Date of Meeting: May 27,1993 Place of Meeting: CITY COUNCIL CHAMBERS CALL TO ORDER: Chairperson Baker called the Meeting to order at 6:46 p.m. ROLL CALL: Present: Chairperson Baker, Commissioners Isenhart, L'Esperance, and Mead Absent: Commissioners Cutler, Gilk, and Schwei Staff Present: Lori Lieberman, Assistant to the City Manager COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Board. APPROVAL OF MINUTES: ACTION: Motion by Commissioner Mead, and duly seconded, to approve the Minutes of the Regular Meeting of April 22,1993, as submitted. VOTE: 4-0 AYES: Chairperson Baker, Commissioners Isenhart, L'Esperance, and Mead NOES: None ABSTAIN: None NEW BUSINESS: 1. Schedule of Meetings with City Council Members At the April 22,1993 meeting it was suggested that Chairperson Baker meet with Mayor Lewis and members of the City Council on a one-on-one basis in an effort to determine their ideas with respect to continuing the Child Care Commission or changing the focus to family care or youth in general. Commissioner Mead was desirous of joining Chairman Baker in the meetings so she could share with them the 1992 report of the San Marcos Family Day Care Commission. She volunteered to arrange the appointments. Commissioner Mead reported that meetings had been tentatively scheduled with the Mayor and City Council members on the following dates: Mayor Lewis June 17 or 18 Council Member Stanton June 11 or 14 Council Member Kulchin June 17 or 18 Council Member Nygaard June 10 or 11 Council Member Finnila June 16 Lori Lieberman, Assistant to the City Manager, reported that budget constraints are uppermost in everyone's minds and it is highly probable that the Commission will need to sunset as scheduled. CHILD CARE COMMISSION May 27, 1993 PAGE 2 COMMISSIONERS' REPORTS: Goal I Educate Parents Regarding Child Care Choices - Commissioner Mead No report. Goal II Development of Neighborhood Child Watch Program - Commissioner Mead No report. Goal III Linking with Schools - Commissioner Schwei No report. Goal IV Addressing Needs of Child Care Providers - Commissioners L'Esperance and Gilk Commissioner Mead reported that she had recently visited the Planning Department and requested a copy of the time line created by the Commission which was supposed to be available for potential child care providers. She had spoken with several planners, including Dee Landers, and nobody was able to locate a copy of the timeline. Lori Lieberman will contact the Planning staff to make sure that the timeline is available at the front desk. Ms. Lieberman reported that staff has been consumed with their efforts on the General Plan revision. Due to budget constraints, the environmental impact report is being done internally (it is normally done by outside consultants). She stated that this will result in the child care zone code amendments taking longer to complete than originally planned. Commissioner L'Esperance reported that 20-25 people had attended the recent seminar on injury prevention in child care settings. Approximately one-fourth of them were from Carlsbad while the remainder of attendees were from inland North County. Goal V Outreach to Businesses - Commissioners Baker and Isenhart No report. Goal VI Create a Private Child Care Foundation Chairman Baker reported that she had met with members of the Carlsbad Education Foundation in February. She did receive one telephone call after the meeting expressing interest in bringing the Child Care Foundation on board but she has heard nothing from them since. Their reluctance seems to involve sharing their funds with another subgroup. She has heard recently that the Education Foundation is planning to open a child care center in a Fieldstone project in south Carlsbad.
