ADVISORY COMMITTEE

CALL TO ORDER:
The meeting was called to order by Chairman Hall at 5:OO p.m.
ROLL CALL:
Present: Chairman Hall, Committee Members Carney, Hayes, Helton, Moralez and Ward.
Member Sanchez arrived at 5:04 p.m.
Absent: Members Holmes and McCoy.
Also Present:

APPROVAL OF MINUTES:
Member Thelma Hayes asked for an addition to the Minutes of the June 27 meeting on page 2, last
paragraph, insert before the word "ballfield" -- "Jefferson Elementary" .
The Minutes of the June 27, 1983, Meeting were approved as amended.
ITEMS FOR DISCUSSION AND RECOMMENDATION:
Old Business:
1. Discussion of Special Housing Meeting August 1983
Chris Salomone reported this Committee had expresse
the desire to have a meeting devoted to Housing and
bring people in to get input on affordable housing, high density, etc. He asked for the Committee's
feeling on this type of meeting.
The Committee discussed the type of meeting to be held and agreed it should be a meeting with an
agenda and each speaker to be responsible for specific topics. The Committee wants to know what staff has in mind, their direction and what they feel is appropriate and proper. Also, the Committe would like to know if the General Plan is appropria at this time. It was felt this Committee could tak political action to augment , fortify and bolster staff's position. Also, it was recommended to determine the goals and wishes of the City's Legal Department. It was felt that the City's staff was the important group to be heard from rather than
guest speakers.

The Committee agreed there are two sides to planning; what the Ordinances say and what staff perceives because of outside input, and they would like to have staff members clarify their positions.
The Committee also agreed the Assistant City Manager of Community Development and the City Engineer should be included in this meeting.
Members Hayes, Sanchez and Ward agreed to be the sub-committee to meet with Chris Salomone to prepare an agenda.
2. Cancelled Design Review Board Meeting
Member Hayes brought up the matter of the cancelled June meeting of the Design Review Board due to a lack of quorum and the fact that delayed some projec 30 days. Chris Salomone stated no projects were adversely affected by this cancellation.
New Business :
2. Village Redevelopment Area - Sign Enforcement Program
Chris Salomone reported the amendment to the Design Manual allowed temporary signs in the Redevelopment Area and staff has not been enforcing the Ordinance except on a complaint basis. He asked the Committee feeling on this, and after discussion, the Committee recommended staff handle the situation as they see
fit.
Bus Bench Signs
Chris Salomone reported these signs are illegal and
will be abated. The benches will be left with blank backs.
3. Budgets:
a) Redevelopment Agency Budget
Chris Salomone reported this is the first full year for the Redevelopment Agency and he recommended the Committee ask the City Council to adopt the budget as submitted.
The Housing and Redevelopment Advisory Committee voted to recommend the Housing and Redevelopment Commission adopt the Redevelopment Agency budget as submitted.
b) Block Grants Budget
Chris Salomone stated this budget is for the Committee's review only.

c) Housing - HUD Section 8 Budget
Chris Salomone reported this Committee should recommend approval of this budget for the fiscal
year 83-84 and it will be forwarded to the Commissio for formal approval.
Mike Brooks, Administrative Assistant in charge of Housing, gave a report on this budget, explaining fully what the budget covered and how the figures were obtained.
The Housing and Redevelopment Advisory Committee
recommended the Housing and Redevelopment Commission approve the HUD Section 8 Budget for the 1983-84 fiscal year.
4. Residential/Commercial Rehabilitation Loan
Program Update
Patty Cratty, Administrative Assistant, gave the
report on this item, referring to a letter in the
Members' packets and a report handed to Committee Members. She stressed the Committee did not accept the interest subsidy proposal and is seeking other proposals.
5. Application for Economic Development Adminis- tration Jobs Act Grant
Chris Salomone stated the Committee had recommended staff apply for this, and the City Council approved the Agenda Bill unanimously. Carlsbad has been designated one of the targeting areas and staff is seeking additional help from Congressman Packard .

Chris Salomone called attention to the report in the packet, and stated he is working on a map showin all projects approved the last 18 months which he hopes to have finished within a week. He further
stated he hoped to have streetscape designs by the next meeting and a slide presentation.

Design Review Board Projects Status
The Jefferson Elementary Ballfield ribboncutting is set for August 30, 1983.
The Committee discussed the problem with the islands and poles with the Tyler Street parking lot, and felt these should be eliminated as soon as feasible.
The Committee agreed there should be a statement of purpose made for the Design Review Board, reminding them they are the advocates and guides for develop- ment in the Redevelopment Area under the Redevelop- ment Plan.
