APPROVAL OF MINUTES :
Minutes of April 23, 1984 approved as submitted.
1. ELECTION OF CO-CHAIRPERSON
Motion made to retain Member Hall as Co-Chairperson
and nomination made to have Member McCoy as
second Co-Chairperson. Member McCoy elected
Co-Chairperson.
2. UPDATE ON HISTORICAL SITE PRESERVATION
Staff member Salomone gave report stating that this
item had come to light as a result of the Carlsbad
Inn project. Staff researched and past out CPO
Study list of 33 sites of historical significance.
Staff mentioned that these sites had not been
officially designated at this time. Mr. Salomone wanted the committee to know the background and
research that had taken place. It was noted that
the majority of the historical sites on the list
from CPO were in the Redevelopment and Community
Development Block Grant areas of the City.
Staff member Cratty stated she talked to several
cities in which Council's had appointed committees. Cost for study to be done approximately $30,000, staff has spoken to Mr. Rick Alexander of SANDAG
and can provide further study for approximately $15,000 to $20,000.

Staff gave report as presented in agenda packet with
recommendation as contained therein. Staff stated
that was an informational item for the committee and
the recommendation to be made to Council would be
to possibly appoint a committee to further study
historical preservation in the City.
Member Holmes felt that the report was a good start
and perhaps a committee with 2 or 3 local citizens
can give guidelines on potential of historic sites.
Member Helton stated that a few members of the
Historical Society would be good for the committee.
Member Hayes asked if any of the members of the
Housing and Redevelopment Advisory Committee were
members of the Historical Society. It was noted
that Member Clarke was a member of the Society.
Member Hayes asked what the next step was. Staff
member Cratty stated that this item would be going
forward to the Planning Commission and to the City
Council for consideration but at this point it was
something to think about.
Member McCoy questioned some of the sites that were listed on the CPO study.
Member Sanchez stated that he felt the committee should go on record as recommending that a committee be formed to address historical preservation in the
City of Carlsbad.
Marge Howard-Jones addressed the committee stating
that a site does not have to be just significant as
being historical.
3. GROUND BREAKING STATE/GRAND STREETSCAPE
Staff member Salomone reminded Committee that the
ground breaking ceremonies for the State and Grand
Streetscape project are being held Tuesday, May 22,
1984 at the parking lot on the corner of State and Grand. This ceremony will officially get the streetscape project underway. Mr. Salomone also asked if there were any ideas for positive publicit1 to reduce concerns r,egarding the work that will be done in the downtown area during the summer months.
4. UPDATE/COUNCIL/FCED'EVLOPMEN" WORKSHOP
Staff member Salomone gave an update of the workshor
that was held on April 24, 1984 regarding redevelop-
ment. Felt that the workshop was very productive
but it was unfortunate that the public was not giver an opportunity to speak. Mr. Salomone stated that
Redevelopment Counsel and the State Director of the Community Redevelopment Agencies Association
were pleased with the City's Redevelopment Agency
and felt that the program was working well and coulc
work on the possibility of a bond program. Mr. Salomone also stated that a significant point to make was that 5 out of 5 Council Members were in favor of Redevelopment.

Member Hayes stated that she would like to have
a clarification of what a workshop was. Like other
members of the committee, she felt that the public
would have an opportunity to speak and voice an
opinion to Council. Council Kulchin felt that the
workshop could have been a round-robin as to give
everyone a change to speak and that the rules of
a workshop need to be known.
Staff member Salomone mentioned that the Pedestrian
Study was on the agenda for the workshop but it was
unfortunate that it did not get discussed.
Member Sanchez noted that he felt he had learned
alot and glad to see we could get funds for beach
and expand the boundaries of the Redevelopment Area
perhaps.
5. BUDGET
Chris Salmone spoke on the budget that will be
presented to Council. Mr. Salmone noted that the
budget has been increased by almost $100,000 and
that the Community Development Block Grant budget
has also increased by approximately the same amount
A brief explanation of the budget process was given and Mr. Salomone noted that we were getting alot of support. Mr. Salomone also noted that salakies were added to cover those positions that the Redevelopme
Agency had been utilizing ie., planners, engineers, etc.
Member Hayes had a question on the services from
other departments, asked who set these figures.
Staff answered stating that the Finance Director se
scale- hourly rate and can make inter-department
charges.
Motion made to recommend budget to Council and request loan be made to Redevelopment Agency for
same.
NEW B'USIMESS
Informational items:
Staff member Salomone stated that proposal was in
for the old Blankenship building.
Staff member Salomone stated that the Pfau buildin? was in escross and that the new owners are contemplating a bed & breakfast type use. Also
stated was Bob Wilson now owns 87% of the rest of
the block and his approach is to come in and ask
what the committee would like to see done and
developed at the old Joe's Transmission site.

Staff showed colored renderings of the Canepa
project (Wave Crest, Tamarack Beach Resort) which is located on the Wopshaul property. Mr. Salomone stated this proposal was for a resort, restaurant
over looking the ocean with hotel, and time-share
condo's being proposed. This project was just
submitted today.
Invitations out for the Royal Palms farewell fiesta was discussed, to be held the following Sunday.
Merchants Association in the process of doing post-
cards and doing another map of the downtown area.
Pedestrian Circulation Study was noted to be on the next agenda to give the members a change to better prepared to discuss item.
Suggestion made by Member Hayes to have a.tour of
historic Carlsbad. Suggestion made to accent housing in the area and that perhaps the Rick Sr.
Housing Project could be toured.
Members stated concern over the bus benches and
signage on same. Would like to something done.
Staff member Salomone stated the bus bench issue would be going to Planning Commission and right
now there was no way to abate them. No ordinance that provides for them or newstands.
By proper motion meeting was adjourned at 6:20.
