Date of Meeting: October 8,1992 Place of Meeting: CITY HALL COUNCIL CHAMBERS CALL TO ORDER: Chairperson Baker called the Meeting to order at 6:11 p.m. ROLL CALL: Present: Chairperson Baker, Commissioners Cutler, Gilk, L'Esperance, and Mead Absent: Commissioners Isenhart and Schwei Staff Present: Jim Hagaman, Research Manager Joni Wiltgen, Management Analyst COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Board; however, Chairperson Baker acknowledged the presence of Ms. Marie Bradley and Mr. Jay Howard, who were in attendance. APPROVAL OF MINUTES: ACTION: Motion by Commissioner Gilk, and duly seconded, to approve the Minutes of the Regular Meeting of July 23,1992 and the Special Workshop of August 27,1992, as submitted. AYES: Chairperson Baker, Commissioners Cutler, Gilk, and L'Esperance NOES: None ABSTAIN: None ABSENT: Commissioners Isenhart, Mead, and Schwei COMMISSIONERS' REPORTS: Chairperson Baker announced that Commissioner Mead would be late and the presentation of Commissioners' Reports were taken out of order. Goal III: Linking with Schools - Commissioner Schwei This report was tabled to the next meeting due to the absence of Commissioner Schwei. Goal IV: Address Needs of Child Care Providers - Commissioners L'Esperance and Gilk Commissioner L'Esperance reported on the workshop which had been held September 17,1992 for child care providers. The theme was "Make It, Take It" and it was attended by 20-25 persons, with good feedback. Flyers were mailed as well as being available in local pediatric offices. The next workshop will be held in January 1993. Two topics under consideration are "Business Issues" and "Building Your Enrollment." Commissioner Mead arrived at 6:20 p.m. Goal I: Educate Parents Regarding Child Care Choices - Commissioner Mead Commissioner Mead reported that she had visited the non-profit agency "For Kids Sake" in Lake Elsinore, California to acquire educational materials regarding Safety and Child Abuse, available through that agency. She shared flyers and handouts and suggested distributing same through local service clubs. CHILD CARE COMMISSION October 8, 1992 PAGE 2 Goal II: Development of Neighborhood Child Watch Program - Commissioner Mead Commissioner Mead reported that she had contacted the Police Department who approved the concept in general. She noted that persons desiring the "Safe House" designation must be licensed day care providers and proposed using the existing McGraff program. Goal V: Outreach to Businesses - Commissioners Baker and Isenhart Chairperson Baker reported that she had received a commitment from the Blade Citizen to print a monthly column regarding child care. She has received many comments regarding the article which ran on September , 1992 and is presently drafting an article regarding the Child Care Ordinance. She also reported that the Chamber of Commerce holds a business breakfast on Friday mornings and she hopes to make a presentation to business leaders at one of the breakfasts in the near future. One topic of interest to the business community would be Tax Benefits to Employers for Providing an Onsite Child Care Facility. Goal VI: Create a Private Child Care Foundation - Staff report Jim Hagaman, Research Manager, reported that Joni Wiltgen, Management Analyst, is in the process of preparing a mailing which will go out to 50-60 agencies who provide grant money to child care providers. The mailing will seek the grant criteria. Once that information is available, the Child Care Foundation can be structured to fit the criteria and a package can be formulated for presentation to the City Council. NEW BUSINESS: 1. Family Day Care Training Workshop at Centro de Informacidn Commissioner Mead reported that the Centro de Informacidn, formerly located in a residential structure in the Barrio, has lost their lease and been relocated to a classroom at Pine Street Elementary School. Operation Headstart will also be operating out of Pine Street Elementary. It is felt that the two entities will enhance one another and benefit the Hispanic community. 2. Schedule of Future Meetings The schedule of future meetings was discussed. Since the regular November and December meeting dates fall on holidays, the Child Care Commission meetings for November and December 1992 were changed to November 12th and December 10th, respectively. The regularly scheduled meeting on October 22,1992 is cancelled. ADJOURNMENT: By proper motion, the Regular meeting of October 8,1992 was adjourned at 7:08 p.m. Respectfully submitted, JAMES C. H^GAM Research Manag ITEM1 Octobers, 1992 TO: CHILD CARE COMMISSION FROM: CITY MANAGER'S OFFICE FAMILY DAY CARE TRAINING WORKSHOP AT CENTRO DE INFORMACION The attached memo from the Coordinator of the Library's Partnership for Change Program describes a free workshop to prepare local residents to become licensed home child care providers. September 25, 1992 TO: DIRECTOR, RESEARCH OFFICE FROM: Coordinator, Library's Partnerships for Change Program CHILD CARE CERTIFICATION WORKSHOP I remember reading that one of the Child Care Commission's major goals is to increase the amount of child care available for Hispanic residents of Carlsbad's downtown neighborhood. Therefore, I thought you would like to share with the members of the Commission some exciting news related to this goal. The library's Centre de Informacion, in conjunction with the Chicano Federation, is sponsoring a free workshop, in Spanish, to prepare local residents to become licensed home child care providers. This is the first workshop of its kind to be held in this region of the county. The workshop will take place in the Centro de Informacion, which is located at Pine School: CENTRO DE INFORMACION Pine Elementary School, Room #11 3333 Harding Street Carlsbad The training will be held October 19-22, 1992: Phone: 729-6907 Monday, October 19 Tuesday, October 20 Wednesday, October 21 Thursday, October 22 1:30 p.m. 8:30 a.m. 2:00 p.m. 9:00 a.m. - 6:00 p.m. - 12:00 noon - 6:00 p.m. - 12:00 noon This training can accommodate 15 participants. If more than 15 express interest, a waiting list will be kept and, hopefully, a similar workshop scheduled in the near future. Research Director September 25, 1992 - 2 - During the workshop, participants will learn all the necessary elements needed for licensing. At the conclusion of the workshop, participants will receive assistance in completing the application for licensing.
