CALL TO ORDER:
The meeting was called to order at 5:OO PM by Chairman Matt Hall
ROLL CALL:
Present: Chairman Hall, Members Helton, Hayes, McCoy, Sanchez, Moralez, Guilford, Clarke
Absent: Member Holmes
Staff Members Present:

APPROVAL OF MINUTES:
Minutes of March 26, 1984 were approved as amended:
Page 3 third paragraph: To read: "property

NEW BUSINESS:
2. Introduction of New Members:
Chairman Hall gave introduction of the committees two new members, Blanche Guilford and Harold Clarke.
1. Award Presentation (Roy Ward)
Council Member Ann Kulchin presented outgoing member
Roy Ward with a aertificate of appreciation. Counci
Member Kulchin also gave background on number of
years Mr. Ward had served on the committee and his
many civic involements in the City of Carlsbad.
Chairman Matt Hall also thanked Mr. Ward for his
service.
3. Historical Site Desisnation Options
Mr. Salomone, Community Redevelopment Manager, brouc
to the attention of the committee the possibility of
having a historical site designation site and/or
options for such. Mr. Salomone stated that as a result of the Carlsbad Inn project staff had been asked to pursue the possibility of historical site designation options for the City. Mr. Salomone
noted to the committee that at their next meeting hc
would like to have an official action as to the
options available to them in the conservacy of his-
torical sites, significance and direction on how
to determine developments and policy for review
of sites which are historically significant. Staff noted that SANDAG had at this time a document which
called out several historical sites in the area.
Staff noted that they would like to take some sort

of stand on the issue and have a policy regarding
such sites.
Member Hayes asked that the next agenda packet in- clude those sites as listed in the report and document that was prepared by SANDAG.
OLD BUSINESS:
4. Update on Carlsbad Inn Project Proposal
Mr. Salomone gave staff report using overhead graphi stating project was approved last Tuesday at the
Council/Commission meeting. Mr. Salomone reiterated that this project was for a mixed use resort project Staff noted that the applicants would like to start the grading on this project the latter part of May.
Staff further noted that the applicant is scheduled
to go before the Coastal Commission late in May.
Staff mentioned that as a result of a controversey -
regarding the restaurant,site has a long term lease and has some historical significance, therefore, the
restaurant will staff and a decision was made to kee the structure and try to blend in with design of the
Carlsbad in. Staff noted that the restaurant site, Cohn House, has to return to the Design Review Board to show how it is going to fit in. Member Hall questioned if restaurnat will be closed down during construction. Mr. Salomone stated that possibily
it would close for only 60 days or so.
5. Council Redevelopment Workshop - April 24, 1984
Mr. Salomone gave report on this item stating on
Tuesday, April 24, 1984, City Council will be holdin
a workshop on Redevelopment. Mr. Salomone stated
that at this time an over view will be given on
Redevelopment and where we were today. Committee
received an agenda. Present at Council workshop wil
be two experts on the subject. Mr. Tom Clarke and
Mr. Milt Farrell. Mr. Salomone mentioned that
Redevelopment was at the point now where we can do some creative Redeveloping and would like all member
of the committee to attend workshop. Mr. Salomone
also stated that redevelopment program may be ready to make major steps in public improvements, medians,
pedestrian circulation plan, sotrm drian, etc.
Mentioned that Mr. Tom Clarke, Redevelopment Counsel
will be able to let use know what tools we have and
possibility of expanding the Redevelopment Area.
Mr. Milt Farrell, Community Redevelopment Agencies
Area, will tour area prior to Council meeting and will be telling Council what agencies have done in other cities that have been right or wrong and let us know what Carlsbad is able to do at this time.
Feeling was that a lot of information will be given
at workshop regarding financing techniques and other
aspects of Redevelopment.

Chairman Hall suggested that the Committee members
get together afterward at a later date and discuss what might be done with the Carlsbad
Redevelopment Areamand get imput from all the committee members. Chairman Hall also noted that
the beach was a key to the City and should be able to tie into Redevelopment.
6. Streetscape Update
Chris Salomone passed out agenda bill for City
Council May 1 meeting which will be regarding the
selection of contractor for the streetscape.
Mr. Salomone stated that he hoped to get contract
signed and construction started by end of May and
done by Fall Faire. It was noted that there might be a little bit of trouble with the downtown area
being under construction during the time between the Spring Faire and Fall Faire but it will all be worth
it and we need to educate the community and let then
be aware of the construction that will be taking
place. Member Hayes asked if there was going to be
provisions for stores and pedestrians. Staff verified that there will be provisions for the
pedestrians and store entrances and that staff was trying to prepare everyone for the construction.
7. Storm Drain Update
Chris Salomone gave staff update stating that funds
had been allocated and bid was scheduled for May 1st
meeting. Construction is scheduled for time period
between Spring Faire and Fall Faire and will have
similar problems as that of the streetscaping in that downtown area will be under construction but
trying to prepare merchants and community as much as possible. Will have brochure at Spring Faire
redevelopment booth explaining what will be taking
place in the downtown area.
INFORMATIONAL ITEMS:
8. Villacre Merchants' Association "Villaqer"
Committee members invited to join the Village
Merchants at their next "Villager" which will be
on Wednesday, April 25th from 5-7 PM at the Carlsbac
Journal.
9. Shared Housing Program
Verbal update given on information provided to the
committee members by Council Member Kulchin regardir
shared housing program .

10. SPRING FAIRE
Staff member Chris Salomone stated that Redevelopmen
will be sharing a booth at the spring faire with
the Police Dept. and the Fire Dept. Asked that thos
committee members interested in helping man the boot
get in touch with staff and help distribute litera-
ture and assist in answering questions regarding
what is happening to the downtown area.
OFF AGENDA ITEMS:
Chairman Hall passed out a copy of an article that
appeared in last Sunday's Blade Tribune which
spoke highly of Carlsbad Redevelopment.
Discussion held on the sign ordinance.
Questioned raised on Joe's Transmission site. Staff noted that Joe's Transmission has moved to their
new location on Roosevelt Street and the property on Elm Avenue has changed hands. Staff will be
meeting with new owner of site and see what they have in mind for that location.
