HomeMy WebLinkAbout1990-11-29; Child Care Commission Ad Hoc; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: CHILD CARE COMMISSION 6:30 p.m. November 29, 1990 City Council Chambers COMMISSIONERS CALL TO ORDER: Chairman Baker called the Meeting to order at 6:34 p.m. ROLL CALL; Present - Chairman Baker, Commissioners Cutler, Gilk, L'Esperance, Nygaard, and Mead Absent - Commissioner Schwei Staff Members Present: Jim Hagaman, Research Manager Joni Wiltgen, Management Analyst Also Present: Ken Jaffe, International Child Resource Institute Doris Lipska, Mulberry Children's Center MINUTES; The Child Care Commission approved the minutes of October 25, 1990 as presented. PUBLIC COMMENT PERIOD; There were no comments from the audience. Commissioner Gilk arrived at 6:39 p.m. OLD BUSINESS; 1) Land Use and Community Development Revisions to City Processes Jim Hagaman, Research Manager, reviewed a report from the City Council and the Child Care Task Force which discussed recommendations for changes to various land use ordinances to facilitate child care services in the City of Carlsbad. The general consensus of the Commission is that these recommendations should be addressed by the consultant and included as part of the final report to the Council. Motion was duly made, seconded, and carried to include the Child Care Land Use and Community Development Revision with the Child Care Needs Assessment and Recommendations-Summary Report to be presented to the City Council in January 1991. Commissioner Mead arrived at 6:45 p.m. 2) Review of Summary Child Care Report to be Presented to City Council Ken Jaffe, ICRI Consultant, reviewed each item in the Summary Report with the Commission. Comments will be accepted by ICRI until December 7, 1990. The final report will be reviewed by the Commission at the next meeting and presented to the City Council in January 1991. Baker Cutler L'Esperance Nygaard Baker Cutler Gilk L'Esperance Nygaard MINUTES November 29, 1990 CHILD CARE COMMISSION Page 2 COMMISSIONERS 3) Final Prioritizing of Consultants' Recommendations by Child Care Commission Ken Jaffe, ICRI Consultant, reviewed the report recommendations and Commissioners discussed the priorities for implementation of the proposed recommendations. Messrs. Jaffe and Hagaman stated that they have met with the Carlsbad Unified School District regarding after-school care. It was suggested that a meeting also be held with the Parks and Recreation Department to discuss their future plans for recreational programs serving Grades 7-12. NEW BUSINESS/INFORMATIONAL; A) San Marcos Child Care Video The Commission discussed the child care video produced by the City of San Marcos. Several Commissioners would like to see Carlsbad produce a video similar to San Marcos, however, costs may be prohibitive. Commissioner Nygaard suggested the possibility of a grant to fund the production costs. 5) December Meeting Date Motion was duly made, seconded, and carried to defer the December meeting the Child Care Commission to January 7, 1991 due to the Christmas holidays. 6) Letter to Child Care Providers Commissioners reviewed the proposed letter to child care providers in the City of Carlsbad. After discussion, it was decided that publication of the letter in various local newspapers, in the Letters to the Editor section, would be the most prudent method to disseminate the information. Motion was duly made, seconded, and carried to approve the letter as written, with distribution to local newspapers for publication in the Letters to the Editor column. ITEMS FOR NEXT AGENDA; The final report will be presented at the January 7, 1991 meeting. COMMISSIONERS' REPORTS Commissioner Nygaard reported that there is some interest forming to begin a Headstart program in Carlsbad for 100 children. The representative had hoped to attend this meeting but was unable to do so at the last minute.
