Place of Meeting: City Manager's Conference Room ROLL CALL. Present: Commissioners Young, Neiswender, Pryde, and Westree. City Planner, Olinghouse Absent: Commissioners Earl, McGowan. APPROVAL OF MINUTES: Minutes of the meeting of October 27, 1970 approved as submitted. WRITTEN COMMUNICATIONS: None OLD BUSINESS: 1. Noise Ordinance: Presently before the Planning Commission and City Attorney is the consideration of many ordinances which can be grouped as nuisance regulations. Cmn. Young described the arbitrary nature of the establish- ment of decimal numbers to define "nuisance". It was concluded that the prospective ordinance which Cmn. Young has prepared be recommended to the appropriate committee of the Planning Commission for study of possible incorporation of all the nuisance problems in one ordinance. By proper motion and unanimouse vote, the proposed ordinance was forwarded to the Planning Commission. 2. Report on Research Grant. Joe Olinghouse reported he had written to HEW for further information about the various grants offered but has not received a reply to date. 3. Cmn. Westree has investigated the methods, of disposal of solid waste which is 'collected for recycling. Further research is required to determine the market for the collected materials the City's ability to collect materials, and the possibility of receiving a HEW grant for this type of program. 4. The report on air pollution was waived due to the absence of Cmn. Earl.. . . • 5. Mr. Olinghouse reported on a current proposal, as yet unapproved by any city agency, to create a residential-commercia recreational development on the north shore of Batiquitos Lagoon NEW BUSINESS 1. Report on visit to San Diego Gas and Electric Company plant was given. Those in attendance were Cmn. and Mrs. Pryde, Cmn. Earl and Mrs. Earl. S.D.G. & E. is taking steps to reduce its atmospheric pollution by switching to low sulphur fuel oil at a higher cost. The plant staff was surprised at the Commission ers' comprehension of their problems and activities, and extended an open invitation to meet with their staff. 2. Replacement for Commissioner Ruff was delayed for recommen- dations. 3. The next meeting was tentatively set for the third Friday in January if the Commission is required by Ordinance to meet in that month, otherwise the next meetingwill be in February by notice of the Chairman..
