CALL To ORDER:
The meeting was called to order by Chairman Hall at 5:Ol p.m.
ROLL CALL:
Present: Chairman Hall, Cdttee Menbers
Hayes, Helton, McCoy, Moralez, and Sanchez.
Absent: Members Carney, Holmes and Ward.
Also Present:

AETRWAL OF MIMITES:
The Minutes of the September 26, 1983, meeting were
awroved with the reuuest that a oopy of Thelma Hayes'
letter be attached.
The Minutes of the Special Meeting held October 31,
1983, ere not approved due to a lack of quorum.
OLD BUSINESS:
1.
Chris Salomone, Comnity Redevelopment Manager, gave the report on this item, stating the project needs funding.
The City Manager will reconmend to City Council that the storm drain be put back into the CIP for this year. He
stated $400,000 was needed from the City budget to get the storm drain done this year. Council on December 7.

Chris Salomone gave the report on this item, stating the
Comnittee had expressed the desire to see any new projects in the redevelopment area. This project is on Roosevelt Street just south of Chestnut. plan for this project, which he showed to the Comnittee.
Mr. Salomone had the site
Comnittee Member Hayes stated she felt projects such as this one, where it is a good project and no special trade- offs have been requested, should be mmnended.
3. Garapichmel
Chris Salomone reported an this project located on Harding
Street. This project will have a higher density since the applicant agreed to provide affordable housing. Salomone showed the site plan to the Comnittee.

NEW BUSINESS:
4. Village Sign Proqram
Chris Salomone reported there is $10,000 in the block grant program allocated for a sign program in the Vi11 He used a chart that has been on display for suggestic from the merchants, and explained the changes desired the signs. The pedestrian circulation codttee will present suggestions which will also be incorporated ir the new sign program.

6. Carlsbad Advisory Circulation Plan Report
Chris Salomne reported he had supplied the Members wj a copy of the Report for their information.
7. Streetscape
Chris Salomne stated the next-to-final plans are now available. He had drawings for the intersections and mid-block treatments for the streetscape which he shar, to the Cornnittee and explained in detail haw this will be accorrplished.
In answer to questions from the Comnittee, Mr. Salomr stated interlockinq pavers will be used, with a combination of natural concrete and pavers in varied colors from brawn to red at the corners. Mr. Salmnc stated if there is enough mney, pavers will be kept around the trees.
It was suggested that any improvements involving the streets in that area be done before the streetscaping started, to eliminate the possibility of digginq up tl streets at a later date.
There was a brief discussion warding the lighting ir the area, and a discussion about a bond issue being initiated. Mr. Salomone stated these things would be discussed after the costs were determined. He stated was putting a five-year plan together, working with Rc Beckman.
Codttee Menrber Hayes stated she would like the pedestrian circulation to be part of the circulation element and the lighting.
8. DecemberMeeting
The Housing and Redevelopment Advisory Codttee vote to cancel the December, 1983, meeting, as it would fa: on a Holiday.
