HomeMy WebLinkAbout1992-04-23; Child Care Commission Ad Hoc; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: CHILD CARE COMMISSION 6:30 p.m. April 23, 1992 City Council Chambers COMMISSIONERS CALL TO ORDER; Chairman Baker called the Meeting to order at 6:46 p.m. ROLL CALL; Present - Chairman Baker, Commissioners Cutler, Gilk, and Mead Absent — Commissioners Isenhart, L'Esperance, and Schwei Staff Members Present: Jim Hagaman, Research Manager Joni Wiltgen, Management Analyst Also Present: Ken Jaffe, International Child Resource Institute MINUTES; The Child Care Commission approved the minutes of March 26, 1992 as presented. PUBLIC COMMENT PERIOD; There were no comments from the audience. NEW S OLD BUSINESS; 1) City of Carlsbad Child Care Foundation Ken Jaffe, ICRI, discussed the structure of the Foundation and that it should have Board of Directors as well as bylaws which would be approved by the City Council. He suggested that the Board could comprise the entire membership of the Child Care Commission or, as an alternative, perhaps one or two Commissioners, the Chamber of Commerce manager, and other outside members. Motion was duly made, seconded, and carried that the entire Child Care Commission would serve as the Board of Directors of the City of Carlsbad Child Care Foundation, pending approval of the City Council. Commissioner Cutler requested that the record show that he did not support the motion because he would like to see outside persons, as well as members of the Child Care Commission, serve on the Board of Directors of the Foundation. Mr. Jaffe then led a discussion regarding the need to develop and implement a specific fundraising plan for the Foundation. Various methods of fundraising were discussed, in addition to developer fees. Mr. Jaffe suggested that a letter be sent out to Carlsbad business owners and executives to identify those who might be in a position to make a future donation to the Foundation. Although ICRI has the knowledge and ability to provide grant writing services for the Foundation, it would have to done outside of the current contract. 2) Public Awareness Campaign Commissioner Gilk reported on the meeting that she and Commissioner L'Esperance attended on April 7, 1992 with the Carlsbad/Encinitas support group of home day care providers. She mentioned to the group that the Child Care Commission would be sponsoring a workshop regarding Communications and Conflict Resolution. Several members of the group expressed an interest in attending. The group also suggested other topics which might be of interest for future workshops. A copy of her report is filed with these minutes. 3) Training for City Officials Ken Jaffe, ICRI, reported that two training sessions will be conducted on Friday, April 24, 1992, for City officials in the Planning, Building, Engineering, and Fire Departments to assist officials in working with potential and existing child care providers. He will report on the results of the training sessions at the May meeting. 4) Child Care Ordinance Ken Jaffe, ICRI, reported that the second draft of the Child Care Ordinance has been completed and is being reviewed by the appropriate City departments. Jim Hagaman, Research Manager, reviewed the proposed amendment to the zoning ordinance and identified areas of Carlsbad which will permit child care services. He stated that developers and representatives of the Chamber of Commerce will be invited to the June meeting of the Child Care Commission to review the proposed amendments. HA< Research Mana BETTY BUCKNER Minutes Clerk Baker Cutler Gilk Mead ITEM1 April 23, 1992 TO: CHILD CARE COMMISSION FROM: CITY MANAGER'S OFFICE CITY OF CARLSBAD CHILD CARE FOUNDATION ICRI would like to continue the discussion begun last month about raising money for the child care fund - other than developer contributions. There are four specific areas ICRI would like to consider: 1. The possibility and cost of hiring a grant proposal writer. Several commissioners had reported that they would query people they know. ICRI will also report on their experience in grant proposal writing. 2. Identify owners and executives with businesses in Carlsbad whom the Commission might, at some point, ask for a donation to the Foundation. 3. ICRI will discuss the types and availability of government funds. 