CALL TO ORDER;
Chairman Baker called the Meeting to order at 6:29 p.m.
ROLL CALL;
Present - Commissioners Baker, Cutler, Gilk, L'Esperance,
Mead, and Schwei
Absent - Commissioner Nygaard
Staff Members Present:
Phil Carter, Assistant to the City Manager

NEW BUSINESS;
3) Changes to Land Use Ordinance;
Adrienne Landers, Senior Planner, distributed a draft of the
proposed Child Care Ordinance. She reviewed the five items
which the City Council requested to be included in the Zoning
Ordinance as a result of recommendations made by the Child
Care Task Force, staff progress to date, and those items
still needing direction from the City Council.
Commissioner Mead arrived at 6:40 p.m.
Staff requested recommendations to the City Council from the
Child Care Commission to resolve four issues currently under
consideration with regard to the ordinance. A complete
overview of the pros and cons of this issue was presented to
the Commission.
Motion was duly made, seconded, and carried to recommend
to discontinue public noticing of large family day care homes
in the R-l zones.
Motion was duly made, seconded, and carried to allow
small child care centers in R-l zones with a Conditional
Use Permit.
Motion was duly made, seconded, and carried to affirm
that staff should maintain consistent development standards
for all child care facilities.
Chairman Baker appointed Commissioner Cutler to review the
child care ordinance to determine consistencies to State and
County laws.
The final item presented to the Commission by Adrienne
Landers dealt with how child care related items are codified.
A brief review was presented of how the code is broken into

sections based on specific zoning, as opposed to subject or
topic areas, such as child care issues.
Adrienne Landers described two ways that child care related
issues could be covered: 1) to allow each specific item to
be placed according to the zoning category. Then an
administrative manual, or packet, could be developed to
combine all these sections for easy reference; 2) to create
a separate section within the Zoning Ordinance dealing only
with child care issues.
It was again pointed out that the current code was not
structured in this fashion.
Motion was duly made, seconded, and carried to implement
an "exclusive" child care section of the land use ordinance
in addition to amending the individual zone sections, with
cross references.
Since much of the zoning terminology is unfamiliar to the
Commissioners, staff was requested to provide a copy of the
portion of the Zoning Ordinance which defines the different
types of zones.
MINUTES;
The Child Care Commission approved the minutes of
October 26, 1989 as presented.
PUBLIC COMMENT PERIOD;
There were no comments from the audience.
OLD BUSINESS;
1) Request for Proposal (R.F.P.) Update;
Jim Hagaman, Research Manager, reported that six applications
had been received as a result of the R.F.P. and that one of
the six did not meet the general qualifications. The
subcommittee agreed to meet shortly after the meeting to
discuss when they will review the applications.
2) Work Session Summary
A summary review of the work session was provided in each
Commissioner's packet.
4) December Meeting Dates
Motion was duly made, seconded, and carried to cancel
the December 28, 1989 meeting and replace it with a
workshop to be held on December 14, 1989.

ITEMS FOR NEXT AGENDA;
Commissioner Mead noted that she and Commissioners Cutler and
Schwei had attended a video presentation on child care in San
Marcos and felt that it would be beneficial for other
Commissioners to view at a future meeting, if possible.
COMMISSIONERS' REPORTS;
Commissioner Baker reported on some new trends regarding
senior citizen involvement with child care.
Phil Carter, Assistant to the City Manager, passed out a
packet of information from the Fieldstone Company regarding a
child care center they are proposing in their new housing
development.
Mr. Carter announced that there would be a child care
symposium in Los Angeles on January 26, 1990 and requested
Commissioners interested in attending to contact him prior to
December 14, 1989.
ADJOURNMENT;
By proper motion, the meeting of November 30, 1989 was
adjourned at 8:08 p.m. to a workshop to be held on
December 14, 1989 at 6;00 p.m.
