ROLL CALL: Present: Chairman McCoy, Committee Members Guilford, Hayes, Helton, Moralez, Nielsen and Rombotis. Absent: Committee Members Clarke and Sanchez. Others Present: Chris Salomone, Community Redevelopment Manager Frank Mannen, Assistant City Manager Kenneth Quon, Project Manager 3ohn Cahill, Municipal Projects Manager CONTINUED OLD BUSINESS 1. Senior Citizens Center Discussion of proposed Senior Citizen Center Chris Salomone gave the initial introduction of this item, stating 3ohn Cahill, Municipal Projects Manager, and Ken Quon, Project Manager on this project, reviewed the proposal at the Pine Street School site. done two conceptual drawings, a one-story building and a two-story building, with 12,000 square feet for the school offices and 14,000 square feet for the Senior Center. Council has appropriated money for the design of the facility and the project is in architectural selection now. RSI has Frank Mannen continued the report, stating there had been concerns from the Historic Preservation Comission about the significance of the existing Pine Street School. The Historic Commission was represented at the architectural review, and they will be consulted regarding the commemorating of the school site. Mr. Mannen stated the present buildings will be razed, as they are not feasible for rehabilitation. In answer to Committee question regarding the number of seniors to use the building, 3ohn Cahill stated RSI had considered the current use and analysis of growth, but the achitect would be in charge of ascertaining the number of senior users. The school district would be there on an interim basis-- possibly ten years. increased, the school offices would be relocated, and the seniors would take over the entire building. The school offices will be designed to minimize the cost of converting to senior center use. The only buildings to be razed are the administrative; the school will continue where it is. The Committee Members commented the conceptual drawings did not show the Pine Street School in its present site. At the present time, the price of the land is being determined--and it is approximately 1.5 million dollars for 3.02 acres. The school would transfer the property to the City, and the City would pay the School District, credit them interest on the purchase price and they would get free rent. The City could defer payment of principal on the land until the School District needed the money to build another office building. be the lessee of the City. Frank Mannen, in answer to query as to the time it will be identified where the funds will come from, stated by the time Council gets to the design contract-- approximately a month. Mr. Mannen said the entire funding could come from the Redevelopment Funds, as that would be proper. In answer to Committee Member Hayes asking for all seniors of the entire City, Mr. Mannen replied there was a proposal to do that, as seniors from all areas of the City would benefit from the facility. It was asked what percentage of the seniors live in the Redevelopment Area. The Committee Members stated they would like to know the percentage of seniors using the center live in that area. Mr. Mannen stated it was not unusual for Redevelopment Funds to finance buildings of this type. These facilities contribute to the upgrading and vitality of the Redevelopment Area. Mrs. Hayes answered it would be fair to pay their fair share of the financing, but not one hundred percent of the cost. Chris Salomone explained originally the new Center was to be built at the Harding Street site, and that site was in the Redevelopment Area. However, Council will make a policy decision on the funding for the Center at the new site. There will be a workshop on 3uly 28, 1987, with Council to inform them about the tax allocation options and give them the motion made by the Housing and Redevelopment Advisory Committee at their last meeting about funding a proportionate share of the cost. Committee Member Rombotis stated this Center would not be the only Senior Center in Carlsbad, as in time there will be a need for another one. MEMBERS ' MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE 3uly 8, 1987 Page 3 Mr. Prescott stated he was in favor of Senior Centers, but he did have reservations about the use of Redevelopment funds for this purpose. He supported the use of some of the funds, but felt the use of those funds for the entire amount was unwise. Redevelopment funds is to regenerate funds and tax increment funds. Public buildings do not regenerate funds--and if six million dollars is taken out of Redevelopment funds, this would hamper future Redevelopment efforts of the City, at a time when the City will need all the income it can get. The purpose of Mr. Prescott concluded, stating a serious effort should be made to find other funding. There is funding available and grants available, and these should be explored by the City, with the burden on the City itself. Chairman McCoy agreed with Mr. Prescott, adding the Council needs to know the feelings of this Committee. He urged the Committee Members to attend the workshop session 3uly 28. The regular meeting of this Committee will be July 27, and at that time the Agenda Bill could be reviewed. Committee Member Nielsen felt there was nothing this Committee could do, particularly if a decision was to be made within three weeks. He said this would cancel all other Redevelopment Area projects. Chairman McCoy stated the recommendation of this Committee will be a part of the Agenda Bill, and further action could be taken at the 3uly 27th meeting. Mr. Mannen stated Council will not take action at the 3uly 28th workshop. how this would impact them. If it is determined this would be too Committee Member Nielsen said if the City made Redevelopment pay back its loan, there would be no Redevelopment Agency--as it only exists when there is debt--whether they issue bonds or borrow. h \ 9 MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE 3ul.y 8, 1987 Page 4 Committee Member Hayes asked whether the Redevelopment Agency would acquire anything from the present site, and the answer was no, that would continue to function as a City recreational area. Redevelopment funds were used to rennovate that building. She continued, stating it was this Committee's feeling there are seniors all over the City that will benefit from the Senior Center. The Redevelopment Agency is willing to pay its fair share--but objects to carrying the whole load. She stated she wanted each Council Member to receive that message--tomorrow. Mrs. Hayes stated some Committee Member Nielsen asked for a notation on what the Redevelopment Agency owes the City available at the next meeting . Committee Member Rombotis added the Committee needs to know what future impact this would have on the Redevelopment projects. The loan could be called in on demand, as the City has been carrying the loan in toto. Beginning this year, the Redevelopment Agency paid its own operating expenses out of tax increment funds. 3im Elliott, Finance Director, stated the Agency will be payig $300,000 to the City for the year 1986-87. total owed to the City is approximately 3.8 million dollars with interest earned through 3une 30. The Chris Salomone stated the Redevelopment Area will probably do a tax allocation bond for the area projects in advance of the funding of this project. can follow along and be done later. The Committee will have an opportunity to look at the capital projects and do a tax allocation bond for capital projects in the Redevelopment Area, and do this at a later date. This funding Chairman McCoy requested a report for Committee Members to refer to when talking before Council. Committee Member Hayes asked why no other funding considerations had been offered other than for Redevelopment to pay part of this project. Mr. Mannen answered funding sources are limited. The project is here because a good many people using the Senior Center live in the general area of downtown, and there is no other source available without going to a vote of the people. The Committee Members again stated they would like figures on the seniors living in the Redevelopment Area.
