Date of Meeting: November 12,1992 Place of Meeting: CITY HALL COUNCIL CHAMBERS CALL TO ORDER: Chairperson Baker called the Meeting to order at 6:35 p.m. ROLL CALL: Present: Chairperson Baker, Commissioners Cutler, Gilk, L'Esperance, Mead, and Schwei Absent: Commissioner Isenhart Staff Present: Jim Hagaman, Research Manager Joni Wiltgen, Management Analyst Lori Lieberman, Assistant to the City Manager COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Board. APPROVAL OF MINUTES: ACTION: Motion by Commissioner Gilk, and duly seconded, to approve the Minutes of the Regular Meeting of October 8,1992, as submitted. AYES: Chairperson Baker, Commissioners Cutler, Gilk, L'Esperance, Mead, and Schwei NOES: None ABSTAIN: None NEW BUSINESS: 1. Status of Carlsbad Campus Care Jay Howard, 7208 Colombine Drive, Carlsbad, the Treasurer and Child Care Coordinator of the Carlsbad Education Foundation, addressed the Commission and gave an overview of the Foundation, how it began, and where it is today. He stated that the Foundation began in 1983 as a result of school funding cutbacks by the State. Concerned citizens formed a non-profit group to facilitate private donations. Commissioner Mead arrived at 6:41 p.m. Mr. Howard stated that the Foundation's first goal was to refurbish the Carlsbad High School Library. It was determined that $100,000 would be needed to fund books, computers and other state-of-the-art equipment. A local corporation donated $3,000 to kick off the fundraising activity. The Foundation also formed a subcommittee to study the Scampers program to determine if it could be upgraded from a recreational program. The "Schools Out" program, providing enrichment (vis-a-vis recreational) activities, was selected and activated in 1990 to replace Scampers. Because parents pay to enroll their children in the program, profits are generated; however, all of the profits are put back into the community to fund projects. "Schools Out" provided services for 500 children in 1991 and generated a profit of $95,000 for the year. Some of the funds were used for scholarships to low-income households and $47,000 was paid to the Carlsbad Unified School District (CUSD) for use of their facilities. In addition, $7,400 was distributed to various CUSD elementary programs and $30,000 was used for the Carlsbad High School Library project. CHILD CARE COMMISSION November 12, 1992 PAGE 2 Mr. Howard stated that "Schools Out" is especially helpful to working families because the program is available at six convenient locations in the City, with two locations open during school holiday breaks (Christmas and Easter). The new program also meets the regulatory requirements for licensed child care and provides a nurturing environment for children. Many former Scampers employees were retrained and are now working for "Schools Out." This is an added benefit because the children were familiar with the former Scampers staff so their presence in "Schools Out" has provided some continuity. Mr. Howard noted that the "Schools Out" program is flexible so that it is not necessary for a student to participate all five days of the week. Parents, working through the PTA organization, dictate the enrichment programs offered by "Schools Out." A new pilot program entitled "Bridges" will begin at Magnolia School in January 1993 to accommodate older children and will offer math, science, and language enrichment activities. The Foundation also plans to try a mentor program in the future, utilizing Carlsbad High School students. The Carlsbad Education Foundation recently received a "Golden Apple Award" for innovative child care programs by the California Consortium of Education Foundations. 2. Schedule of Future Meetings The need for a December meeting was discussed. Due to the Christmas holiday, the December meeting scheduled for Thursday, December 10th was cancelled. The next regular meeting will be January 28, 1993 at 6:30 p.m. in the City Council Chambers. COMMISSIONERS' REPORTS Goal I Educate Parents Regarding Child Care Choices - Commissioner Mead Commissioner Mead reported that she is still exploring funding options for educational materials on child abuse. Goal II Development of Neighborhood Child Watch Program - Commissioner Mead Commissioner Mead reported that she has been working with the Assistance League of North Coast and their parent organization, the National Assistance League, in an effort to facilitate a McGruff House Program in Carlsbad. Goal III Linking With Schools - Commissioner Schwei Commissioner Schwei reported that his contacts reveal that the schools are very happy with the "Schools Out" program because the level of professionalism is much higher than with the previous Scampers program. As a result, the schools seem to be willing to include notices about the program in their bulletins to parents. Commissioner Schwei was very impressed with the presentation made by Jay Howard. Commissioner Cutler left at 7:58 p.m. Goal IV Address Needs of Child Care Providers - Commissioners L'Esperance and Gilk Commissioner L'Esperance reported that the next workshop for child care providers will be held January 26,1993 from 7:00 to 9:00 p.m. in Room 3 of the Safety Center. The topic will be "Building Enrollment" and the speaker will be Ellen Montenari, author of the book entitled 101 Ways to Increase Enrollment. CHILD CARE COMMISSION November 12, 1992 PAGE 3 Goal V Outreach to Businesses - Commissioners Baker and Isenhart Chairperson Baker reported that she is in the process of writing an article for the Carlsbad Journal regarding the new zoning changes. She has also had meetings with child care providers in the Hispanic community and noted that respite care may be more important that routine child care in the Barrio area. She feels that the assistance of a priest from St. Patrick's Catholic Church would also be helpful in reaching the Hispanic community. Goal VI Create a Private Carlsbad Child Care Foundation - Staff Report Joni Wiltgen, Management Analyst, reported that 51 letters were sent out requesting grant criteria. Staff has received 10 positive responses but noted that, in each case, the agencies are requesting proof of non-profit status as well as budget information. She feels that staff should have enough information by January to assess the viability of creating a child care foundation. Commissioner Schwei left at 8:10 p.m. ITEMS FOR NEXT AGENDA: Jim Hagaman, Research Manager, reported that he is in the process of being transferred to Facilities Maintenance and that Joni Wiltgen will be transferred to the Water Department. Lori Lieberman, Assistant to the City Manager, will be assuming the staff duties for the Child Care Commission. Joni will be working closely with Lori during the transition period.
