CALL TO ORDER;
Chairman Baker called the Meeting to order at 6:37 p.m.
ROLL CALL;
Present - Chairman Baker, Commissioners Cutler,
L'Esperance, Nygaard, and Schwei
Absent - Commissioners Mead and Gilk
Staff Members Present:

MINUTES;
The Child Care Commission approved the minutes of
September 27, 1990 as presented.
PUBLIC COMMENT PERIOD;
There were no comments from the audience.
OLD BUSINESS;
1. Further Review and Revisions of Draft Child Care Report
Ken Jaffe, ICRI Consultant, thanked Commissioners for
their input and comments on the draft report presented
at the prior meeting. He stated that those suggestions
received earlier in the month were incorporated into the
draft report being presented this evening.
Commissioner Mead arrived at 6:57 p.m.
Mr. Jaffe reviewed the draft report in detail and stated
that the final report would be a bound document
containing the charge, basic findings, recommendations,
and timeline. A second, separately bound document,
would contain backup data to support the report
assumptions.
2. Discussion of Commissioners' Recommendations for Report
Modifications
Some highlights of the report are:
There is a current shortfall of 250 child care
slots in Carlsbad.
There are 1,500 additional child care slots needed
in Carlsbad by buildout.

Commissioner Cutler left at 7:36 p.m.
Licensed child care is needed in Carlsbad as well
as "recreational" child care similar to the
Scampers program.
The planning process for potential child care
providers needs to be simplified in order to meet
the projected needs.
Commissioner Schwei left at 8:08 p.m.
Mr. Jaffe requested that Commissioners submit comments
on the draft report to ICRI no later than November 9,
1990 in order to allow sufficient time for corrections
to the final copy.
The final draft will be submitted to Commissioners at
the next meeting.
Mr. Jaffe emphasized to Commissioners and those present
in the gallery that the draft child care reports which
have been presented to date are interim reports only and
are not official documents.
NEW BUSINESS;
3. November Meeting Date
Due to Thanksgiving, the next meeting of the Child Care
Commission will be on November 29, 1990.
COMMISSIONERS' REPORTS;
Commissioner Nygaard suggested that it would be a good idea
for the Commission to make a goodwill gesture and acknowledge
those child care providers currently operating in the City of
Carlsbad.
Motion was duly made, seconded, and carried to request
that an Official Proclamation be issued to all child care
providers in the City of Carlsbad acknowledging their
public service.
Commissioner Nygaard will write a letter to Mayor Lewis.
ADJOURNMENT;
By proper motion, the meeting of October 25, 1990 was
adjourned at 8:22 p.m.
