The meeting was called to order by Chairman Hall at
5:03 p.m.
ROLL CALL:
Present: Chairman Hall, Comittee Menbers Hayes, Helton, McCoy, Moralez, Holmes and Ward.
Absent: Wrs Carney and Sanchez.
Also Present:

APPROVAL OF MINUTES:
The Minutes of the July 25, 1983, meeting were approved as presented.
ITEMS FOR DISCUSSION AND -TION:
Old Business
Mar Hayes asked how the Design Review Board was to be given the message voted to be given to them at the last Comnittee Meeting, and Chris Salanrone answered they would be informed of this at the next regular meting in
September.
Member Hayes inquired about the Pedestrian Circulation Consultant and Chris Salomne answered the City has interviewed one amsultant and there will be a meeting Wednesday at 3:OO p.m. to discuss the scope of work. added the funds have just been released this mnth to
pay for this.

Chris Salome reported the County has notified the City it will get almst $216,000 from the Comnity Development Block Grant. Public meetings will be held in September for the public to submit projects and the
City staff and Department Heads may submit requests for money. All requests will mme before the Housing and Redevelopment Codttee in October, with all projects
lined out. recomnendations in Novenber. Mr. Salomne added that the block grant had been increased somewhat.

Meer Ward inquired where the storm drain fund stood and Chris Salmne answered the City needs $435,000 to make the total of $829,000. The grant application is being considered and the City should knuw the results beforeSeptember 19. The Mayor was asked to send a letter to Mr. Packard on the City's behalf and there
should be some word before the middle of Septerker.
Member Hayes suggested the City muld spend the mney on the part of the drain where it is so narrow and in that way lesson the problem.
2. Streetscape Desiqn - State and Grand
Chris Salome gave the report on this item, referring to drawings posted on the wall. drawn up plans very similar to what this Comnittee
approved. The work will have to be done this fall in order to be conpleted by May 1. The contract will go out in a few weeks. Mr. Salmne used the renderings showing the intersection of State and Grand and the blow-up of the mid-block crosswalk. He explained the addition of a water fountain at the northwest mrner of
State and Grand, and stated the msts are being considered. It was felt it was inportant to create a landmark-meting place-and if the mst is not
prohibitive, this feature will be added. One other problem is the treatment for the large trees already there. The trees will be saved and pavers will be used
around them, allowing space where the pavers muld be
removed. The money will be spent on the areas where the,pedestrian traffic is, rather than in-between,
con4centrating on the mrners and mid-block crosswalks.
There will be drinking fountains and seating areas, as well as landscaping. Mr. Salmne will bring final drawings to the Septenber meeting for the Cornnittee's perusal. concrete versus pavers.

In answer to a question, Chris Salome stated there would be two lanes of traffic on Grand, and the Traffic
Consultant agreed that would be adequate.
Meer Ward mmnted the consultant should be asked
how many times could the mlored concrete be replaced
versus the mst of pavement.
In answer to a question, Chris Salomone stated almost
50 percent of the sidewalk will be replaced on State Street.
3. Advisory Ccsrmittee
Reappointments to Housing and Redevelopment
Chris Salorrwme called attention to the re-appointments to the Housing and Redevelopment Advisory Codttee as an information item.
4. General Discussion of Housiq
Chris Salomone reported the Comnittee had requested a session devoted to housing in general and he referred to the mterial provided in the packet, with an explanation of the data supplied.

Menber Hayes oomnented on the statistic of no new
apartments being built and felt this would change the type of City Carlsbad would become.
Merr33ers Ward and McCoy explained the difficulty of financing apartment projects, the high oost of land and the high oost of fees to the City of Carlsbad
preclude develapers building apartment oonplexes at this time. Also, there is mre mney to be made by building condominiums rather than apartments.
Chris Salomone stated that some apartment projects that had been approved, but not started, are now being
readied for oons truct ion.
M&r Ward stated he felt this Cdttee should not
get involved in housing in general, but should start in the Redevelopment Area. He stated the City Attorney
did not feel this Camittee had the authority to be
involved in housing other than the Redevelopment Area.
He felt the Comnittee should amscentrate on the Redevelopment Area and make a two or three-month study and make recwrmendations to inplement procedures to amnplish what is needed. A study should be made an mid-rise hildings, as this is something that will be

Mr. Ward continued, stating there are not enough people in the Redevelopment Area to support the present mmnercial development, and he did not feel it was possible to draw people in from other places. The oomrcial success will be from the people here, and he wondered if, at the present time, it was worth the expenditure of mney. He felt the area should be studied lot by lot, to try to make the best use of the property and form a data base to begin to oonsider alternatives in that area.
There was a discussion on the wording of Ordinance
9664, page 3, 21.23.111 I;ot Area, stating a minim lot area shall be not less than one-half acre. Charles
Grim stated this was Citywide and not intended for the Redevelopment Area. It was thought this might be a remmndation for this Cdttee to make when they
study the Redevelopment Area.
The Cornnittee voted to write a letter to the City
Council asking them to direct this Cornnittee to begin a
study of housing in the City of Carlsbad by conscentrating first on the Redevelopment Area
environs-lagoon to lagoon and Ocean to freeway-to
analyze properties (mmnercial and residential) in their present form to establish a data base for lot
sizes and the way inproved.
