The meeting was called to order by Chairman Hall at
5:OO p.m.
ROLL CALL:
Present: Chairman Hall, Camnittee Menbers
Clarke, Hayes, Helton, Moralez, Holmes and Sanchez.
Absent: Members McCoy and Guilford.

The Minutes of the September 24, 1984, meeting were approved as presented.
Chairman Hall announced Item 5 would be taken up out of order.
INF'OFUYATION ITEMS:
5. Housing Dept. Report
Amy Villalobs gave the report on this item, as mntained in the written report.
In answer to query, Mrs. Villalobs stated they have 160
applications for 123 units.
Member Hayes asked for staff to report to the Cdttee
at the next meeting what is involved in affordable housing, msts, aims, and haw it might be of benefit.
Chris Salomone, Comunity Redevelopnent Manager, stated
that the General Plan was to be reviewed and part of that
will be to review housing.
Housing and Redevelopment Advisory mttee remmended approval of the new figures for housing assistance as prepared by staff.

1. Pedestrian Circulation Study
Chris Salomone introduced Marty Bouman, Traffic Engineer, who gave the report on this item. pedestrian issue is a need for balance. Most pedestrians are either drivers and/or passengers before they bemm

He stated that one should not be over-enphasized to the detriment of the other. If streets are turned into
parking lots, this defeats the purpose. added, if pedestrian issues are overdone, this can be a
detriment to moving traffic.

and traffic signals at the two adjacent blocks, per the

Mr. Bournan stated the signs stating there is a crosswalk
merely make people feel safer and less careful, when they
are really not safer in a crosswalk.
In answer to query as to what makes good pedestrian
circulation, Mr. Born answered good visibility and sidewalks.
Member Hayes stated she wanted signs and crosswalks an the long blocks and the T intersections. Mr. Bouman said
motorists do not recognize a T intersection as an intersection, and Member Hayes said that was why she felt crosswalks were necessary.
The school education pmgrams were discussed, and it was determined that the schools should make certain what they
teach to the children regarding traffic safety is what they will encounter on the streets.
Mr. Born stated a survey will be done on pedestrian volume and Mr. Salomone added that medians on Elm Avenue would help safety in that area.

in the innovative techniques for providing off-street parking and asked whether the City would build and the developers buy space from us. Mr. Salomone answered that
he felt that no LCP's would be mired on the parking lots already built, but any new ones would require permits from the Coastal Comnission.
EXTRA ITEMS:
At this point, there was a question about the Washington Street design, and Chris Salomone stated the paving would take care of some floods and storm drain problems.

Plaque for Fountain
Chris Salomone showed the plaque to be placed on the Fountain. Council Member Kulchin stated Mr. McCd is m at home and auld possibly attend the dedication.
NEM BUSINESS:
3. Corranunity Developnent Block Grant
Chris Salomone gave mpies of the Block Grant projects to the Cdttee Members, stating all reoamnendations had to go to Council for their ansideration. %e staff
reamendations and the Cornnittee recormrendations will to Council and they will make the final decision. stated that some of the projects are already funded; such
as sidewalks and alleys, which will cane out of the General Fund. Mr. Salomone listed the projects staff reamnded; namely, Chase Field i.npmvements; Con-rnercial Rehabilitation Program; Boys and Girls Club Renovation.

Member Helton left the meeting at 6:40 p.m.
In discussion, Cumnittee Members stated they wanted the sidewalks repaired, and also want parking problems solved.
It was also stated the Boys and Girls Club Renovation should be anpleted. listed as one important thing to be solved, and Mr. Salmne stated the City has a lease aqreement to get land to build a parkinq lot.

Mr. Salomone stated part of Chase Field is in the CIP, but
$72,000 is needed to mnplete the hprovements.
Mr. Tam Polasky, 2965 IEoosevelt, on the Board of the Boys and Girls Club, spoke to the Cdttee on behalf of the request to enclose the swirnning pool. amount needed to enclose the pool, and they will supply the other half. Cdttee Members as to specifics on the pool enclosure.

Anparo, and their request for one year's salary for a person to service the Carlsbad Area.

The Cdttee reaxmended $100,000 for Chase Field Improvements; $30,369 for Boys and Girls Club Renovation;
$50,000 for enclosing the swhdng pool at the Boys and
Girls Club; $12,080 for the staff person for Casa de
Amparo Crisis Center; and $30,500 for the Comnercial Rehabilitation Loan Fund.

Chris Salome reported they are waiting for special pipe
for the storm drain.
