Absent: Committee Members Helton and Sanchez. Others Present: Chris Salomone, Community Redevelopment Manager Brian Hunt, Assistant Planner Patty Cratty, Senior Management Analyst/Redevelopment APPROVAL OF MINUTES : The Minutes of the Meeting held March 23, 1987, were approved as presented. OLD BUSINESS : Committee Member Hayes made a motion to have the Housing and Redevelopment Advisory Committee make a statement that it wishes to subscribe its fair share to the new Senior Center by earmarking a percentage of the cost equal to the percentage of seniors in the Redevelopment Area to the total senior population of Carlsbad. Committee Member Rombotis seconded the motion. Committee Member Rombotis inquired whether this motion should be held until after the presentation by Assistant City Manager Frank Mannen. replied there will three major items coming before this Committee; the streetscape, the Senior Center and the bond financing. separate meeting. the special meeting should be held before such a motion is passed by this Committee. replied she would like something on record to express the feeling of this Committee. agreed with Mrs. Hayes, stating they felt this motion should be forwarded to the Senior Citizen Commission. Committee Member Rombotis stated he opposed this motion only at this time, due to the lack of information. NEW/INFORMATIONAL: 1. 1987-88 OPERATING BUDGET. Chris Salomone reported the budget had gone forward and was adopted in toto. items in the budget, including maintenance for Hosp Grove. He explained Council action on some 2. MAY 1987 HOUSING AND REDEVELOPMENT ACTIVITY REPORT. Committee Member Hayes inquired about Chase Field and Chris Salomone explained this was approved two years ago. Parks & Recreation designers designed amenities and this was funded through block grants and is ready to go out for bid. Committee Member Rombotis suggested the Design Review Board send copies of Minutes of their meetings to this Committee to provide a better line of communication. Committee Member Hayes asked for a copy of the Village Voice Newsletter and Chris Salomone stated he would check into this for her. In answer to query regarding the tennis courts in the railroad right-of-way, Chris Salomone stated staff could not recommend approval at this time, as all the problems regarding the project have not been solved. Chris Salomone reported a feasibility study will be done in 3uly on the Carlsbad theater. 3. PARKING SUB-COMMITTEE Chris Salomone reported the sub-committee had met and recommended the same as the Design Review Board; that a parking authority be formed in the Redevelopment Area to deal with the parking problem. This would determine how to charge for parking; where the lots should be located; and any other related matter regarding this parking authority. This recommendation would be forwarded, together with the recommendation from the Design Review Board, to the City Council. NEWS ARTICLE DATED JUNE 14, 1987 Committee Member Hayes asked for this article to be included as an information item. Chris Salomone stated he would ask Mr. Roberts to make a presentation on the mixed-use concept. 5. 1986-87 CURBS, GUTTERS AND SIDEWALKS REPLACEMENT PROGRAM Chris Salomone reported this is an infill program and was approved on 3une 16, 1987. 6. CITY OF CARLSBAD NORTH BEACH PLANNING/TRAFFIC STUDY Nancy Rollman, Planning Department, was present to explain the Traffic Study. Copies of the report had been supplied to the Committee Members for their study. Transparencies and wall charts were used to show the f ollowimg : The purpose of the study was to analyze key circulation, land and parking issues in the beach area and provide policy direction to the City. The area covered by the study was between Buena Vista Lagoon and Agua Hedionda Lagoon, west of Interstate 5. The overall circulation system was looked at and a special treatment area identified west of the railroad tracks including what had been in the Beach Overlay Zone. This did not include the Redevelopment Area, but was so close that many suggestions will impact that area. The reason this report is before this Committee is due to the circulation, parking and land use in the area west of the railroad. The Goals and Objectives are: Preserve and enhance area's uniqueness Accommodate both residents and visitors in proper balance Maintain diversity in housing and population Provide safe/efficient circulation systems for cars, bikes and pedestrians Recognize that shoreline is an irreplaceable resource for everyone's enjoyment Protect the environmental quality of the lagoons Design should reflect the feelings of being by the sea MEMBERS \I McCoy Clarke Guilf ord Hayes Moralez Nielsen Rombot is - X X X X X X X MINUTES -. HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE 3une 22, 1987 Page 4 Forty recommendations came out of the draft report, with eight categories. Ms. Rollman summarized the areas, asking the Committee Members to follow along using their copy of the report. Ms. Rollman asked for Committee comments and stated this report will go Traffic Safety Commission, Planning Commission and City Council, as well as to community meetings. Committee Member Rombotis asked whether the bike lanes would be at grade, with no physical separation, and added they are dangerous. Committee Member Clarke commented Carlsbad Boulevard will be a critical problem and he wondered why they had decided against Oak to divert traffic down Oak and State Street. He added Chestnut was built with an underpass with the intent it would go through to the ocean. Ms. Rollman said Chestnut would not relieve that much traffic from Carlsbad Boulevard, and that conflicted with the goal of keeping a residential character in that neighborhood. Committee Member McCoy referred to Tamarack, stating it was shown as the same size right-of-way on both sides of the freeway. Carlsbad Boulevard needs to be all one width. He also objected to the closing of Lincoln--stating it is not a hazard--and he felt Oak Street was far more dangerous. He added Tamarack from the freeway to In answer to query, Chris Salomone stated the Beach Overlay Zone was followed basically, with no significant departures. 7. GARFIELD STREET/PARKING LOT Chris Salomone reported the parking lot has been designed, with 48 public parking spaces, and the area conforming to street standards. HOUSING PROGRAM MANAGER Chris Salomone stated the position has been narrowed to four candidates, and they will be interviewed this week. This position is funded by the HUD budget. 9. AFFORDABLE HOUSING UNITS UNDER MORTGAGE REVENUE BOND Chris Salomone reported Committee Member Hayes requested this list be brought to the Committee. Committee Member Hayes added this should be a handout to anyone requesting this information, with addresses, perhaps a map, and whether a rental or purchase. The inquirer should also have some idea of why it is this way. At the next meeting, Committee Member Hayes would like to have a copy of what staff would give anyone who inquired about this. SPECIAL MEETINGS/3ULY AGENDA Chris Salomone reported the special meetings to be held in 3uly will start at 4:OO p.m. The first meeting was to be held 3une 29, 1987, but was postponed until 3uly 8, 1987, at 4:OO p.m. The second special meeting will be 3uly 13, 1987. The Engineering staff will be present at the special meetings, and the consultants will also be present. INFORMATIONAL 11. SEAWALL DEDICATION Chris Salomone announced the seawall dedication will be held Friday, 3une 26, 1987, at 1O:OO a.m. 12. CARLSBAD DAY BARBECUE Chris Salomone announced the barbecue will be Saturday, 3une 27, 1987, at Holiday Park. Chris Salomone distributed T-shirts showing the logo for the Centennial Celebration.
