MEETING OF: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE

CALL TO ORDER
The meeting was called to order by Chairman Ward at 4:11 P.M.
ROLL CALL
Present - Chairman Ward, Members Hayes, Chriss, Sanchez, and
Hall.
Absent - Members Helton, Carney, Moralez, and Runzo.
Format of Meetinns
Chairman Ward reviewed the agenda format, and indicated that
it will be somewhat uniform from now on.
Financial Report and Budget
Jack Henthorn, Director of Housing and Redevelopment,
reported on the City Manager's position on the Budget, with
regard to the requested positions. He indicated that the
City would end up with the same level of Staff we currently
have.
He continued that he would be meeting with the City Manager
to discuss.the impact that the removal of these positions
would have on the attainment of the goals the Council has
established.

Henthorn to express to the City Manager their feeling that
if the Redevelopment Plan is adopted, it would be a show of
good faith on behalf of the.Redeve1opment Authority, and
could then be funded properly so that the program could be
implemented.
Sub-Area 6
Director Henthorn reported on the Ocean Street area, which
is included in the Redevelopment Plan as sub-area 6, and
indicated that he has received some complaints and a petition
opposing the inclusion of same in the Plan.
Special Committee
Member Hayes suggested that the Committee should operate
with the assistance of ad hoc committees.
Chairman Ward suggested that with the assistance of Member
Hayes, they would study the matter further, and bring a
report back to the Committee as to the needs of same.
UNFINISHED BUSINESS
Parking study data formation
Chairman Ward indicated that he would like to discuss the
parking study at the next regular meeting, and Member Chr,ss
stated he felt it was'important to have people from the
community participate in same.
Committee discussion included incorporating the pedestrian
circulation plan with the parking issue.

Guidelines Design Manual
Discussion.reflected how to approach a project, and what
type of guidelines are used.
Member Chriss indicated that he had acquired some reports
on the matter from Fresno, and turned them over to Staff.
Residential Rehabilitation Loan Report
Director Henthorn reported that the program proposal was
finalized as of this date, and has to be submitted with the
request for administrative fees, to the County so they will
release the funding. At that time it will be presented to
the City Council; who will take action and formalize it to
the Board of Supervisors around August 1, 1981.
Streetscape Design - review contract
Director Henthorn reported that the contracts have been
awarded to John Landry and Associates, and they are under
way. He indicated that he would bring additional report
back to the Committee at the next meeting.
Landscaping of HUD projects
Committee discussion included different locations that have
not been kept up, and are in need of some maintenance.
Chairman Ward inquired if the Director could hold up the
funds, if efforts were not made to correct the situation,
after proper notifications were made on the.matter.

federally controlled, and in addition to our tenants, the
property owners also have tenants. He stated that he is
somewhat reluctant to single out the Section 23 projects,
as they are now free to the market.

NEW BUSINESS
Mortgage/Insured backed bonds for Redevelopment and Housing
Director Henthorn requested that a committee be formed to
study the advisability and possibility of making a
recommendation from this Committee to the City Council of a
$10,000,000 mortgage backed privately insured bonding to
provide housing in the Redevelopment Area, loans, and
construction of new buildings.

Rezoning of Redevelopment Area
Director Henthorn indicated that the Committee should form
a study group to look into the matter.
Discussion included the role of the Planning Commission in
the Redevelopment Area.
Director Henthorn suggested, for Committee consideration,
that the Zoning Ordinance be amended. The Committee
concurred.
ADJOURNMENT
By proper motion. the meeting was adjourned at 5:30 P.M., to
Monday, July 27, 1981 at 7:OO P.M. at the Harding Street
Community Center.
