MEMBERS
CALL TO ORDER:
Committee Member Rombotis called the Meeting to order at
5:OO p.m.
ROLL CALL:
Present: Committee Members Clarke, Guilford, Hayes, Helton
Moralez, Norby, Sanchez and Rombotis. Chairman
McCoy arrived at 5:lO p.m.
Absent: None.
Others Present:
Chris Salomone, Community Redevelopment Director
Patty Cratty, Senior Management Analyst
APPROVAL OF MINUTES:
Minutes of the Meeting held August 24, 1987, were approved
as presented.
NEW BUSINESS/INFORMATIONAL:
1. CERTIFICATE OF APPRECIATION
ChairpersonfStaf f will present a Certificate of
Appreciation to outgoing Member Robert Nielsen.
Chris Salomone requested this item be continued to the
November meeting. Mr. Nielsen will be present at that
meeting to receive the Certificate of Appreciation.
2. INTRODUCTION OF NEW MEMBER
Staff will introduce new Member Peder Norby.
Chris Salomone introduced Peder Norby, the new Member of
the Housing & Redevelopment Advisory Committee.
3. APPLICATION INTAKE
Information regarding Section 8 Housing Assistance
Payments Program.
Chris Salomone reported the taking of applications for
Housing Section 8 was opened October 5, and there was a
good turnout. This was a needed action to establish a
waiting list in order to get more units.
Chairman McCoy arrived and assumed the Chair for the
remainder of the meeting.

4. AUGUST ACTIVITY REPORT
Review of report prepared by Housing and
Redevelopment Deparmtnet on status of projects.
Chris Salomone referred to the report, copy of which was
included in the packet. Board Member Hayes suggested
including the date the project started on each listed
project, to enable the Members to be aware of how the
project is progressing.
5. HOUSING ELEMENT/NEEDS ASSESSMENT
Distribution and discussion on reports..
There was a discussion about the enforcement of the two-
hour parking downtown. Staff indicated there is a
parking enforcer who is issuing tickets, and a report
will be given on this at next month's meeting.
Chris Salomone will prepare a pamphlet giving the
addresses of the housing that is part of the affordable
housing available throughout the City.
OLD BUSINESS/INFORMATIONAL
6. GARFIELD STREET/PARKING LOT/DESIGN
Chris Salomone stated the design will be final this week
and he will present the plans at the next meeting. There
will be 47 parking spaces in the parking lot.
In answer to query about the funds for the parking lot,
Mr. Salomone stated if it is done with the streetscape
project, the money will be from Redevelopment bonds; if
done separately, the money will be borrowed from the
General Fund.
7. REDEVELOPMENT PR03ECTS/BOND FINANCING
Staff to present status on bond financing for
Redevelopment Projects.
Chris Salomone used a transparency to show the summary on
the preliminary report.

8. STREETSCAPE PR03ECT
Current status on Elm Avenue/Carlsbad Boulevard
Streetscape Project.
Chris Salomone said the art object is in limbo and has
not been approved by the City Council.
Commission wants the art object at Ocean Street and
Carlsbad Boulevard to be installed at the same time the
streetscape is done. The Traffic Safety Commission
recommended closing Ocean Street and making a mini-park,
and the street would be closed even if the art portion is
not approved.

Mr. Salomone stated people are opposed to the removal of
the parking on Elm Avenue and the installation of
medians, as they restrict access. There is a lot of
controversy about the streetscape plans at the present
time .
9. DESIGN REVIEW BOARD
Discussion on items reviewed by Board and new
proJects.
Chris Salomone used a transpaency to indicate the
different projects reviewed by the Design Review Board,
some of which are under construction and some not started
as yet.
IO. MID-BLOCK PARKING LOT
Discussion on new parking configuration.
Chris Salomone reported the property owners would not
agree to re-sign the agreement for this parking lot, and
the rights reverted to the property owners. The City
wants to make the alley workable and the concrete stops
will be removed to allow two-way traffic. The street
lights will be left there.
11. ELECTION OF NEW CHAIRPERSON
Board Member Rombotis nominated Chairman McCoy for new
Chairman, and Member Helton seconded the nomination.
Board Member Clarke nominated Member Hayes for
Chairperson and Member Sanchez seconded the nomination.
Board Member Hayes was elected Chairperson for the coming
year.
12. NOVEMBER AGENDA
Discussion of November Meeting date and and agenda
items.
The consensus of the Board was to hold the regular
meeting on November 23, 1987.
13. SEPTEMBER ACTIVITY REPORT
Review of report prepared by Housing and
Redevelopment Department on status of projects.
Chris Salomone referred to the report contained in the
packet.
There will be street lights installed in the Madison and
Roosevelt areas.

14. PARKING DISTRICT
Discussion on item presented to Council at their
October 20, 1987, meeting.
Chris Salomone reported the parking district had been
approved by the Housing and Redevelopment Commission,
with staff to check into other alternatives at the same
time .
