HomeMy WebLinkAbout1990-05-24; Child Care Commission Ad Hoc; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: CHILD CARE COMMISSION 6:30 p.m. May 24, 1990 City Council Chambers COMMISSIONERS CALL TO ORDER; Chairman Baker called the Meeting to order at 6:35 p.m. ROLL CALL; Present - Chairman Baker, Commissioners Cutler, Gilk, L'Esperance, Mead, and Nygaard Absent - Commissioner Schwei Staff Members Present: Jim Hagaman, Research Manager Joni Wiltgen, Management Analyst Also Present: Doris Lipska, Mulberry Children's Center MINUTES; The Child Care Commission approved the minutes of April 21, 1990 and April 26, 1990 as presented. PUBLIC COMMENT PERIOD: There were no comments from the audience. NEW BUSINESS/INFORMATIONAL; 3)Discussion of Telephone vs. Mail Survey - Doris Lipska addressed the Commission and stated that a telephone survey needs 10 interviewers and will take 3-4 days to complete a random sampling of 1,000 residents. Commissioner Nygaard arrived at 6:52 p.m. After discussion, the Commission tentatively agreed that a telephone survey would be the least expensive and most expeditious way to take a random sampling of Carlsbad residents regarding child care. Several Commissioners voiced concern about volunteers being used to conduct the survey. Motion was duly made, seconded, and carried to continue the final decision on the survey to the June meeting. 1)Review of Draft Carlsbad Child Care Survey - Joni Wiltgen, Management Analyst, stated that Commissioner Schwei was unable to attend the meeting but asked her to advise Commissioners about his concern that the draft survey did not address the transient aspect of child care; he would Baker Cutler Gilk L'Esperance Mead Baker Cutler Gilk L'Esperance Mead Nygaard MINUTES May 24, 1990 CHILD CARE COMMISSION Page 2 COMMISSIONERS like to see an inquiry about how many times people change child care providers. The Commission reviewed the draft survey and made the following amendments to focus more on the needs and problems associated with child care in Carlsbad: Section I: Add the words "or guardian" to the first question. Eliminate the second and third question regarding future parenting and the quadrant of residence. Section II: Add the words "living with you" to Question //I. Add the words "after school" to further define recreation program in Question #2. Add a category of "Other" to Question //2. Section III: Replace "within childs school district" with "at neighborhood school" to Question #3(n). Replace the word "quality" with "most important when selecting" in Question #6. Add the category of "Learning Environment" to Question //6. Delete Questions //9 and #12. Add the words "at their school site" to Question //Uf. 2) Adoption of Draft Child Care Survey Motion was duly made, seconded, and carried to adopt the child care draft survey as amended. Commissioner Gilk left the meeting at 8:03 p.m. 4) Development of City Child Care Resource Library - The Commission suggested items to be included in a City Child Care Resource Library for both providers and users. Items suggested included models of existing child care, planning ordinances, parenting guides, and guides defining quality care. Motion was duly made, seconded, and carried to consider establishing a Child Care Resource Library and to include the above-mentioned items. Baker Cutler Gilk L'Esperance Mead Nygaard Baker Cutler L'Esperance Mead Nygaard MINUTES May 24, 1990 CHILD CARE COMMISSION Page 3 COMMISSIONERS ITEMS FOR NEXT AGENDA; 1) What will it take for an accurate survey: 1,000 telephone calls, or 1,000 interviews Note: It is assumed that 3 of 5 calls will be to homes with no children. 2) Does the time of year for the survey make a difference? 3) Additional discussion about the Resource Library. 4) Publicity ideas - perhaps Ken Jaffee can write an article for publication. COMMISSIONERS' REPORTS; Chairman Baker reported that she had attended Mayor Lewis' meeting for all Carlsbad Commission Chairpersons held on May 23, 1990. She found it interesting that many people are still unaware that the Child Care Commission exists.
