APPROVAL OF MINUTES:
The Minutes of the September 23, 1985, meeting were
approved as presented.
NEW BUSINESS:
1. Letter from Member Holmes Dated October 11. 1985
Chris Salomone, Community Redevelopment Manager, stated
that Bob Holmes had been appointed to the Planning
Commission and had submitted his resignation for the
Housing and Redevelopment Advisory Committee. Mr.
Salomone complimented Mr. Holmes on his work on this
Committee.
Chairman McCoy presented Bob Holmes with a Certificate of
Appreciation for his service on the Housinq and
Redevelopment Advisory Committee. In accepting the
plaque, Mr. Holmes stated Carlsbad had changed, and he
felt for the better, and stated it had been a pleasure to
be associated with all the people involved with this
Committee.
Chairman McCoy asked Chris Salomone whether he had any
recommendations for filling Bob Holmes' spot on the
Committee, and Mr. Salomone said there are several good
candidates, but the City Clerk has to advertise the
vacancy and he will bring those to the November meeting.
Mr. Salomone asked the Committee Members for any
suggestions they may have for a new Member.
2. Housing Voucher Program Approval
Chris Salomone reported HUD had advised the City they had
been approved for 25 certificates under the Housing
Voucher Program; approximately $121,000.00 for a year.
He said this helped the City fill the need for ane-
bedroom elderly units, where there is a waiting list.
This now makes a total of 305 units. Mr. Salomone will
update this Committee on the success of this program as
it progresses.

Project Proposals’
Chris Salomone reported this Committee is being asked to
recommend to City Council a funding program.
12th Year Community Development Block Grant
Patty Cratty reported that the report attached to the
packet is a draft copy and they are in the process of compiling a list and checking eligibility for the various
projects suggested at the public hearings.
This Committee will be asked at the November meeting to
make recommendations to Council of projects to be funded.
The County has taken a stand that no social services will
be funded.
Ms. Cratty stated the Council will consider this in
December and the County will be informed of the choices
by January 6, 1986, of the projects the City is
requesting to be funded. The funds will be available
next October. Ms. Cratty further stated that Carlsbad
has agreed to participate with the County one more year,
and then they are hoping the population will have reached
50,000, and Carlsbad will be dealing directly with the
Federal Government as an entitlement city.
A correction was noted on page 3; street to be
resurfaced should be Elm and Magnolia instead of Madison.
It was noted that there are signs on Elm Avenue
indicating there is no parking between the hours of 3:OO
a.m. and 6:OO a.m..
Staff indicated the block grant zone lies beween the two
lagoons and west of 1-5 freeway.
Member Sanchez questioned the improvements at Chase
Field, and Ms. Cratty indicated no block grant money has
been spent there as yet. Mr. Sanchez requested designs
be brought to the Committee before they are submitted.
OLD BUSINESS,/INFORMATION AL ITEMS :
4. Historic Preservation Element/Update
Chris Salomone reported the Historic Preservation Element
had been adopted by Council and the Ordinance
implemented. He complimented Patty Cratty for her work
together with the Historical Preservation Committee.
This will set up a permanent Committee and they will
develop guidelines and criteria for designating historic sites; local, State or National, and guidelines for the
type of information they want to review to make
recommendations to the Design Review Board, Planning
Commission and City Council on developments to come in to
the City.
5. Application to Historic Preservation Office
Chris Salomone reported this item was for a grant to
restore the depot. The City applied for a grant last
year, and were denied due to the lack of a long-term lease. The railroad will give only 30-day leases. The
City was encouraged to re-apply for the grant and try to
get a lease agreement with the railroad.

Mr. Salomone showed the application to the Committee and
shared two photographs with them showing the depot in 1938
and looking east from the Twin Inns area in 1910. The
railroad has indicated an intent to consider a lease, and
Mr. Salomone stated he will try to obtain a long-term lease in order to be eligible for the grant. Other groups are contributing toward the restoration of the depot at
this time.
6. November Meeting (Discussion)
Chris Salomone reported that the November meeting would
be the Monday before Thanksgiving, and he wanted to be
certain there would be a quorum. A majority of the Members present indicated they would be present for that
meeting. Mr. Salomone indicated there would be no meet incj in December.
INFORMATION ITEMS:
Chris Salomone stated he would make a continuous report on the information items.
Washington Street - the tennis courts proposed for the
railroad right-of-way will be a controversial project.
These are proposed by the Carlsbad Inn and would be a
unique use for the right-of-way. The City has indicated to the railroad that they will not get rent for the
tennis courts unless they allow the City to pave
Washington Street.
"Christmas in Carlsbad" - the Committee of Downtown
Merchants is planning to have a 35-foot live tree and a
lighting ceremony on Christmas eve, with the concert
band, carolers and school children taking part in the
ceremony. The depot will be outlined in lights, and
the Twin Inns, Carlsbad Inn and Tamarack Beach will all
have Christmas decorations.
Storm Drain - Mr. Salomone stated the street is paved and
Bauer Lumber is getting ready to move to their new
location.
Village Faire - will be November 3, this coming Sunday,
and be bigger and better than ever. Raffle tickets will
be sold with the merchants donating prizes.
Parking Lots - the parking lot on Roosevelt has been
covered with decomposed granite for temporary use and
will be paved starting in 3anuary.
Design Review Board Update - the McComas project was
approved and a seafood market at Oak is under
consideration. There are several new projects in the
works at the present time. Mr. Salomone stated that the
owner of the property where the old Carlsbad Liquor Store
was wants to rehab that entire corner. Renderings will
be brought in for that.
Sidewalks/Signs - some of the new signs are up, and the
remainder will be put up as quickly as the Maintenance
people can do the work. The sidewalks are in the final
design stage by Rick Engineering. Mr. Salomone will
bring the designs to this Committee showing the sidewalks
before the package goes out to bid.

Carlsbad Boulevard Bridge Replacement - Mr. Salomone
reported Carlsbad Boulevard will be closed from Tamarack to Cannon, with traffic detoured to 1-5. A 4-lane bridge
will be built to replace the present bridge. It would be
too costly to keep the street open while this new bridge
is being built.

The street will be closed until May of
Rubberized Railroad Crossings - Chris Salomone described
the rubberized crossings to be installed at Elm Avenue,
Grand Avenue and Cannon Road. The spur will be removed
on the north side of the railroad where the freight cars were parked, making one track at Grand and one at Elm.
Chairman McCoy mentioned the flower stand that has been
built on Elm and indicated his concern for structures of
this type being built without proper permits. tie also
mentioned awnings that have been installed illegally. Chris Salomone explained that he will get in touch with
those people to explain the violation.
Chairman McCoy also asked about the store on Grand that
is operating illegally. Mr. Salomone stated they have
applied for a business license and were misled by the
owner.
Review Board.
An application will be coming before the Design
Mr. Salomone explained that a few years ago they were
begging people to open businesses downtown, and now that
the program has been successful, the City is becoming more selective in what they will allow.
Marty Orenyak, Director of kilding and Planning, made a
statement to the Committee, saying that the City cannot,
as a practical matter, stop anyone from opening up a
business. If there are no violations, the City cannot
close the business down unless they would want to resort
to litigation, which would take a long time. The City
cannot deny anyone a business license.
