CALL TO ORDER:
Chairman McCoy called the Meeting to order at 5:OO p.m.
ROLL CALL:
Present: Chairman McCoy, Committee Members Hayes,
Helton, Moralez, Rombotis and Sanchez.
Member Nielsen arrived at 5:02 p.m.
Absent: Members Clarke and Guilford.
APPROVAL OF MINUTES:
The Minutes of the February 24, 1986, Meeting were approved
as presented.
OLD BUSINESS/INFORMATIONAL ITEMS:
1. Housing and Redevelopment Slide Presentation
Chris Salomone, Community Redevelopment Manager, narrated
a slide presentation on Housing and Redevelopment
accomplishments.
2. Washington Street Improvements
Chris Salomone reported the bids for the Washington Street
improvements will be opened March 27. Construction is to
begin within two or three weeks.
3. Depot Grant
A grant of $35,000 has been received for the depot.

5. Roosevelt Street Parking Lot
Chris Salomone reported construction will start on this

Chris Salomone stated he had five copies of the final draft
and is in the process of marking it up for presentation
of the final draft at the next meeting. The general
consensus is Carlsbad is in a good position where it is, and
should begin a promotion program and infrastructure program.

10. Design Review Board Projects/Update
Chris Salomone listed the projects before the Design Review
Board, including a senior housing program project; three minl
Redevelopment Permits, including a deck for Carlsbad Inn,
Tony's of Carlsbad requesting a liquor license and Kitty's
Boutique. Mr. Salomone referred to wall drawings showing
the Jefferson House 11, a senior housing project.
Mr. Salomone commented the permit expires on the Twin Inns
project on March 31.
New Project Discussion
The Committee discussed a new project, including the theater
Also, discussion followed regarding the forming of a parking
authority. More information on this should be obtained from
the City Attorney and City Engineer. The Committee Members
agreed with Mr. Salomone that input was needed as to devices
used by other cities. This topic is to be placed on the
April Agenda.
