CALL TO ORDER:
Chairman Baker called the Meeting to order at 6:30 p.m.
ROLL CALL;
Present - Chairman Baker, Commissioners Cutler, Gilk,
L'Esperance, Mead, Nygaard, and Schwei

PUBLIC COMMENT PERIOD;
There were no comments from the audience.
OLD BUSINESS;
1) Role of ICRI and Child Care Commission
Ken Jaffe, Child Care Consultant, explained that a mail or
phone survey for Carlsbad is just one of the components of a
complete needs assessment. He reviewed each component as
follows:
Extensive demographic review
Child care supply study
Focus groups
Targeted information gathering
Review of already produced surveys
Review of zoning and land use elements
Development of quadrant information
Development of a service matrix within each quadrant
Filling in gaps, i.e. targeted savings and follow-up
As a general rule, ICRI handles survey administration which
includes preparation of survey documents and analysis of the
responses. Most of his clients who desire a telephone survey
engage volunteers to perform the calling. If a telephone
survey is completed by professionals such as Gallup, the cost
for 1,000 calls would be in the neighborhood of $15,500.
Mail surveys do not generally receive a response in excess of
5%.
Commissioner Mead arrived at 7:15 p.m.
Ken Jaffe stated that ICRI had just received the raw data
from SANDAG for the survey which was taken by the Child Care
Task Force. He was impressed at the response rate of 28% and
stated that the data appears to contain a significant amount
of valuable information. ICRI has begun preliminary
evaluation of the data and will make a report in the near
future. Ken Jaffe stated that if another survey is done, he
does not believe the Commission could get much more pertinent
information than the Task Force was able to get and,
regardless of the survey tool, analysis of the data is the
critical point. He feels that by the end of July, ICRI will
have had an opportunity to thoroughly review the SANDAG data;

he recommended that the survey be postponed until ICRI can
determine where gaps exist.
Motion was duly made, seconded, and carried to direct
ICRI to (1) proceed with the needs assessment activity,
(2) analyze the previous survey for critical data,
(3) conduct interviews with focus groups, (4) have the new
survey available at community meetings for information
gathering purposes, and (5) provide a report to the
Commission at the July 26, 1990 meeting.
NEW BUSINESS/INFORMATIONAL;
2) Task Analysis
Ken Jaffe reviewed the objectives and activities to be
performed by ICRI in order to accomplish the goals set by the
Commission.
Communication on child care issues was discussed and ICRI
will provide a plan for distribution of information at the
next meeting, including drafts of proposed press releases.
ITEMS FOR NEXT AGENDA;
After discussion, it was decided to move the regularly
scheduled June 28, 1990 meeting to July 12, 1990.

There were no reports from Commissioners.
ADJOURNMENT;
By proper motion, the meeting of June 18, 1990 was
adjourned at 8:00 p.m.
