PUBLIC COMMENT PERIOD; There were no comments from the audience. NEW & OLD BUSINESS; 1) Child Care Fund Susan Stark, ICRI, discussed the revised Introduction to the Child Care Fund which had been sent out to the Commissioners in their packet. During the discussion, it was suggested that the eligibility section of the RFP specify that an applicant's place of business must be located within the city limits of Carlsbad. The disposition of equipment in the event a recipient of Child Care Fund monies goes out of business was also discussed. Susan Stark, ICRI, suggested that the contract with the recipient could address this issue. Motion was duly made, seconded, and carried to approve the Introduction document as presented. Possible funding sources were discussed. In addition to developer fees, some suggested sources for funds were: Block grants; Non-profit foundations; Local corporations; and Local businesses. Jim Hagaman, Research Manager, stated that some thought should be given to setting funds aside for grant writing consultant services. The potential name of the Child Care Fund was discussed. ICRI presented a list of potential names. Motion was duly made, seconded, and carried to recommend to the City Council that the Child Care Fund be officially named the "City of Carlsbad Child Care Foundation. " 2) Project Updates Susan Stark, ICRI, reviewed the final edition of the Information/Resource List. No further changes were recommended. Susan Stark reviewed the status of the Child Care Bibliography and stated that that the Carlsbad City Library has created a pamphlet entitled "Caring for Kids" which contains a vast assortment of book titles on the subject of child care. The pamphlet is available at the information desk for anyone requesting information on child care. 3) Public Awareness Campaign Commissioner Gilk reported that the March 19th meeting of the La Costa-Encinitas child care providers was rescheduled to April 7th. She plans to attend. Jim Hagaman reported that he had attended a United Way Children's Future Scan (CFS) Project meeting regarding needs assessment and he felt it was very worthwhile. The next scheduled meeting will be on April 7th at 10:30 a.m. in the United Way Conference Room at their facility in Murphy Canyon. Jim Hagaman reported that the San Diego Commission on Children and Youth meets the first Wednesday of each month from 8:00 - 10:00 a.m. at the County Administration Building. The actual location of the meeting is posted on the door of Room 375. The next meeting is scheduled for April 1st. Interested persons may contact Charlene Tressler at 427-4411. Attached is a revised version of the Introduction to the Child Care Fund. ICRI would like feedback from the Commission regarding the accuracy and acceptability of this document. B. ICRI would like to facilitate a discussion about raising money for the fund, other than developer fees. (ICRI sees this discussion as part of the planning process for overseeing the fund.) C. To the best of our knowledge, a name for the fund has not yet been determined. It will soon be necessary to choose a name. ICRI will work with the Commission to determine possible names. (This process will be more efficient if the Commissioners have ideas in mind prior to the meeting. ICRI will also provide a few names.) Agenda Item 1 CITY OF CARLSBAD CHILD CARE FUND Introduction The City of Carlsbad Child Care Fund has been established for the purpose of improving the quality and quantity of child care programs within this city. The Child Care Fund provides monies to providers of family day care homes and child care centers. Priorities for funding include increasing the quantity of child care through site improvements and improving quality through equipment procurement and education and training for child care providers. Special attention will be given to the availability of quality, affordable care for infants, mildly ill children, minorities, and other segments of the population identified as having a great need. Funding for this program is provided through residential and commercial development fees, contributions from local businesses, foundations and corporations. The Child Care Fund is overseen by the Board of Directors. The current Board Members are the City of Carlsbad Child Care Commissioners. Application Process The City's Child Care Commission coordinates the allocation of funds. The allocation review process is conducted in the following manner: A. Commission sends out Request for Proposals (RFP). B. Providers given reasonable time to respond. C. Commission reviews proposals. D. Commission may request further information from providers. E. Commission makes final decision on allocation of funds. Guidelines for Eligibility A set of guidelines has been established for both child care centers and family day care homes. Allocation of funds will be made for the following: Child Care Center 1) Interior site improvement, i.e. brick and mortar (One time only) 2) Exterior site improvements (One time only) 3) Equipment purchase or procurement 4) Education and training of staff 5) Production of Community Seminar(s) for providers Agenda Item 1 Family Day Care Home 1) Training and education of providers and staff 2) Equipment (non-fixtures) purchase or procurement 3) Production of Community Seminar(s) for providers Criteria In both cases, evaluators will review the proposals using the following criteria: 1) Does the project increase the quality of child care in the identified need areas? 2) Does the project increase the quantity of available child care in the identified need areas? 3) Does the project increase the knowledge of care givers? 4) Is the project feasible? 5) Is the project cost effective? 6) Are all necessary funding sources available for implementation of project? 7) Is the child care center or family day care home a viable program? If there is no additional editing, copies of the list will be printed and distributed from several of the locations listed on the Distribution Locations for Information Materials (also attached). The Commissioners had reviewed this distribution list on September 26, 1991. Child Care Bibliography: ICRI has been working with staff at the Carlsbad City Library to make resources more easily accessible. First, ICRI provided the library with an extensive list of books and periodicals that we feel would enhance the library's current collection of materials for parents and providers. The library reviewed the list and, over time, will add some of these titles to their collection. ICRI and library staff also discussed the development and printing of bibliographies of titles currently available at the library. These bibliographies would be available to anyone interested in child care who comes into the library. They have now completed and printed a bibliography of child care titles to be made available at the information desk for anyone who asks for information on child care. A copy of this list is attached. ICRI and library staff have agreed that further bibliographic lists like this one will continue to be created. Little, Brown, 1983. 36X712 SIE ITEM 3 March 26, 1992 TO: CHILD CARE COMMISSION FROM: CITY MANAGER'S OFFICE PUBLIC AWARENESS CAMPAIGN During the Child Care Commission meeting in February, several Commissioners reported that they were going to meet with organizations focusing on child care issues. Specifically, Commissioners Gilk and L'Esperance had a meeting planned with the Family Day Care Association, and Commissioner Mead was planning to meet with the Oceanside Task Force. ICRI would like to hear reports from those who did attend such meetings and promote a discussion among the Commissioners on specific ways they might be able to increase the awareness of the community about the work they are doing.
