CALL TO ORDER:
The meeting was called to order by Chairman McCoy at
5:02 p.m.
ROLL CALL:
Present : Chairman McCoy, Committee Members

Absent : Member Helton.
APPROVAL OF MINUTES:
The Minutes of the November 25, 1985, meeting were
approved as presented.
OLD WSINESS/INFORMATIONAL ITEMS:
1.
Chris' Salomone , Community Redevelopment Manager,
introduced 3erry Rombot is, the newly appointed Member
of the Housing and Redevelopment Advisory Committee.
Mr. Salomone explained the function of the Design
Review Board, which consists of five members, two from
this Committee, and three from the Planning Commission.

Representative to fill Vacancy on Design Review
By unanimous vote, 3erry Rombotis was selected to
represent the Housing and Redevelopment Advisory Committee on the Design Review Board.
3. Code Enforcement
Chris Salomone reported the City has been lenient in
code enforcement in the downtown area the last few
years to allow the area to become developed and
successful. Staff now feels it is time for stricter
enforcement. A full-time Code Enforcement Officer has
been hired by the City and is now enforcing Ordinances
and Codes throughout the City, as well as in the
Redevelopment Area. Mr. Salomone continued, stating
that most violations in the Redevelopment Area are signs. He stated Mike Harrington, the Code Enforcement
Officer, would give a summary of the process and
violations beinq handled at this time.
Mike Harrington stated he has been the Code Enforcement
Officer since 3anuary of 1985. The areas are divided
into two parts--residential and commerical.

Residential violations are basically on a complaint basis.
In the commerical area, Mr. Harrington stated he responds to complaints and information given to him by Mr. Salomone
and other City departments. The complaint is documented
and a personal visit made to discuss the violation. The majority of violations is due to signage as far as the
Redevelopment Area. A letter is written to the violator
giving them fifteen days to correct the violation.
Another personal visit is made at that time, and if the
violation has not been corrected, a stronger letter is
written, stating the code that has been broken, a
deadline date for correcting the violation and explaining
this will be turned over to the City Attorney. If
nothing is done by another ten to fifteen days, the
matter is turned over to the City Attorney. The City
Attorney writes a letter giving a deadline date for
correction of the violation and a date for a hearing. If
the violation is corrected before the hearing date,
nothing further is done, otherwise the case goes to the
courts.
Mr. Harrington stated there were 98 complaints last year,
with the majority being on signage. Almost 17% of the
sign violations were in the Redevelopment Area.
Mr. Harrington stated there needed to be a change made in
the issuing of business licenses to include instructions
to people at that time about the Codes and Ordinances.
According to Mr. Harrington, the Redevelopment Area is
the easiest to work with, and the most responsive.
Mr . Harrington responded to questions from Committee
Members and stated any time they find a violation they
should call him at 438-5689.
4. Update/Economic Research Associates Market
Feasibility Study
Chris Salomone stated the remainder of the Agenda
consisted of information items only, and he would give a
brief summary of each item.
Mr. Salomone stated the market analyses are being made in
four parts and should be finished by the February meeting.
The findings so far have been that the downtown
development is appropriate to date, and it is now time to
wait to install infrastructure improvements. It is also
recommended that the downtown area be further improved
with scenic corridors and streetscaping . Mr. Salomone
referred to a wall map and an artist's rendering of some
of the proposed improvements for the downtown area.
5. Desian Review Board (RedeveloDment Permit UDdate)
a. Carlsbad Inn -- Chris Salomone stated the developers
attempted to include a restaurant in the retail area of
the development. The Design Review Board denied the
request for the restaurant and the liquor license in that
end of the building. This has been appealed to the City
Council and will be on the January 28, 1986, Agenda. The
developer will need to add 23 additional parking spaces,
and the City will not allow them to build the second 66
condominiums until that additional parking is found. The
23 parking spaces will be offsite, requiring the
developer to either buy land or find another solution.

Member Sanchez made a motion for this Committee to
recommend this request be denied as determined by the
Design Review Board. The motion died for lack of a
second.
b. Wave Crest I1 (3oe's Transmission Site) -- Chris
Salomone reported a small, temporary, sales office for
Tamarack Beach Resort would be opened on the corner site.
He called attention to an artist's rendering showing the
proposed office, and stated this should be an improvement
for that corner. The owner is still working with the
City on a permanent building for that site.
c. Besaw Project -- Chris Salomone reported this was a
design change and was not granted.
d. Village Corner (3ohn Grant) -- Chris Salomone
reported this remodeling project is at the corner of Elm
and State. He referred to a rendering of the proposed
upgrading of the bui'lding .
e. Gilbert's Auto Body -- This request was denied and
has been appealed to the City Council.
Member Clarke inquired about parking on Item d, and Chris
Salomone stated Mr. Grant had indicated his willingness
to participate in a parking district if and when one were
formed.
On the Redevelopment Permit Applications included in the
packet, Member Hayes requested adding dates to that list
in the future.
6. &date on Buildina Moratorium
Chris Salomone gave an update on the building moratorium
instituted by City Council, adding the Redevelopment Area
is exempted.
7. Historic Preservation Commission

be extended, inasmuch as there has been little response at
this time. She asked the Committee Members to mention
the Commission to anyone they feel would be interested in serving on the Commission.
ADDITIONAL BUSINESS:
Chris Salomone stated there would be a Downtowner on
Wednesday at 5:OO p.m.
Mr. Salomone reported the Christmas tree has been planted
in the park. The benches have been placed around the
downtown area, and the City is approved for rubberized
railroad crossings. Mr. Salomone said there are
optimistic feelings about the depot grant. He said the
City should know about this grant February 7.
Member Hayes asked for an update on the pedestrian
circulation study. She would like to have the Committee
consider an ad hoc pedestrian canmittee. Mrs. Hayes will
bring material to present to the Committee.
