CALL TO ORDER:
Chairperson Baker called the Meeting to order at 6:39 p.m.
ROLL CALL:
Present: Chairperson Baker, Commissioners Cutler, Gilk, Mead, and Schwei
Absent: Commissioners Isenhart and L'Esperance
Staff Present: Lori Lieberman, Assistant to the City Manager
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
ACTION: Motion by Commissioner Schwei, and duly seconded, to approve the Minutes of the
Regular Meeting of March 4,1993, as submitted.
VOTE: 4-0

NEW BUSINESS:
1. Update on General Plan Amendments
Lori Lieberman, Assistant to the City Manager, reported that she had spoken to Dee Landers of the
Planning Department, who is processing the zone code amendments on the General Plan Update.
Planning staff has completed approximately 75% of the technical portion and is now working on the
Environmental Impact Report. The General Plan Update should be going to the Planning Commission in
July or August. Lori Lieberman will keep the Child Care Commission posted on the progress of the update.
COMMISSIONERS' REPORTS:
Goal! Educate Parents Regarding Child Care Choices - Commissioner Mead
Commissioner Mead gave a report on the San Marcos Family Care Commission which deals with
parenting, child care, and elder care. After the Carlsbad Child Care Commission sunsets, she would be in
favor of asking the City Council to increase the scope and create a commission similar to the one in San
Marcos. She noted that San Marcos has a paid coordinator who pulls in a large number of community
volunteers. In 1992 the San Marcos Family Care Commission sponsored a "Day of the Family" which had
3,500 attendees, several events on parenting such as "Teenage Mothers" and "Foster Care Awareness
Week," and an "Elder Care Forum" (150 attendees), which was an all day event that included sessions on
caring for Alzheimers patients and other issues specifically related to elder care. The San Marcos Family
Care Commission funds an equipment lending library for child care providers and also participates on the
San Diego Child Care Council.

Chairperson Baker led a discussion on what the Child Care Commission would like to see happen after the
sunset date, since a recommendation needs to be made to the City Council. Chairman Baker and
Commissioner Gilk are more interested in a Youth Commission than a Child Care Commission because it
would deal with all age groups. Commissioner Schwei likes the family concept. Commissioner Cutler is
open to either approach. The consensus of the discussion was that there will always be a lot of work which
needs to be done in either arena and a commission of some kind would indicate that the City is committed
to improving the quality of life for the citizens of Carlsbad.
After discussion, the Commission suggested that Chairperson Baker meet with Mayor Lewis and members
of the City Council on a one-on-one basis in an effort to determine their ideas with respect to continuing
the Child Care Commission or changing the focus to family care or youth in general. Chairman Baker will
report at the May meeting.
Commissioner Mead requested that Mayor Lewis and each of the City Council members be given a copy of
the 1992 report of the San Marcos Family Care Commission so they can better understand the family care
commission concept.
Goal II Development of Neighborhood Child Watch Program - Commissioner Mead
No report.
Goal III Linking with Schools - Commissioner Schwei
No report.
Goal IV Addressing Needs of Child Care Providers - Commissioners L'Esperance and Gilk
Commissioner Gilk reported that the next seminar will be held May 22,1993 from 9-12 noon in Room #3
at the Safety Center. The topic will be "Injury Prevention in a Day Care Setting."
Goal V Outreach to Businesses - Commissioners Baker and Isenhart
No report.
Goal VI Create a Private Child Care Foundation
Lori Lieberman, Assistant to the City Manager, reported that she has heard that the Carlsbad Education
Foundation is still considering the possibility of increasing their scope to include child care issues.
