CALL TO ORDER;
Chairman Baker called the Meeting to order at 6:35 p.m.
ROLL CALL:
Present - Chairman Baker, Commissioners Cutler, Gilk,
L'Esperance, Mead, and Schwei
Absent - Commissioner Nygaard

MINUTES;
The Child Care Commission approved the minutes of
July 26, 1990 as presented.
PUBLIC COMMENT PERIOD:
Ilea Schmidt, 3873 Garfield Street, Carlsbad, addressed the
Commission and stated that Carlsbad is the only city she has
lived in where, in her opinion, there is inadequate before
and after school child care. She thinks that the Scampers
program could be expanded to fill that need. Currently,
children are not allowed on the school grounds prior to
8:00 a.m. Many children are dropped off before 8:00 a.m. and
sit at the curb waiting for the school grounds to open up in
the morning.
OLD BUSINESS;
1) Election of Officers
Motion was duly made, seconded, and carried to re-elect
Julie Baker as Chairman of the Child Care Commission
for another one year term to expire in September 1991.

Dennis Cutler as Vice Chairman of the Child Care
Commission for a one year term to expire in September

2) Complete Review of Draft Carlsbad Child Care Report and
Recommendations
Ken Jaffe, ICRI Consultant, reviewed each item in the
draft report with the Commission. After analysis of the
survey data, the draft report findings are:
Supply - The current supply of child care will be
inadequate to meet the needs of the City of
Carlsbad within the next ten years or by buildout.
The estimated growth rate of children age T3 and
under to buildout is 129%
Effectiveness of City in Dealing with Child Care
Need - Development of new child care sources has
been hampered by a lack of adequate information
available to potential providers.
Preferences - Majority of Carlsbad residents would
prefer child care resources closer to home than
places of employment. However, they need care that
is more flexible to the work schedule.
Northwest Quadrant - A need for child care
subsidies based on income per household data and
bilingual care are identified. Largest current
availability of child care exists in this quadrant.
There is an estimated need for 250 additional child
care slots by buildout. There are currently 532
child care slots in this quadrant.
Northeast Quadrant - Large growth area with two new
elementary schools being built. Estimated need for
300 additional child care slots by buildout. There
are currently 99 child care slots in this quadrant.
Southwest Quadrant - Largest potential growth area
with adjacent industrial area. There are currently
36 child care slots in this quadrant. Estimated
need for 550 additional child care slots by
buildout.
Southeast Quadrant - Continuing large growth area
with second highest current availability of child
care. Estimated need for 400 additional child care
slots by buildout. There are currently 330 child
care slots in this quadrant.
Some of the recommendations made by ICRI are:
Reduce City fees in order to promote new child care
facilities or expansion of existing facilities.
Adopt separate Planning standards for full
development and implementation of child care
programs.
Refine the child care information process to
encourage potential child care providers to locate
within the City.
Implement a marketing approach to encourage child
care.
Facilitate establishment of a non-profit Child Care
Foundation to promote and expand child care.

Ken Jaffe, ICRI Consultant, requested Commissioners to
review the report for two weeks and call his office with
suggestions or recommendations by October 15, 1990. At
that point, Mr. Jaffe will prepare another draft of the
report for the October meeting. It is hoped that the
report can be finalized and presented to the City
Council by the end of the year.
3) Timeline for Report Revisions and Entry into
Implementation Phase
Ken Jaffe, ICRI Consultant, stated that after he
receives comments from Commissioners on October 15, 1990
he will prepare a preliminary timeline for the
implementation phase which can be discussed and revised
at the October meeting.

There was no new business presented.
ITEMS FOR NEXT AGENDA;
A final draft of the report and the preliminary timeline will
be presented at the October meeting.

By proper motion, the meeting of September 27, 1990 was
adjourned at 8:00 p.m.
