PLACE : City Council Chambers CALL TO ORDER was made by Chairman Ward. ROLL CALL Present - Moralez, Hayes, Helton, Holmes, Ward Absent - Sanchez, Hall, Carney, McCoy ALSO IN ATTENDANCE: Michael Holzmiller, Land-Use Planning Manager Charlie Grim- Principal Planner, Planning Dept. Mary Casler, Mayor, City of Carlsbad Council Member Anear HEIGHT SUITABILITY STUDY (George Nolte & Associates) Mr. Salomone, Community Redevelopment Manager gave brief summary of report. Stated this report was generated by development proposal at Royal Palms, mid-rise condominum por j ec t . Conclusion and recommendation of the consultant were that there should be no high-rise recommended in the Redevelopment Area, but in se'lected core area a mid-rise of 65 feet maximum development could be considered. With the aid of a IWD of the redeVehDment area, Mr. Salomone pointed out core area. An elevation of 50 feet maximum could also be considered. In addition. that certain desian and develoDment guidelines be used such as fire. Darkine. sewer and Dublic facilities. Also. euidelines with regards to 1andscaDine and amenities. Yr. Salomone stated that Planning and RedeveloDment staff had some concerns with the reDort and that this was an information gathering and would be brourrht back to the Committee. Chairman Ward stated that thev wanted as much input from the Committee and public and planning staff to put together a report for final recommendation. Plan is to be considered for acceptance of report and discusse openly. Mr. Shipley, in attendance, stated that he was unaware that Carlsbad approved a new General Plan for RDH a 40 foot high rise density, was unaware that City Council had approved. Michael Holzmiller of Planning Staff discussed this concern with Mr. Shipley and stated that the Council approved a General Plan amendment to create a new General Plan designation for a higher density. density is 30 dwelling units per acre and new designation would allow 30-40 dwelling units per acre. Right now the Planning Department was only in the drafting stages of a zone to implement and has yet to be approved. They were looking at the possibility of being able to achieve heigher density without the height. Right now the maximum Chairman Ward stated that the reference in which Mr. Shipley spoke was not approved but considered as noted in report. Y MEMBERS MINUTES Housing and Redevelopment Advisory Committee Special Meeting - July 12, 1982 Page 2 MEMBERS \I Mr. Shipley stated that he was not voicing a con or pro for high or mid-rises, but he felt we should have higher density, but how we do it is another thing. Mayor Casler, speaking for some concerned citizens that had spoken to her, commented that those who spoke to her were very concerned on what high rises would do to the looks of Carlsbad, and were greatly against it. Council Member Anear spoke on some concerns on the increase of the density and what it would do to the facilities. Expressed concern on what it would do to the water system and the impact on the Fire Department on working at that height with equipment that was now available and firefighting costs. Also expressed concern on traffic and public facilities usage. Mr. Jose, Planning Commissioner, added that the Commission has been reluctant to increase height limit on Carlsbad Boulevard, and would hate to see the aesthetic quality down. greater height how could they deny a similar project down the beach. Concerned if the Royal Palms were allowed Mr. Salomone stated that Staff had preliminary concerns in that the core area should be a location where increased height could be considered. Transition area around area may be too large and too extensive. It was noted that Staff felt that sub-area 2 is already built out, especially with the addition of the Sixpence Inn project that has already been approved. Sub-area 6 may be too far north. Some areas along may be an extension that is unnecessary. Sub-area 5, where the Twin Inns and Royal Palms is located, Staff is concerned that added height might be setting a precedent. Mr. Salomone stated that these were preliminary concerns, and Staff would be back to the full Committee at their next regular meeting on July 26, 1982. Member Helton stated that he would like to hear more input from the property owners. Chairman Ward suggested that it might be worth it to the Committee to possibly poll the property owners to get their reaction. Member Hayes said that she would consider favorably added height if it were designated for housing. She said that what is needed in the Redevelopment Area, in order to maintain a village atmosphere, is more people living there so that it is populated day and night. She said she did not approve of added height for office building use. She found no problem with added height aesthetically if suggestions in the report were followed. She reported that Member Sanchez, who was not in attendance, had telephoned her that his main concerns were to keep a village atmosphere and also to take into account the added pollution that might be caused and the additional traffic that would be created by a higher density area. Chairman Ward commented on the economic success and redevelop- ment of the area. Stated that the committee was looking for a plan or strategy recommendation to satisfy all the needs under the circumstances. That is the possibility and paramete of potential high and mid-rise development. Chairman Ward stated that after get alot more input after the polling of the property owners, the committee could make a better recommendation. Chairman Ward made motion to accept report from George Nolte and Associates. ADJOURNMENT By property motion the meeting was adjourned.
