Date of Meeting: January 28,1993 Place Of Meeting: CITY HALL COUNCIL CHAMBERS CALL TO ORDER: Chairperson Baker called the Meeting to order at 6:40 p.m. ROLL CALL: Present: Chairperson Baker, Commissioners Cutler, Gilk, Isenhart, and L'Esperance Absent: Commissioners Mead and Schwel Staff Present: Jim Hagaman, Research Manager Lori Lieberman, Assistant to the City Manager COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Board. APPROVAL OF MINUTES: ACTION: Motion by Commissioner Gilk, and duly seconded, to approve the Minutes of the Regular Meeting of November 12,1992, as submitted. VOTE: 3-1 AYES: Chairperson Baker, Commissioners Cutler, and Gilk NOES: None ABSTAIN: Isenhart Commissioner L'Esperance arrived at 6:43 p.m. NEW BUSINESS: 1. Possible Extension of Child Care Commission Lori Lieberman, Assistant to the City Manager, advised Commissioners that the Child Care Commission is scheduled to sunset on June 20,1993. If the Commission feels that they would like to request an extension to the sunset date, a letter needs to be sent to Mayor Lewis and the City Council would need to vote on the extension. The Commission discussed the tasks which still need to be completed, I.e. land use zoning changes, public education for parents, and public education for the business community. Commissioners would also like to see the foundation in place to carry on the work of the Commission. It was determined that there needs to be additional discussion with the Carlsbad Education Foundation to see if mutual interests could result in one foundation serving both education and child care. This topic will be discussed again at the February meeting. 2. Child Care and Transportation Links GerlindeTomzand, San Diego County Child Care Coordinator, made a presentation to the Commission on County efforts regarding child care and transportation links. She stated that 15 Park and Ride locations in CHILD CARE COMMISSION January 28, 1993 PAGE 2 San Diego County have been determined to be under-utilized. One of the 15 is located within the Carlsbad city limits at Interstate 5 and La Costa Boulevard. There is legislation currently In place that would allow a child care facility to be located adjacent to a Park and Ride as part of an approved traffic management program. The land for the child care facility could be leased from Cal Trans for $1.00 per year, which makes the prospect very attractive. The State of California Is putting aside some funds to facilitate a child care facility at a Park and Ride location in San Diego County, as a model to other counties. Cal Trans feels that some active presence during the day at isolated Park and Rides would discourage theft and vandalism. Such child care facilities will need to be directly linked to traffic management programs currently under consideration by San Diego A.P.C.D. Ms. Tomzand was seeking input from the Commission to see if there Is any interest In having a child care facility at the l-5/La Costa Park and Ride. Commissioners expressed concerns about the effects of vehicle exhaust on small children. There was also concern about the water hazards from the lagoon at this location. Jim Hagaman, Research Manager, advised Ms. Tomzand that the City Is also considering the possibility of having a child care facility located adjacent to the new trolley station at the l-5/Poinsettia Interchange. Ms. Tomzand responded by stating that Mt. Airey Church in San Diego has operated a successful child care facility at their trolley station for approximately three years and it is well utilized. Some parents pay a fee for service and others are subsidized. Two new child care facilities at trolley stations are due to open in the near future In San Diego County. COMMISSIONERS' REPORTS: Goal I Educate Parents Regarding Child Care Choices - Commissioner Mead Commissioner Mead was absent so there was no report. Goal II Development of Neighborhood Child Watch Program - Commissioner Mead Commissioner Mead was absent so there was no report. Goal III Linking with Schools - Commissioner Schwel Commissioner Schwei was absent so there was no report. Goal IV Addressing Needs of Child Care Providers - Commissioners L'Esperance and Gilk Commissioner L'Esperance reported on the success of the most recent workshop held on January 26,1993 at the Safety Center. The topic was "Building Enrollment" and the speaker was Ellen Montenari, author of the book entitled 101 Ways to Increase Enrollment. Approximately 25 persons attended the workshop. Commissioner Gilk commented that the only weak spot was the location. She also noted that the majority of attendees were not Carlsbad residents. Commissioners L'Esperance and Gilk would like to see more attendees from Carlsbad and are seeking to develop an incentive. Commissioner Gilk used her residence telephone for RSVP's for this workshop but needs to find another number to receive responses in the future. Plans are underway for the next workshop to be held in April (possibly the third week). A suggested topic was "How to Deal With Injuries." Jim Hagaman stated that the Fire Department has advised him that they would be willing to do a demonstration. Goal V Outreach to Businesses - Commissioners Baker and Isenhart Chairperson Baker stated that Jim Hagaman, Research Manager, had given an update to the Chamber of CHILD CARE COMMISSION January 28, 1993 PAGE 3 Commerce on January 8th regarding the zoning changes which are in process. He received a positive response. Goal VI Create a Private Child Care Foundation Chairperson Baker reported that she had met with the Carlsbad Education Foundation in December 1992 and again on January 6,1993. There was some interest but she noted that they are also wary of sharing their funds for purposes other than education. The Education Foundation has requested someone from the Child Care Commission to attend their meeting on February 4,1993 and make a presentation on what the Commission has in mind for a child care foundation. Chairperson Baker asked for three positions on their Board, if the merger takes place; the Education Foundation will consult with their attorney regarding this possibility. Chairperson Baker thinks that the timing is good because the Education Foundation is unwieldy and somewhat lacking In structure, which is the Child Commission's strength. Chairperson Baker led a discussion on what child care issues the Commission would like to see addressed by a foundation, when she makes her presentation to the Carlsbad Education Foundation on February 4th. Commissioners identified the following items: (1) Seminars for parents regarding child care; (2) Grants to child care providers for scholarships, education, and Improvement of equipment; (3) Child care for mildly ill children; and (4) Child care for the Hispanic community Commissioner Gilk suggested that if a merger is not possible with the Carlsbad Education Foundation, that perhaps the Commission should consider the possibility of a North County Child Care Foundation Involving a consortium of other cities in North County. Currently, the only known group in existence is the North County Task Force for Child Care and it is not a foundation.
