MEMBERS
CALL TO ORDER:
Chairman McCoy called the Meeting to order at 5:05 p.m.
ROLL CALL:
Present: Chairman McCoy, Committee Members Guilford, Hayes,
Helton and Sanchez. Member Nielsen arrived at
5:lO p.m.
Absent: Members Clarke, Moralez and Rombotis.
APPROVAL OF MINUTES :
Minutes of the November Meeting will be submitted at the next
meeting.
OLD BUSINESS/INFORMATIONAL ITEMS:
1. Depot Rehabilitation
Patty Cratty, Senior Management Analyst, reported the rehabili
tation of the depot is proceeding. She displayed two wall
exhibits of the original plans for the depot which had been
furnished by the railroad.

2. Carlsbad Theater
Chris Salomone, Community Redevelopment Manager, reported
the new owner of the Carlsbad Theater is putting together a us
plan, with a proposal for a multi-use theater. He invited the
Committee Members to go by the theater and stop in for a tour.
The owner would be pleased to show the Members what he intends
to do to renovate the theater.
3. Historic Preservation Commission
Patty Cratty reported the Historic Preservation Commission had
compiled a list of 60 sites for potential listing as historic
sites. On December 22, 1986, City Council took action on the
Commission's recommendation to designate four historic sites.
Calavera Hills was designated a Historic Point of Interest.
Ms. Cratty showed photographs of Carrillo Ranch.
Chris Salomone commented the State Director of Parks and
Recreation had resigned, and that might affect the status of
the grant for Carrillo Ranch.
In answer to query, Ms. Cratty explained the site at Calavera
Hills contained some trees and an old cistern. These will
be graded over when the park area is graded, but there will
be an interpretive center with photographs and documents at
the site.

4. Design Review Board Update
Chris Salomone gave this report as contained in the packet.
He commented the Rowe, Kelso and Gombar projects are all
office projects and controversial. Staff's concern with the
Rowe project was the massiveness of the structure. The Rowe
project has medical parking requirements.
The Kelso project is general offices and the parking is
designated as such. The alley must be improved and the
islands removed.
The Gombar project meets all of the standsrds, but again the
problem was the massiveness of the three-story structure.
Chairman McCoy stated the plans should contain a condition
stating no medical offices could be placed in the general
office buildings.
NEW BUSINESS:
5. Revised Housing Element
Chris Salomone reported this revised Housing Element was
adopted at Council's meeting of January 6, 1987. He felt
Carlsbad was doing very well in their housing effort.
6. Merchants' CIP
Chris Salomone called attention to the list of projects
compiled by an ad hoc committee of the Merchants Association.
This list will be cut to five projects, which the Merchants
Association would feel very important to the Redevelopment
Area.
7. Budgets/Housing and Redevelopment
Chris Salomone reported the budget process is starting earliei
this year, and he will be bringing back a revised budget
at the next meeting.
8. Public Relations Program
Lynn Fitzgerald, Coordinator, Public Relations Program,
reported a new major promotional campaign is underway to
develop a three-part graphic package to be used for public
relations purposes.

Committee Members and staff.
