The meeting was called to order by Chairman Hall at
5:OO p.m.
ROLL CALL:
Present: Chaimn Hall, Camnittee Menbers Moralez, Holmes, Helton and Guilford. Menbers Mdoy and Sanchez arrived at

Absent: Members Clarke and Hayes.

APPROVAL OF MINUIS:
The Minutes of the June 25, 1984, meeting were mntinued to the September meeting.
om BUSINESS/INFORMATION ITEMS:
1. Pedestrian Circulation Study
Patty Cratty, AA Redevelapment, reported this study
would be continued to the Septenhr meeting, when Mrs.
Hayes would be present.
2. News Articles
Patty Cratty called attention to the news articles in the packet. be discussed at the Septexdxr meeting.

Patty Cratty announced the pre-construction mference would be held September 4, 1984, with mnstruction to start in September at the north end of the stodrain.
Chairman Hall stated he wanted truck routes established
before oonstruction started, in order to avoid having

Patty Cratty reported the information requested by this Comnittee had been obtained and there would be someone here at the Septenhr meeting to bring this informtion to the Comnittee.

Mer Moralez inquired about the apartment project at Oak and Jefferson and the fact that for that number of units there has to be an onsite manager. answered that there had been a misunderstanding, and now they understand there nust be a manager.

Member Moralez asked about the apartment building at Oak and Jefferson and whether a manager would be on-site. She stated for that ncrmber of units, there should be a
manager, and Patty Cratty stated that there had been a misunderstanding, and nuw they understood there had to be a manager.

5. Three-Year Coape ration Agreement/carmUnity
Patty Cratty reported this was the agreement between the
County and City to continue the block grant program for three years. There is $225,000 each year to do projects
in the block grant area. October for input-e at Harding Street and one in the Council Chambers.

Patty Cratty reported on this 5 1/2 hour oonference which will originate in Washingtoh, D. C. on how to deal with
strategies for renewing dawntown areas. not set as yet, but it will be Septenber 18, 1984.

7. May0 r's Ad Hoc Camnittee on Historical Preservation
Patty Cratty reported on the Comnittee which has been appointed to study the historical sites in Carlsbad and make reccxrmendations what should be preserved and what should not. definition has been formulated as yet, Patty Cratty
stated they are working on that definition.

Patty Cratty gave an update on the program, stating there have been four residential loans and one pending.

Mer Sanchez stated there was a problem with a building being rehabilitated and there was a question whether the building was structurally sound enough for what has been planned.
Chairman Hall added there would be 19 shops upstairs and they were worried the floor might come dawn. to hire an engineer to guarantee that the building was structurally sound. Mrs. Cratty stated that an engineer had been hired and there will be a oontract.

Chairman Hall stated the applicant had asked for $75,000 to rehabilitate this building, and he wanted to be certain it would be done safely.
Patty Cratty answered that the Safety Code of 1949 would be accepted on the project, rather than 1984 standards.
9. Streetscape/Fountain Dedication
Patty Cratty reported the streetscape has not been completed as yet, as there has been sub-mntractor problem. September 29, with a joint effort between the merchants
and the City. and will be dedicated to GhM Mc Corns.

In answer to query, Mrs. Cratty stated the City had
added same days to the axtract and would have to see how much the City had added before determining whether a
penalty applied to the contractor.
10. Bus Benches
Patty Cratty reported there would be a staff report on
this item as soon as it is prepared. There has been a request for bench advertising, but staff was
reccmending denial of this.
Review Board and Planning Codssion Septdr 12, 1 984, and is remmnded for denial.
