The meeting was called to order by Chairman Hall at 5:06 p.m.
ROLL CALL:
Present: Chairman Hall, Cormittee Menbers
Hayes, McCoy, Moralez, Sanchez and Ward.
Absent: Menbers Carney, Holmes and Helton.

2. Chanber of Coarmerce (Santa Fe Depot alternatives)
Chris Salomne reported that the Ch&r of Comnerce is
moving its offices to Pea Soup Andersen's in approximately eight mths, and a mmittee has been
formed to determine what use should be made of the depot at that time. He stated Councilwarnan Kulchin and he are on the Comnittee, and would appreciate any input from
the Members of this Cdttee.

that he felt it should stay where it is.

asks for funds to restore a building of this type, they are by necessity mnservative. He felt the prospect of comnity participation in this project should not be
overlooked.

Councilman Presmtt introduced the slide presentation in support of the Safety Center.

Following the slide presentation, Councilman Presoott asked for mmnents or questions, and Me-r McCoy stated
he was distracted by the rmsic throughout the presentation.
Member Ward stated the Chestnut fire station was missing from the map shown on the slide.
Mehr Hayes stated by sayinq "no new taxes and no increase in existing taxes" did this mean the City would allocate all funds to the new safety center and none for existing resources, and she further reiterated the statements made in her letter dated Septehr 13,
1983, to Council Menher Chick. A copy of this letter is attached to the Minutes and made a part of the record.
Councilman Prescott assured Mrs. Hayes that the safety center would not take all the funds, and Mrs. Hayes stated she wanted a mmitment from the Council that the downtown area would receive some capital inprovement funds.
3. Land-Use Planning Fee Study
Chris Salomne reported on this item, stating this
study had been made on oounter time, machinery and materials used to arrive at a fee that would allow the City of Carlsbad to recoup staff time. attention to the Redevelopent Permit at the mst of

the Redevelopment Area.

4. Shared Housinq (Verbal Report)
Patty Cratty, Pdministrative Assistant, gave a report on this item, stating she had talked with the Seniors in Action and with Jack Jkink, who did not think there was a need for the shared housing. would oontinue to talk with the peaple involved with getting a program set up.

Chris Salomne reported this auction had been scheduled to try to get people to look at the shcps, and the merchants are anxious to see if this will be successful.

September 26, 1983, to the City Manager, stating the City did not get the Federal grant for the storm drain.
