CALL TO ORDER:
Chairman McCoy called the Meeting to order at 5:OO p.m.
ROLL CALL:
Present: Chairman McCoy, Committee Members Clarke,
Helton, Moralez, Nielsen and Sanchez.
Member Hayes arrived at 5:07 p.m.
Absent: Committee Members Guilford and Rombotis.

APPROVAL OF MINUTES:
Minutes of the Meeting held June 27, 1987, were approved
as presented.
NEW BUSINESS/INFORMATIONAL:
1. PUBLIC ACCESS TO BOARD AND COMMISSION MEETINGS
Committee to review recently adopted City Ordinance
requirement regarding public access to meetings.
Chris Salomone gave the staff report, stating this Committe
has always allowed public input.
2. ANDREA BLUM - VIDEO
This item was trailed to the end of the Agenda.
OLD BUSINESS/INFORMATION:
Item 87 was taken out of order at this time.
7. GARFIELD STREET/PARKING LOT
Staff presentation on Garfield Street/Parking Lot.
Chris Salomone reported A1 Virgilio would make a
presentation on this item. He stated the street will be
closed to make a parking lot to clear up the haphazard
parking.

Mr. Virgilio stated ten streetlights would be installed, an
would match the new village lights.
The plan now includes sidewalks on both sides of the street
and a through lane of 15 feet. The street will be built to
City standards and striped for one-way.
Mr. Virgilio stated the trash bins will be moved onto the
property and off of the street.
Mr. Virgilio displayed an exhibit showing the palm trees
to be planted. The large palm in the area will have to
be moved. There was a discussion about Parks &
Recreation Department re-locating that tree.
In answer to query regarding the cost, Mr. Virgilio
stated the estimated cost was $215,000, or approximately
$550 a running foot.
Marty Orenyak commented this was far above the authorized
cost for this improvement. Oriainally $50,000 to $60,000
had been approved for this parking lot, and he expressed
concern with the increased cost.
Mr. Virgilio stated if a full street was desired, the
City would have to pay more than $60,000.
Chris Salomone also stated concern with the difference in
the cost estimate. However, the City Attorney had
negated this being just a parking lot, stating the street
was to be kept open.
The consensus was this was an excellent plan, but it
would have to be determined whether funds were available
to pay for this type of project.
3. REDEVELOPMENT PR03ECTS/BOND FINANCING
Discussion of those projects included in
Redevelopment budget and bond financing consultant
selection.
Chris Salomone reported he is still working on this and
the recommendation of the Underwriter and Redevelopment
attorney was to hire a firm to do the economic analysis
of income in order to be able to determine the size of
the bond and the maximum amount of dollars. The top
three projects are the streetscape, parking for
streetscape and the senior center.
Mr. Salomone stated the firm of Kratz-Hollis was chosen
because they have clout with the agencies in New York.
Committee Member Hayes stated there should be a long-
range list of projects for Redevelopment.

4. UPDATE ON STREETSCAPE PR03ECT
Staff to give verbal update.
Chris Salomone reported the design is past the 60 percent
stage for the streetscape, with additional mitigating
measures for the area from the freeway to Harding Street.
Committee Member Hayes commented they could put fewer
streetlights in the streetscape area and put some on
Madison and Roosevelt, where they are badly needed.
5. RECOGNITION BARBECUE
Information regarding upcoming barbecue at Stagecoach
Park.
Chris Salomone said all members of Committees and
Commissions will be invited to the barbecue to be held
September 11, 1987.
6. PROPOSED C.I.P.
Review of City’s Preliminary Capital Improvement
Program Budget.
Chris Salomone stated this budget was included in the
packet for the Members to see how the C.I.P. for the City
is put together. This is a rough planning tool for the
city.
7. GARFIELD STREET/PARKING LOT
This item was taken out of order. (See page 1)
8. PARKING DISTRICTS
Chris Salomone stated this will he going to Council in
September, and it will be determined whether this will be
the existing Parking Authority or a special one for the
Redevelopment Area.
9. VILLAGE FAIRE (TWIN INNS PR03ECT)
Chris Salomone gave an update on this project, referring
to the exhibits showing the proposed Village Faire
project.

2. ANDREA BLUM - VIDEO
Chris Salomone announced this video would be played after
the meeting was adjourned. This presentation was made to
the Arts Commission. This art work is proposed for the
triangle area at Ocean Street and Carlsbad Boulevard.
Mr. Salomone stated one of the issues was maintenance of the sculpture.

ITEMS FOR NEXT AGENDA
Committee Member Nielsen requested pedestrian issues be
placed on the next agenda.
Committee Member Hayes stated she would like a place for
Oral Communications from the public on the Agenda.
