend
were local professionals of high standing in the community
who are attempting to bring about a community awareness of
the current issues affecting juveniles.
Chairman Baker reported that Deborah K. Ferrin was just hired
as the Child Care Coordinator for the City of San Diego.
WORK SESSION;
The Commissioners discussed their goals and priorities as a
group in order to give more direction to their activities and
the work of the Consultant.
ADJOURNMENT;
By proper motion, the meeting of October 26, 1989 was
adjourned at 8:04 p.m.