4. Discussion of the final steps to implementation. Status Report City of Carlsbad Child Care Foundation Approvals To date the Child Care Commission has approved the following: Governing Option: Establish foundation as part of the City — possibly as a trust fund account (e.g. an escrow account) Name for the fund: City of Carlsbad Child Care Foundation Introduction to the Foundation Mission Statement ICRI is under the impression that a Mission Statement has been written and not yet approved by the entire Commission. Further, ICRI does not have a copy of that Mission Statement. If a Commissioner does have a written Mission Statement, perhaps he/she could bring it to the April 23 Child Care Commission Meeting for discussion. By Laws and Articles of Incorporation Prior to presenting the proposed foundation to the City Council, these items need to be written and then approved by the Commission. ITEM 2 April 23, 1992 TO: CHILD CARE COMMISSION FROM: CITY MANAGER'S OFFICE PUBLIC AWARENESS CAMPAIGN During the Child Care Commission meeting in February, several Commissioners reported that they were going to meet with organizations focusing on child care issues. Specifically, Linda Gilk and Merry L'Esperance had a meeting planned with the Family Day Care Association (see attached report on meeting from Commissioner Gilk). Barbara Mead was planning to meet again with the Oceanside Task Force. At the March meeting, the possibility was raised about someone attending the San Diego County Commission on Children and Youth. Reports from those who did attend such meetings should be shared to promote a discussion among the Commissioners on specific ways they might be able to increase the awareness of the community about the work the Commission is doing. A copy of the final draft of an article to be distributed to Countywide news agencies is currently being reviewed by various City departments. ICRI will provide the Commission with a copy of the press release for your information. April 10, 1992 To: City Manager's Office From: Linda Gilk, Commissioner, Child Care Commission MEETING WITH DAY CARE PROVIDERS This is to summarize a meeting of a support group of home day care providers that Merry L'Esperance and I attended on April 7, 1992. The Carlsbad/Encinitas group, sponsored by the Family Day Care Association of San Diego County, meets monthly to discuss day care business issues, and to enhance their skills as child care providers. We attended the meeting in the hopes that the Carlsbad Child Care Commission might be able to launch its public awareness campaign by offering a series of no-cost workshops for providers such as these, addressing some of the many issues that confront them daily. The group was most enthusiastic about this possibility, and listed a number of topics that would interest them, which I've outlined below. The Family Day Care Association currently offers workshops on a variety of things like CPR and stress reduction, and the licensing office sponsors some as well, but they expressed an interest in any other learning/growing opportunities that we might be able to offer them. Topics suggested included: - Communicating with parents/conflict resolution/negotiation - Interviewing prospective "users" - Contract development - First Aid/CPR training that is cost-free - Child abuse - Assertiveness Training - Small business advice: Chamber of Commerce speaker - Positive Discipline - Health and Safety - Infectious diseases: physician speaker - Creative play - Stress Reduction - Special needs children in daycare Other remarks made by those in attendance included: - There should be a family day care provider on the Child Care Commission - It would be preferable to have providers give or assist with the workshops to lend more credibility to presentation Page 2 - Day Care Providers * More positive press is needed in Carlsbad Journal - possibly a typical day care home and day-in-the-life of a provider * It's hard for them to get parents out to attend workshops that are geared to the "users" of daycare, and they suggested we work with La Leche League, "Mothers of Preshoolers," and other such parent-groups when we plan events for both providers and "users". * They will assist us in getting the word out to all licensed Carlsbad providers if we sponsor workshops or events Several of these women are quite active on the Oceanside Child Care Task Force, and asked if the Commission would have a regular attendee at its monthly meetings. I think this sums it up. They were a most articulate, professional, enthusiastic group of people, and I think we could learn alot from working with them. It is Merry's and my feeling that, with some help from the city in locating space for a workshop and in copying materials for the program, plus the resources that the Commission as a whole has, we could pull together some relevant evening or half-day Saturday workshops for providers that would be a real service to our community. We look forward to discussing this at the Commission's April meeting. ITEM 3 April 23, 1992 TO: CHILD CARE COMMISSION FROM: CITY MANAGER'S OFFICE TRAINING FOR CITY OFFICIALS In accordance with Recommendations II and VII of the City of Carlsbad Child Care Needs Assessment Report, ICRI and the Research Office have planned two training sessions for City officials in the Planning, Building, Engineering and Fire Departments and the Research Office. The purpose of these sessions is to assist City officials in understanding the new approaches to child care which are being implemented within Carlsbad, and help officials work with child care providers to their mutual satisfaction.
