CALL TO ORDER;
Chairman Baker called the Meeting to order at 6:30 p.m.
ROLL CALL;
Present - Chairman Baker, Commissioners Cutler, Gilk,
Isenhart, L'Esperance, and Schwei
Absent - Commissioner Mead

MINUTES;
The Child Care Commission approved the minutes of
April 25, 1991 as presented.
PUBLIC COMMENT PERIOD;
There were no comments from the audience.
OLD BUSINESS;
There was no old business to come before the Commission for
discussion.
NEW BUSINESS;
1) Presentation of School Age Programs by Susan Bentley
Dr. Susan-Harumi Bentley, Assistant Superintendent of
Instructional Services, Carlsbad Unified School District
(CUSD), addressed the Commission and reviewed the
formation and goals of the Carlsbad Education Foundation
(CEF), a non-profit corporation. One goal of the CEF is
to oversee CUSD's Before and After School Activity Based
Program for 1991-92.
Dr. Bentley stated that the CEF formed a panel of
parents, community leaders, and a childcare consultant,
to review proposals and to interview potential providers
using National Childcare Standards and a ranking scale.
After the RFP process, CEF recommended to the Carlsbad
School Board that the existing Scampers recreation
program be replaced by a more comprehensive program to
be administered by Schools Out, Inc., of Solana Beach.
The School Board voted to accept Schools Out, Inc. as
the 1991-92 provider. The Schools Out program will be
monitored closely by the Carlsbad Education Foundation.
Dr. Bentley stated that Schools Out will offer a larger
variety of activity options and is willing to look at
providing enrichment programs as well as quiet time
where students will have an opportunity to do homework.

The new program will require licensing, which Scampers
(a recreation program) did not.
Dr. Bentley stated that the Schools Out program will be
provided at six of the seven elementary school sites in
Carlsbad and will commence with summer school on July 1,
1991. There will be more spaces available in the
Schools Out program but the exact number is not known at
this time. The Scampers program currently has 438
children enrolled, with a waiting list.
2) Update on Expansion of Current Child Care Programs
Shira Rosenblatt, ICRI, stated that they are in the
process of drafting two letters to family day care
providers in Carlsbad. One letter is an attempt to
encourage child care for infants and mildly ill
children. The second letter is to encourage expansion
to a larger day care home operation.
Ms. Rosenblatt reported that she and Susan Stark had met
today with a childcare provider who had expressed an
interest in expansion. This provider is affiliated with
a Church and specializes in childcare for 3-5 year olds.
She currently has 56 children on her waiting list. She
would consider offering infant care if funds were made
available to assist in the transition.
3) Review of Flow Chart and Fee Guideline Table
Shira Rosenblatt, ICRI, reported that she and Susan
Stark had met with representatives of the Planning
Department to review a Flow Chart and Fee Guideline
Table created by ICRI. Many revisions were made and
ICRI will revise the flow chart and submit a revised
version to the Planning Department prior to the next
meeting.
Because of the confusion over fees and permits, ICRI
developed three scenarios to provide potential childcare
providers a more comprehensive look at the fees
involved. The potential costs ranged from $30,729 for
refurbishment of an existing building to $63,002 for
developing a child care center on bare land.
A) Mission Statement for Child Care Fund
Susan Stark, ICRI, passed out and discussed the draft of
the Mission Statement for development of a Child Care
Fund.
The Commission requested that ICRI present scenarios at
the next meeting showing how funds can be raised.
5) State Child Care Legislation Update
Susan Stark, ICRI, reviewed the pending childcare
legislation and sources of potential funding.
COMMISSIONERS' REPORTS;
There were no reports made by Commissioners.
Jim Hagaman, Research Manager, reported that Headstart made a
presentation to the City Council at the last meeting. They

are attempting to locate a site in Carlsbad to serve 30
children in the morning and 30 children in the afternoon.

SUMMARY OF CARLSBAD CHILD CARE COMMISSION MEETING OF THURSDAY, 5-23-91
ITEMS:
1. Presentation of School Age Programs by Dr. Susan Harumi Bentley, Assistant
Superintendent of Instructional Services, Carlsbad Unified School District (CUSD).
Dr. Bentley reviewed after-school programs within the School District and outlined the
C.U.S.D. Board of Trustees' new School's Out, Inc. Child Care Provider to be at six of the
seven elementary school sites commencing with summer school sites on July 1, 1991.
2. Update on Expansion of Current Child Care Programs. Two letters are ready to send out
to family day care providers, encouraging child care for infants and mildly-ill children, and
to encourage expansion to a larger day care home provider.
3. Review of Flow Chart and Fee Guideline Table. ICRI has met with Planning Dept.
representatives to develop a simple flow chart of the application process for child care,
and to provide a comprehensive review of the fees required for various child care
applicants.
4. Mission statement .for Child Care Fund was distributed to the Child Care Commission.
Further review and discussion will continue at the next regular meeting.
5. ICRI reviewed various State Legislative Bills now in Sacramento, and how they could
effect Carlsbad's child care efforts.
6. The Head Start program's desire to locate a site in Carlsbad was reported.
