CALL TO ORDER:
Chairman Densham called the Meeting to order at 4:OO p.m.
ROLL CALL:
Present: Chairman Densham, Committee Members Hayes,
Helton, McCoy, Mikhael, Norby and Rombotis.
Member McMahon arrived at 4:05 p.m. and Member
Palmesi arrived at 4:06 p.m.
Absent: None.
Others Present:
Chris Salomone, Director of Housing & Redevelopment
Patty Cratty, Senior Management Analyst.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held November 28, 1988,
were approved as presented.
PUBLIC COMMENT :
There were no requests to address the Committee.
OLD BUSINESS/INFORMATIONAL:
1 . WORKSHOP/MASTER PLAN.
Chris Salomone stated he had received over 50 replies
from consultants and stated he would like to meet with
the Long-Range Planning Committee to go through all those
replies. He stated he would like to have some
consultants here to share with this Committee what they
could offer and bring master plan samples for other
cities and any other information they might have.
The statement was made that the former report made for
the redevelopment area does not apply now, as there is a
significant difference in what the City is looking for
in that area now.
Chris Salomone added that the Housing and Redevelopment
Commission had asked this Committee to look at a master
plan review of the redevelopment area and its sphere of
influence; such as land use, transportation, circulation,
cultural, maintenance, architectural design, parking,
etc., and wanted this Committee to develop an
Redevelopment Plan with a physical representation of our
City 20 years from now. Mr. Salomone said he would like
to get three or four firms in different areas to come to
the workshop. They could come to the City in advance and
tour and meet with Committee Members, to become better
equipped to know exactly what was required.

Chairman Densham said he would like each of the Sub-
committees to meet at least once before the workshop and
put together goals to accomplish a Redevelopment Plan. The Design Manual needs to be gone through by each Sub-
committee, as it will be reviewed, as well as the
Redevelopment Plan.

at the Beach Terrace Inn on February 27, 1989, at 2:30
p.m. The Sub-Committees are to meet prior to this time,
and all Members are to review the Redevelopment Plan and
the Design Manual.
Chairman Densham said the long-range focus would be to
present a firm policy statement to the Housing and
Redevelopment Commission, as to what this Committee
feels needs to happen in the redevelopment area.

Chris Salomone explained the process for establishing
objectives under the goals approved by Council.

the Housing Element of the General Plan in order to
provide housing opportunities to all economic segments
of the City", Mr. Salomone explained that staff is
planning to assess the needs for housing and will
eventually have to cope with supplying those needs in
compliance with the Growth Management Plan.
Member Hayes asked for a quarterly report to the
Committee on the objectives.
3. ADMINISTRATIVE PLAN.
Chris Salomone requested this item be continued to the
next meeting .
Housing and Redevelopment Advisory Committee continued

4. UNION CHURCH/PARKING LOT.
Chris Salomone reported there is a proposal from the
Union Church for use of their lot at Oak and Harding,
with the City and the public using the lot for long-term
parking from 7:OO a.m. to 5:OO p.m., five days a week,
and the Church using the lot on weekends and evenings.
He will return with documents for Committee discussion.
NEW BUSINESS/INFORMATIONAL:
5. ELM AVENUE/MADISON STREET INTERSECTION.
Chris Salomone explained this installation would prohibit
north and south traffic across Elm Avenue.
Member McCoy stated he has opposed this proposed
porkchop from the beginning.
Chairman Densham said there needed to be a re-education
and changing of driving habits in the downtown area and
to change patterns of accessing the freeway.
Member Rombotis made a motion to ask the City to delete
the proposed porkchop at Madison and Elm Avenue, and re-
instate it if there is a problem. Member McCoy seconded
the motion.
The Committee discussed the motion, and it was noted
this would be the only corner on Elm Avenue without a
traffic signal.
The request was made to amend the motion to ask for a
report back from the Traffic Engineer on this proposal.
Chris Salomone suggested the Design Sub-committee
meet with the Traffic Engineer and report back
to this Committee.
Member Rombotis, with the consent of the second,
withdrew his previous motion.
Housing and Redevelopment Advisory Committee recommended
the Design Sub-committee meet with the Traffic Engineer
to discuss the feasibility of eliminating the proposed
porkchop at the intersection of Madison and Elm Avenue,
and report back to this Committee.
6. STREETSCAPE DESIGN UPDATE.
Chris Salomone reported that the Carlsbad Boulevard
portion of the streetscape is out to bid at this time.
Mr. Salomone said that parking has been created for the
spaces to be eliminated on Elm Avenue and is adequate
for the project to go forward.

In answer to query regarding Washington Street, Mr.
Densham said that should be finished within the next 30
to 45 days.
Member McMahon stated there was no bike lane at one
point on Carlsbad Boulevard, and staff indicated they
would check this.
Member Norby reported on the kiosks/locator maps proposed
to be placed throughout the City to tell the public where
different important sites are located.
SUB-COMMITTEE REPORTS.
Chairman Densham stated the Sub-Committees will be
meeting before the February Meeting and there will be
lengthy reports at that time.
Finance
Chairman Densham reported the Finance Sub-committee
had met with Finance Director Jim Elliott, and he was
assembling information for the financing goal and the
implementation process--these would be things that could
be done quickly.
Chris Salomone will schedule the meetings of the Sub-
committees before the next meeting.
INFORMATIONAL:
8. FEBRUARY AGENDA.
Member Norby requested the Locator Map be shown at the
February Meeting.
There is to be a report back on the bike lane on
Carlsbad Boulevard.
Chris Salomone recommended the PR program for the
streetscape be presented to this Committee.
