CALL TO ORDER;
Chairman Baker called the Meeting to order at 6:10 p.m.
ROLL CALL:
Present - Chairman Baker, Commissioners Cutler, L'Esperance,
Mead, Nygaard, and Schwei
Absent - Commissioner Gilk
Staff Members Present:
Jim Hagaman, Research Manager
Joni Wiltgen, Management Analyst
Also Present:
Ken Jaffe, International Child Resource Institute
Doris Lipska, Mulberry Children's Center
Nadine Abbott, Mulberry Children's Center
MINUTES;
The Child Care Commission approved the minutes of
January 25, 1990 as presented.
PUBLIC COMMENT PERIOD;
There were no comments from the audience.
OLD BUSINESS;
There was no old business to come before the Commission for
discussion.
NEW BUSINESS;
1) Introduction of Child Care Consultant
Jim Hagaman, Research Manager, introduced the new Child Care
Consultant, Mr. Ken Jaffe, who is Executive Director of the
International Child Resource Institute headquartered in
Berkeley, California.
Mr. Jaffe presented the Commission with background
information on himself and the Institute and then introduced
his local representatives, Doris Lipska and Nadine Abbott of
the Mulberry Children's Center in San Marcos, who also
discussed their experience in the child care field.
Commissioner Cutler arrived at 6:15 p.m
Commissioner Schwei arrived at 6:20 p.m.
2) Work Program Overview
Mr. Jaffe highlighted the work program he has designed for
the City of Carlsbad and the Child Care Commission.
During a discussion period which followed, it was suggested
that a Saturday workshop be held on April 21, 1990 from 8:00

a.m. to 12:00 noon in order to thoroughly cover some of the
detailed items of the work program in a less formal setting.
The workshop will be held in the conference room adjoining
the Council Chambers. Mr. Jaffe will mail out a
questionnaire to each Commissioner prior to the Saturday
workshop.
The next regular meeting will follow the workshop on
Thursday, April 26, 1990 at 6:00 p.m.
3) Child Care Commission Goals
Jim Hagaman, Research Manager, directed attention to the
Summary of Childcare Commission's Goals which was included in
the meeting packets.
ITEMS FOR NEXT AGENDA;
There were no agenda items requested.
Commissioner Mead inquired about the deadline to submit
material for the meeting packets, i.e. magazine or newspaper
articles pertaining to child care. She was advised that the
packets are sent out one week in advance of each meeting.
COMMISSIONERS' REPORTS;
There were no Commissioner reports.

By proper motion, the meeting of March 22, 1990 was
adjourned at 7:20 p.m. to Saturday, April 21, 1990 at
8:00 a.m. in the City Council Conference Room.
