MEMBERS
CALL TO ORDER:
The meeting was called to order by Chairman McCoy at 5:02 p.
ROLL CALL:
Present: Chairman McCoy, Committee Members Hayes,
Helton, Guilford, Nielsen and Sanchez.
Absent: Members Glar~ke and Noralez.
APPROVAL OF MINUTES:
The Minutes of the October 28, 1985, Meeting were approved
as presented.
OLD BUSINESS/INFORMATIONAL ITEMS:
Recommendations for 12th Year CDBG Projects
Chris Salomone, Community Redevelopment Manager, reported
on the CDBG Projects, stating his choice of the street and
drainage improvements of Oak Street between Roosevelt and
State, $75,000, and $30,000 each to residential and commerci
rehabilitation funds.
The Committee Members concurred with Mr. Salomone's choice,
and after discussion, recommended the street lights for
Rotary Park, Madison Street, Grand and Lagune; Roosevelt
Street, Grand and Laguna, with a total of $31,500.00, and
the remaining funds to be spent for beautifying the downtown
area; including benches and trees and bicycle racks. The
planters would be on Roosevelt Street both sides of Elm.
December Meeting
Chris Salomone announced the December meeting has been
cancelled.
Candidate to Fill Vacancy on Committee and Design Review
Board
Chris Salomone announced there are two applications for
membership on this Committee; Roy Ward and Jerry Rombotis.
The Mayor will appoint one of these applicants, and at that
time this Committee will choose its representative on the
Design Review Board.
Design for Chase Field
Chris Salomone reported he would bring the design for the
Committee's perusal.
Sidewalk Infill Project Plans
Chris Salomone presented the plans for the first phase of
the project and the Committee studied them.

Residential Rehabilitation Program
Chris Salomone reported that previously only residences
west of 1-5 were eligible for the rehabilitation program.
The County has agreed with the City that there are people
east of 1-5 who need this help. The eligibility range is
now City-wide.
Economic Research Associates (Preliminary Market Analysis)
Chris Salomone indicated the booklet containing the first
third of the report in preliminary form. He stated that
so far it is just pages of data, but by January there should
be a document with a summary.
OTHER BUSINESS:
Member Sanchez reported there are families living in the
office space at Roosevelt and Oak Streets.
Member Hayes suggested an ad hoc pedestrian sub-committee
composed of this group and other interested persons to look
into the beach area with regard to redevelopment.
Member Hayes also suggested that Members be called to
ascertain whether or not they have any items to be placed
on the agenda.
The suggestion was made that Members of this Committee
should attend the December 3, 1985, Council Meeting to
affirm their choices for the block grant money and to
inform Council of their desires for the downtown area.
