CALL TO ORDER:
The meeting was called to order by Chairman McCoy at
5:03 p.m.
ROLL CALL:
Present: Chairman McCoy, Comnittee Members
Absent: Menhers Guilford and Holmes.
Also Present:
Clarke, Hayes, Helton, MOralez, Nielsen and Sanchez.

The Minutes of the July 29, 1985, meeting were approved
as presented.
1. Storm Drain Update
Chris Salomone, Cmunity Redeveapment Manager, reported October 17, 1985, as the oorrpletion date for the storm drain.
2. Design Review Boardmate
Chris Salomne referred to the list of permits attached
to the packet and stated there are several projects under consideration at the present time.
3. Historic Preservation/t)'pdate
Chris Salomone reported the Element to the General Plan
and Ordinance wmt to Planning Cmissim Septenber 11,
1985, and they approved it, The Element will go before Council October 1, 1985.

Chris Salmne referred to the updated schedule attached to the packet. October 21, 1985, and this will be txought before this
Comnittee. This study will probably go to Council in January.
Redevelopnent Agency Feasibility Studym ate

Patty Cratty, AAII, gave the report, stating the
existing agreement expires October 31, 1985, and new proposals are being accepted. The County authorized the City to go city-wide with the residential program.

NEW BUSINESS:
6. 12th Year Cunnunitv Develaanent Block Grant Allocation
Patty Cratty reported that Carlsbad will receive just under $200,000.00 next fall. hearings and the program will go to Council in December to select the projects. projects before it goes to Council.
7. Housing Voucher Program
Chris Salomne reported that HUD requested Carlsbad to
participate in this program and 25 various-sized
housing units have been applied for under the program.
Those qualifying would determine 30% of their mnthly
income and then a voucher is issued to them. They seek
the unit and deal with the landlord, putting the burden
on the applicant rather than the City. This mld also
relieve the housing office of administrative duties.
The details are still being worked out, and they want
the City to experiment for one year.

Chris Salomne reported Carlsbad had been notified they had been given 15 more units, and HUD gave 5 more,
making a total of 285-plus the 25 voucher units.

9. Pedestrian Conference/F&port from Member Hayes
Menher Thelma Hayes reported on the Pedestrian Conference held in Denver and stated it was a mmfort to find Carlsbad was doing a lot of things right. comnted that residential units were mre desirable for the village area rather than large bank-type buildings, in order to create a friendly atmosphere. She stated that traffic nust be slowed down to eliminate the high statistics of people killed in crosswalks. Mrs. Hayes stated she had ordered a mpy of the proceedings and would share that when it is received. She concluded, stating she hoped to repay the City with good ideas for sending her to the Conference.

11. Christmas Plans/bowntown Carlsbad
Chris Salornxle reported on plans to have a large
Christmas tree and a tree lighting on December 1, 1985. Bob Nielsen added that the merchants are hoping to make
the decorating city-wide, with prizes for neighborhood
decorations.

Coastal Permit Issuing Authority - Redevelopment
Chris Salomne reported this was a housekeeping item, and had been approved by the Coastal Comnission.

Housing and Redevelopmnt Advisory Camnittee reconanended adoption of the proposed mdification in the Coastal Development permits.
INl?€)FtMATIONAL ITEMS:
Chris Salomne said the new dawntam parking lot will be
made into a terrporary lot for the Christmas shoppers and
construction will start in January.
Chris Salmne mentioned a group has been formed to restore the depot and they will be sponsoring a dance
October 19, 1985, to raise funds for the restoration.
