CALL TO ORDER:
The meeting was called to order by Chairman Hall at 5:OO PM.
ROLL CALL:
Present: Chairman Hall, Committee Members
Carney, Hayes, Helton, McCoy, Moralez,
Holmes, Ward (arrived 5:50 PM) ,Sanchez

APPROVAL OF MINUTES:
The minutes of October 31, 1933, were appr0ved.a
submitted. Yembers YcCoy and Sanchez abstained,
were not present at subject meeting.
The minutes of November 28, 1983, were approved
with clarification given to verbage on page 2 with regard to "Pedestrian Circulation Committee".
Staff member Salomone clarified,the term meant to
describe persons (staff) that were looking and
commenting on the pedestrian circulation plan but
are not an official "committee".

NEW BUSINESS :
Item I. DRAFT PEDESTRIAN CIRCULATION STUDY
Chris Salomone, Community Redevelopment Manager, gav
staff report stating that the circulation study as presented to the committee was submitted by Villdan and Associates in draft form. Study is inventory of pedestrian circulation problem area and entails a
list of improvement priorities. Mr. Salomone, also
mentioned that a meeting will be held with the
consulant firm representative and would like to hear
input from committee members regarding any comments
and/or suggestions also additions the committee woul
like to see incorporated in the study. Mr. Salomone
asked that the committee provide staff with any
additions they wanted. Staff added that with the ai
of this document it could provide additional validit in start of improvements.
Discussion held regarding document with notation
given by Member Hayes that in its present form the
document did not propose any circulation as such.

MINUTES
Chris Salomone gave presentation giving update on
streetscaping for State and Grand. Samples of pavers
and color scheme (teal blue) and other amenities were discussed. Mr. Salomone passed around brochures and
showed graphics to the committee. Mr. Salomone state
that these were recommendations from Berryman and
Stephensen. Brochure showed, benches, planters,
lighting. Notation made that they were now at the
point to prepare agenda bill to forward to Council to
go out to bid. Estimation was given of approximately
100 days to complete State and Grand streetscaping.
All construction will be middle of summer.
Member Holmes suggested that fountain have neater-
cleaner lines.
Member McCoy raised question of advertising for storm drain project at the same time.
Chris Salomone in answer to questions raised stated
that they would and date for set for storm drain commencement was April but don't want construction during Spring Faire.
In conclusion Mr. Salomone reiterated all suggestions
were recommendations from consultant.

ITEM 3. HOUSING AUTHORITY (Annual Report and New
Location)
Chris Salomone gave staff report as contained in
report as submitted by Mike Brooks, Administrative
Assistant/Housing. Committee concensus was that
Mr. Brooks was doing an outstanding job with the
Housing Authority and be asked to attend meetings.
Committee wanted to be kept apprised of the Housing
Authority.
OLD BUSINESS:
Zhris Salomone gave report on items 5,6 and 7. Twin
Inns is a proposal for a hotel, banquet facilities
and retail. Will have underground parking and rehab
will be done to the Twin Inns. Mr. Salomone noted
that this project will ready to be taken to the Desig
Review Board. Gave background on scoping meetings an received comments from Committee regarding this project .
Chris Salomone gave brief report on the update of
the Royal Palms proposal and Kamar project.

Staff member Salomone gave update on several
items including; Village Merchants Association
will be having a monthly "Villager". Mr. Salomone mentioned that this was to be part of a get
acquainted endeavor sponsored by the Village
Yerchants.
Mr. Salomone introduced Barbara Hallman from the
League of Women Voters who is the representative
for the organization assigned to attend Housing and Redevelopment Adivosry Committee meetings and
keep League informed as a liaison so to speak.
Ms Hallman was welcomed and Committee was pleased
to have a representative from the League of Women Voters attend.
Mr. Salomone updated committee on the Rick Senior
Housing project stating that the official ground breaking will be held in two weeks.
Mr. Salomone also as an informational item
discussed the Redevelopment Office lobby display
in City Hall and encouraged all members to view.
By proper motion meeting was adjourned at 6:37 PM,
