Meeting: 5:OO p.m. Date of Meeting: February 23, 1987 Place of Meeting: Santa Fe Depot Meetinq of: HOUSING AND REDEVELOPMENT ADVISORY COMMIT TEE CALL TO ORDER: Chairman McCoy called the Meeting to order at 5:OO p.m. ROLL CALL: Present: Chairman McCoy, Committee Members Clarke, Guilford, Hayes, Moralez, Rombotis and Sanchez. Member Nielson arrived at 5:lO p.m. Absent: Committee Member Helton. APPROVAL OF MINUTES: The Minutes of the Meeting held January 26, 1987, were approved as presented. NEW BUSINESS/INFORMATIONAL ITEMS 1. Beach Erosion Committee Mario Monroy, Chairperson of the Beach Erosion Committee, gave an update on the status of the Committee, distributing copies of charts and graphs. distributed copies of the background on "Oceanside Sand Bypass" for the perusal of the Committee Members. Mr. Monroy stated the attitude has changed as far as beach erosion becoming a problem. Governments now are aware this is an ongoing problem and is not merely the problem of the immediate area. Monroy discussed the problems caused by Oceanside, and told of the dredging of Batiquitos Lagoon by SDG&E, with the sand being put to the south of the mouth of the lagoon. Brown Act (continued) Chris Salomone call the Committee Members' attention to the information contained in the packet regarding the new Brown Act requirements. He stated meetings such as this, or any public meeting, cannot discuss items that are not noticed to the public. It will no longer be possible for any Member on the Committee to digress from the subjects as printed on the agenda. Any subject not listed on the Agenda cannot be discussed. ahead of time and verified. If the public is not aware something is going to be discussed at a meeting, it cannot be discussed. Mr. Salomone stated this was creating an adjustment period for all of the committees and commissions. The agenda must be published Member Hayes stated this is one reason there should be a heading of "Unfinished Business" on the agenda to give the Committee some leeway. Member Rombotis suggested there should be an item at the end of the agenda for items on the next agenda. At that time, any Member could bring up a subject to place on the next agenda. 3. Reappointments of Committee Members Chairman McCoy congratulated Members Guilford and Moralez on being reappointed to the Committee. 4. Revised Budget/C.I.P. Chris Salomone called attention to the revised Budget and C.I.P. as approved by City Council and attached to the agenda. Mr. Salomone explained that the five-year Capital Improvement Program contains items that over a number of years can be dropped from the program and other items added in their place. However, that is done in public hearings by the City Council. There have been two hearings so far this year on the C.I.P. Member Sanchez commented some projects previously listed on the C.I.P. are no longer listed in the C.I.P. Member Hayes asked if it were possible when there is Redevelopment Funding that the redevelopment part is just a share of the cost, particularly when a project benefits the entire community. She cited as an example, the Senior Center. She did not feel Redevelopment should carry the entire load of funding. Chris Salomone stated this Committee would have to recommend the amount of money to be spent on the Senior Citizen Center. That will probably be on the agenda at the next meeting. Chronology - Redevelopment Formation Chris Salomone called attention to the Chronology of Major Activities and Events included in the packet. He stated this was in response to Members Hayes' request for a history of the Redevelopment Area. her approval of this list and stated this would enable all of the Members of this Committee and other people involved to give the same facts. Member Hayes stated 6. Redevelopment Update Chris Salomone stated he had given an activity report at the last meeting and this was an update on the status of the projects. In answer to a question regarding the streetscape, Chris Salomone stated there is an ad hoc committee that will be meeting on Wednesday, at 8:OO a.m., at the Carlsbad Inn. On March 31, 1987, there will be a public meeting and the hired facilitator and the Engineering staff will all be present for public input. This will include input on parking and design, and to hear from the design people and Traffic Engineers about issues and options. Mr. Salomone stated this Committee could participate in the public hearing or they could have the group come before the Committee to make a presentation. Member Hayes asked for an explanation of the phasing in the downtown improvements. Chris Salomone answered the design of all the sidewalks has been completed. At the present time they are in the process of getting the right- of-way agreements from the individual property owners. Village Sign Program Member Hayes inquired about the sign program, Salomone stated the signs are being installed present time. The program may be expanded in with the streetscape. Village Voice Newsletter Member Hayes inquired about receiving the Vi1 Newsletter, and suggested all Members of this should receive that letter. and Chris at the coordination age Voice Committee _*- MINUTES .- HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE February 23, 1987 Page 4 NEW BUSINESS/INFORMATIONAL ITEMS: (continued) Public Information Brochures Member Hayes asked whether this Committee will see a draft of the brochures before they are printed, and Chris Salomone stated the brochures are almost ready to be brought before the Committee for their approval. Inspection of Housing Units Member Sanchez stated he would like the inspection of housing units to be on the agenda. The absentee owners are the ones responsible for the problems in the Redevelopment Area. Body Shop Member Nielson asked about this project, stating they were putting walls up. Chris Salomone stated there has been no waivers issued and they are not complying with the requirements of the Building Department. 7. Discussion Items Chris Salomone stated there is a lot of controversy as far as the Hosp Grove purchase, and this will be on the City Council Agenda for discussion tomorrow evening. The tax increment money Redevelopment has seems to be another source of controversy. Redevelopment is in debt to the City and must pay back their loan as agreed. The feeling of the Committee was they did not wish to have the Senior Citizen Center and Hosp Grove purchase be available out of Redevelopment Funds. purchase of Hosp Grove is not a realistic option, unless the City called in the Redevelopment loans that are in existence. The Senior Center project is moving along. The project has been transferred from the Harding Street Center to the Pine Street site. Any Redevelopment money that would be spent on this project would have to come through this Committee. A recommendation would be made, and the item would go to public hearing. Using Redevelopment Funds for the Chairman McCoy asked that the Senior Center be kept on the agenda to keep this Committee apprised of the status. He felt the item should be discussed at the next meeting and this Committee should put on record the feeling about Redevelopment funds being pledged for this project. Chris Salomone stated staff is putting together a C.I.P. program for the Redevelopment Area. Chairman McCoy stated many items are taken off of the C.I.P. list and others are substituted, and he objects to that. Chris Salomone stated the Redevelopment should have its own C.I.P. Chairman McCoy requested the Bond issue and Senior Citizen Center be placed on the next agenda. People do not know where the units are, and it was felt a tour was needed of the houses available. OLD BUSINESS: 8. Downtown Sidewalk Improvement Program This item was covered earlier. 9. Elm Avenue - SNC-25 The name change was approved by City Council to coincide with the Streetscape Program. IO. StreetscaDe Desian This item was discussed previously. 11. Sub-Committee Formations Chris Salomone stated sub-committees have been formed and it is hoped meetings will be started before next month. He will be calling Members of the Committees.
